WHAT IS RESEARCH PRIORITY SETTING?
• = research agenda setting, resource allocation, rationing
• Any activities that involve identifying and prioritizing research areas,
topics, or questions of importance to stakeholders
• Aim to gain consensus on where increased research efforts including
collaboration, coordination and investment will have wide benefits to
society
4
WHY RESEARCH PRIORITY SETTING?
• Blind spots in research:
 Misdirection to areas of low societal priority
 Not addressing needs of general public as key stakeholder
 Mismatch of preferences
5
HOW DOES RESEARCH BENEFIT?
 Most effective use of scarce resources
 Meeting critical evidence gaps
 Facilitation of shared responsibility and accountability in implementing
research agenda
 Improvement of relevance and legitimacy of research
 Bringing science and society closer together
6
MAIN CHALLENGES
CHALLENGE #1: Identifying priority setting potential along research cycle
CHALLENGE #2: Priority setting granularity
CHALLENGE #3: Facilitating research priorities
7
PRIORITY SETTING PROCESS
8
PRIORITY SETTING OUTCOME
9
WHAT DO WE OFFER?
• Variety of tools, methods, and support structures to identify, prioritize,
and achieve consensus on research efforts:
 Design of priority setting exercises throughout different research stages
(What needs to be prioritized?)
 Granularity assessment (How detailed do research priorities need to be?)
 Project guidance and mentoring (How does priority setting need to be
designed?)
 Institutionalized project steering (How can priorities be sustainably
integrated within research environments?)
10
• Project mentoring before and during project submissions:
 “Consultation hours” (on demand webinars or offline consultation)
 Feedback service for project briefs
 Tailor-made workplan co-created together with cooperation partner
 Regular accompanying workshops and access to OIS Network
• Infrastructure and network:
 Materials and information repository
 Priority setting portfolio
WHAT IS OUR SERVICE?
11
 Deepen expertise in priority setting methods
 Apply and test new methods
 Develop and apply structured guidance & mentoring
