detentionandallowsaccessto detaineeand/oraccessto exploitedintelligence.If a
satisfactoryagreementcannotbe reachedfor his continueddetentionin Algeria, he shouldbe
retainedunderDoD control.
For this updaterecommendation,detaineeis assessedasa memberof theAl Qaidaglobal
terrorist network. Detaineeis a memberof the North African ExtremistNetwork (NAEN)
with directtiesto the Algerianextremistgroup,the Armed IslamicGroup(GIA). Detainee
usesa commoncoverstoryof druguseandcriminal activity with desiresto live in an Islamic
country. The NAEN facilitated his travelsandsupportedhim in Jalalabadwherehe trained
andpossiblyservedasa trainerat theDeruntatrainingcamp. It is assessedthis detaineeis a
HIGH risk, ashe is likely to posea threatto theUS, its interestsandallies.
4. (S//NF) Detainee Background Summar!: Unlessotherwisenoted,thefollowing
paragraphsarebasedsolelyon the detainee'sstatements.
a. (S) Prior History: Detaineemovedto Frankfurt,Germany(GE), in 1991andlived
primarily on the steets andin varioushotelsfor nineyears. During thattime, he earneda
living performingoddjobs. He wasalsoa thief anddrugdealerwhile usingdrugshimself.
He wasarrestedsix or seventimesbecauseof his criminalactivitiesandwaschargedunder
the nameAli Saddi,the aliashe usedat the time. Detaineeattemptedto obtainpolitical
asylumin Germany,telling authoritiesit wasdangerousfor him to live in Algeria. He
acknowledgedhe lied in orderto obtainasylum. In late 1999,hebecameinterestedin
religion andattendedthe CarlosVat mosque(frequentedby Moroccans)andthe Hamidiya
mosque(with prayerin Turkishor Kurdish). Detaineemet anAlgeriannational,Abu Umar,
attheHamidiyamosque.
b. (S) Recruitment and Travel: Abu Umar persuadeddetaineethatemigratingto
Afghanistan(AF) wasthe bestway to overcomehis drug addiction. Detaineeobtaineda
falsepassportfrom contactsin Frankfurt andAbu Umar addeda falsePakistanivisa. During
August 2000, detaineeflew to Islamabad,Pakistan(PK). He thentraveledto Peshawarand
phonedAbu Umar's associatelaffar Al Jazaieri. (Analyst Note: Jaffar,aka Omar Chabani,is
a known Al-Qaida memberwho ran the Algerian guesthouseandtraining campin Jalalabad,
AF. Jaffar assumedAbu Zubaydah'sdutieswhen Zubaydahwascaptured.) The next day,
detaineetraveledto Jalalabadand stayedin the Algeria houselocatedin the Istikhbaraatarea.
(AnalystNote: The Istikhbaraatwasthe TalibanIntelligenceneighborhood.)Detaineestayed
therefor abouttwo monthsuntil he marrieda Pakistaniwidow andmoved into a nearby
housefor about11months.

of the campasMuhib Allah (variant Muhibullah, likely identifiable asAhmad Abdullah Al
WazanUS9MO-000197DP(MO197)) akaYounis Chekkouri. He alsoidentifiedonetrainer
namedIlias (variantIllyas).Detaineeleft the campdueto his ageandhealthreasons.
d. (S) Gapture Information: WhentheArabsfled to ToraBora,detaineeremainedin
Jalalabadwith the Arab families andorganizedtheir travelsto Peshawar.In mid-Ramadan
(endof Novemberor beginningof December2001),hetraveledto Peshawarwherethe
Pakistaniauthoritiesarrestedhim andhandedhim over to the US authorities.

Afghanistan. Detaineeclaimedhe attendedtraining only for self-protection,but it was at
therequestof OmarChabani.Detaineetraveledto Afghanistanin August2000. He did
not attendtraining until April 2001. Little is known aboutdetainee'sactivities during the
periodbetweenthesedatesor following April 2001. Detaineehasidentifiedminimal
associatesdespitehaving spentapproximatelyoneanda half yearsin the country.)
o (S/ {F) NAEN facilitatorAbu Nasim Al Tunisi statedthatUm Ali's family
(assessedto be detainee'swife) wasoneof the familiesreceivingstipendpayments
from NAEN. Tunisi statedthe paymentswere from NAEN facilitator Abu Sulayman
Al Jazaier| an associateof Abu JaffarAl Jazaier| (Analyst Note: Stipendsare
normally only provided to family membersof NAEN personnel,who havebeen
capturedor killed.. This financial supportcorroboratesthe assessmentdetaineeis a
memberof theNAEN. Detaineehascontradictedthenationalityof his wife claiming

Jazaierisharedan office in the guesthouse.

guesthouse.This is probablyAbd Al Hafith/AbdelHafith.

trainedat Derunta.

him to Jalalabad.(Analyst note: Muhammadis likely MuhammadShah,known to
haveassistedJaffar in transportingrecruitsacrossthe border. Detaineestatedhe met
Jaffar in Peshawar.Jaffar,akaOmar Chabani,is an Abu Zubaydahassociatewho
facilitatedNorth African extremistsfor theNAEN. Dueto detainee'sassociations
with known membersof the NAEN andhis training at Derunta,detaineeis assessed
to be a memberof thenetwork.)
o (S) Detainee'sstatedpurposesfor travelto Afghanistanareassessedto be
deceptive. Detaineestatedhe was getting old, but hadnot accumulatedany money
andcould not returnto Algeria to obtain a wife. He cited marriageasa reasonfor
goingto Afghanistan.Detaineedid not reportthathereceivedmonetaryassistance;
however,despitehis lack of funds,hepurchasedairlineticketsto Pakistan.He also
paidabout1300USD for a down paymenton a housein Jalalabad.Detaineestated
he traveledto Afghanistanto getaway from drugsandkick his habit, yet the poppy
freldsin Afghanistanprovidelargequantitiesof heroin.
o (S) Detaineeexplainedthat thereweretwo groupsstayingat the Algerian
guesthousein Jalalabad:volunteersandemigrants.(Analyst note: Detaineeattempts
to classifuhimselfasan emigrantto justify his peacefulmissionto Afghanistan.
However, detaineewas facilitated through the volunteernetwork from Germanyto
Afghanistan.He is assessedto be ajihadist who traveledto Afghanistanto obtain
militant training andparticipatein radical Islamic activities in supportof extremist
goals. Detaineeprovidedsupportto theAlgerianguesthouse.)
o (S) Detaineesenthis family to a guesthousewhere30 otherfamiliesresided
(familiesincludedwomenandchildren). Fromthere,facilitatorsassistedhis family
in traveling to Pakistan. Detaineewent to this guesthouseafter his family left but
claimedhe could not obtain any information on their whereaboutsbecauseasa
Muslim, he could not speakto the marriedwomen. Detaineefailed to accountfor
how he actually obtainedthe information that his family left Afghanistan.He alsodid
not discusshis ability to speakwith the women throughthe children,which is not
forbidden. Shouldthe circumstancesregardingthe guesthousebe true, he would have
beenableto obtain the information he soughtthroughthe children. He provided this
story asa meansof limiting discussionswith interrogators(regardinghis knowledge

into accountthat if he was fasting,his family was alsofasting andwould have
facedthe samehardships.Also, duringhostilitiesit is acceptablefor Muslimsto
eatduring Ramadan. Detaineelikely arrangedfor his family to leaveand
remainedbehindin orderto join theextremistsin JalalabadandToraBora as
notedin thecommentconceming8E296 below.)
o (S) IntenogatorsshoweddetaineeB.F,296picturesof Algerianscapturedin Tora
Bora. BE296identifieddetaineebut notedthathe sawhim mostoftenat the
guesthouse.(Analystnote:BE296'scommentof seeingdetaineemostoftenatthe
guesthousedoesnot negatedetainee'spresenceat ToraBora. Detaineelikely spent
time in themountainsof ToraBoraprior to fleeingAfghanistan. Sincehis cover
storyof the guesthousefor family membersis not supportive,detaineewaslikely in
ToraBorawhenhe claimedhewasatthe guesthouse.
o (S/A{F)Detaineeclaimsto haveonly onebrotherbut identifiedtwo different
namesfor him: OmarandAli.
o (S) Detaineeclaimedthathemethis AlgerianassociatenamedAbu Omarin
Germanyat the Turkish mosque.He contradictedhimself andstatedhe met him at the
Moroccanmosque.(Analystnote:Contradictionslike this makeit harderfor law
enforcementandintelligenceagenciesto quickly identifytrue identitiesandtarget
theseindividualsfor possiblesurveillanceor questioning.)
c. (S/NF) Detainee's Conduct: Detaineeis assessedasa HIGH threatfrom a detention
perspective.Detainee'soverallbehaviorhasbeenoneof non-complianceandopen
aggressiontowardsthe guardforce andstaff. The detaineehasbeennotedthreetime for
beingIRF'd sincehis arrivalto GTMO. The detaineehasbeena constantdiscipline
problem,andhasreceivedsixty-fiveReportsof DisciplinaryInfractions,with themajor
percentageinvolving an assaulttowardsthe guardforce andfailure to follow instructions.
The detaineeis currently on I21 in Camp I andat a Low risk andat RewardLevel four for
twenty days,andon comfort item lossfor the next six days,with hve daysin segregation
remaining. This indicatesthat the detaineehasa patternof assaultivebehavior,but hasnot
beenpurposelydamagingin naturein recentweeks. Detainee'scurrentRisk Level shouldbe
upgradedto Medium givenhis overallHigh threatlevel,matchedwith recentactsof hostile
aggressiontowardsthe guardforce.
