Qaidawho attendedan Al-Qaida supportedtraining campandhaddirect associationswith
the Armed Islamic Group (GIA) andthe SalafistGroup for the Call andCombat(GSPC).'
Detainee'stravel to Afghanistanwas facilitated throughthe Finsbury ParkMosquein
London,United Kingdom (UK), a locationknown for its tiesto Islamicextremists.While in
Afghanistan(AF), detaineeaffiliated with known GIA, GSPC,andAl-Qaida membersand
associatedfacilities. Detaineeadmitsto receiving weaponstraining in Afghanistan,andwas
identifiedashavingattendedanAl-Qaidatrainingcamp. It is assessedthis detaineeis a

mandatoryserviceasa military policeman,rifleman, andcook in the Algerian Army and
Army Reserves.' He later worked asa secretaryfor the Algiers city governmentandin the
contractingdepartmentfor Sonatrach,a petroleumcompanyfor which his fatherhad also
worked. He wasre-hired by the city governmentin 1997asa securityguard. In March
1999,afterhe claimedto havereceivedrepeatedandescalatorythreatsfrom the Armed
Islamic Group (GIA), detaineeleft Algeria for Franceto starta rlew life.' Upon his anival in
Paris,hepurchaseda falseFrenchpassportwith thenameof Slim Antar.a In May 1999,
detaineetraveledto the UK to apptyfor political asylum.s

Finsbury ParkMosque,wherehe hadheardhe could stayfor free. Detaineelistenedto
lecturesfrom Abu-Hamza(Analyst Note: Abu-Hamza likely refersto SheikAbu HamzaAl-
Masri) andwatchedjihad recruitmentvideosaboutChechnya,Afghanistan,andBosnia.6
Detaineethen movedto Portsmouth,UK, wherehe worked for abouttwo yearsin a hotel.T
Detaineeclaimedhis asylumapplicationwasultimatelyrejected,soin 2001detainee
returnedto the Finsbury ParkMosquefor assistancein requestingan appeal.sWhile at the
mosque,MohammedAl-Masri reportedlyrecommendeddetaineetravel to Afghanistan(AF)
for training andto avoid deportationto Algeria. (Analyst Note: SheikAbu HamzaAl-Masri
is alsoknown asMuhammadAl-Masri. While its inconclusivefrom the detainee'sreporting,
it is probablethat he is referring to the sameman.): Al-Masri told detaineethat entering
Afghanistanwaseasy,asproperdocumentationwasnot required.eIn July 2001,with the
assistanceof Al-Masri, detaineedepartedthe UK for Afghanistan. Detaineetraveledto
Afghanistanvia Peshawar,Pakistan(PK). Oncein Peshawar,detaineeclaimed he used
contactinformation provided by Al-Masri to contactMohammedAl-Afghani. Al-Afghani
allegedlymet detaineeat his hotelandthenassistedin detainee'stravelto Jalalabad,AF. On
29 July 2001,detaineearrived in Jalalabadand stayedfor threeanda half monthsat the

reportedlytrainedon smallarms(includingKalashnikovandSimonovrifles) underAbu
Jaffar. Detaineestatedhe traveledonceto the Deruntatraining campbut did not attend

6. (S//NF) Evaluation Of Detainee's Account: Therearevariousgapsin detainee'sstory
dueto his inconsistencyandevasivenessduring interrogations. His route of travel parallelsthat
of otherdetaineeswho were recruitedthroughthe Global JihadSupportNetwork to receive
training in Afghanistan. Detaineeclaims to havefled Algeria to avoid deaththreatsfrom the
GIA, anddeniesknowledgeof GIA or GSPC. However,throughouthis travels,he associated
with reportedmembersand facilities known to be actively involved with both groups. He never
identified who told him to proceeddirectly to the Finsbury ParkMosqueto seekassistancein
obtainingpolitical asylum. He claims not to haveparticipatedin any combatagainstUS or
coalition forces,yet waspresentin the Tora Bora region andcapturedwith alarge group of
mujahideen

c. (FOUO) Detainee's Conduct: The detaineeis assessedasa HIGH threatfrom a
detentionperspective.The detainee'soverallbehaviorhasbeennon-compliantand
occasionallyhostileto the guardforce and staff. The detaineecurrently has23 Reportsof
DisciplinaryInfractionlistedin DIMS, with the mostrecentoccurringon 2 December2005
when he begancalling a guardderogatorynamesduring a waist line checkaspart of a
search.The detaineeassaulteda guardon I7 March 2005by throwinghis shoeandhitting a
guardin the face. Earlier that sameday the detaineesaidto a guard,"Sh-t on America" and
"Deathto theUnited States."Otherincidentsfor which the detaineehasbeendisciplinedfor
includeusingprovoking words and gestureswith the guards,failure to follow
instructions/camprules,assault,crossblock talking,damageto property,andpossessionof
non-weapontype contraband.The detaineehas6 Reportsof DisciplinaryInfractionin 2005,
which include 2 threatstowardsguardsanda major assault. He was a major participantin
the voluntary total fast,missing over a hundredmealsaccordingto guardnotesin DIMS. On
themorningof 24 November2005,AG-290 declareda voluntarytotal fast. However,his
fast lastedlessthantwo hoursasthe detaineelaterclaimedthat guardshadhelpedhim sohe
would eat.

a. (S) Assessment: JTFGTMOdeterminedthisdetaineeis of LOW intelligencevalue.
b. (S/NF) Placement and Access: Detaineewasrecruitedandfacilitatedthroughthe
FinsburyParkMosqueandits Imam,SheikAbu Hamzaal-Masri,whois currentlyin
Britishcustody. DetaineeadmittedlytrainedunderOmarChabani,a seniorGIA andAl-
Qaidamemberwith affiliationsto theSalafistGroupfor CallandCombat(GSPC).He
admittedlyresidedatanAlgerianguesthousein Jalalabadknownfor facilitatingtrainees
to Deruntatrainingcamp.HisplacementattheJalalabadguesthousewouldhavegiven
him accessto thestudentsandtrainersof theexplosivescourse.Detaineewascaptured
in theToraBoraregion.
