- The targets are profiled across the length of the project with a slower start and brought forward end date to allow for set up and final administration.
- As mentioned in the metrics section, the project is measured on actual savings and so a baseline review is required, to compare with a follow up review (1 year after project).. Same process for a business at all stages of taking action on environmental issues (e.g just starting, or well developed) Eligibility will be discussed later, along with the vouchers

The BL environmental adviser will work through the application process with the client. Polite warning – vouchers are not a ‘done-deal’ prior to panel approval therefore please do not promise clients as such.
- Stress importance of working with the BL adviser to ensure eligibility from an early stage – ensure client businesses aren’t given false hopes
- Clients receive benefit of being exposed to other BL services (run through each and how client can benefit). Enviro adviser is aware of all these prog’s and will raise with client where and when appropriate. Virtuous circle to ensure a quality and integrated service can be made to each client.
