Is “shadow IT” happening? Where is “shadow IT” happening? 
For those business decision-makers whose departments engage in “shadow IT”, the most 
commonly sourced/commissioned products and services are application software (52%) and 
servers (47%). Close to two fifths also source or commission IT security software/hardware 
(39%) and application development (38%) (page 7). 
Of those respondents in departments where “shadow IT” is happening, 99% have been doing 
this for six months or more, with around two thirds (67%) doing so for more than two years 
(page 5). Around seven in ten (71%) of these respondents also expect their involvement with 
“shadow IT” to increase in the next two years, with only 4% expecting this to slightly decrease 
(page 7). 
Around a third (32%) of respondents whose departments are not currently engaging in 
“shadow IT” report that other departments in their organisation are doing so. For those 
where it is also not happening in other departments in their organisation, over one in ten 
(13%) expect “shadow IT” to happen in their organisation in the near future (page 12). 
For respondents whose own departments are not currently participating in “shadow IT” but 
have other departments in their organisation who are, or who expect “shadow IT” to happen 
in their organisation in the near future, around six in ten (59%) might adopt “shadow IT” in 
their department in the next two years, and a quarter (25%) say this will happen (page 13). 
Almost two in five surveyed business decision-makers from departments engaging in 
“shadow IT” report that the main people driving this in their department is the head of the 
department (38%) or other senior members of staff (38%) (page 10). Over half (55%) of 
respondents from organisations where “shadow IT” is occurring also report that the majority 
of other departments in their organisation are engaging in “shadow IT” (page 11). 
Client services and relationship management (34%) and operations (34%) are the two 
departments where respondents in organisations engaging in “shadow IT” report that it is 
most commonly happening (page 15). 
Client services and relationship management (41%) and operations (34%) are also the 
departments most expected to engage in “shadow IT” by those respondents in departments 
where it is not happening right now but is (or is likely to) in the organisation (page 21). 
Although client services and operations are the departments where “shadow IT” is most likely 
to be happening, respondents in organisations where some departments, including their 
own, are engaging in “shadow IT” report that business direction and strategy (36%) and 
finance (27%) are the departments where “shadow IT” is most prevalent (page 18).

Why is “shadow IT” happening? 
Around six in ten surveyed business decision-makers agree that “shadow IT” can free up the 
IT department’s time (61%) and allow business departments to be more productive (57%) 
and efficient (57%). Fewer than four in ten (36%) agree that organisations should restrict 
“shadow IT” and only 34% agree that “shadow IT” poses a risk to the organisation’s IT security 
(page 24). 
Almost six in ten (57%) respondents in departments where “shadow IT” is already occurring 
report that one of the main reasons that their department chooses to commission and 
source IT products and services outside of the IT department is because it is quicker, and 
48% say that they are more likely to be able to get the products and services they actually 
need and want. Around two in five feel that “shadow IT” is easier (41%) and feel that they 
understand their own IT needs better than the IT department does (41%) (page 6). 
Mirroring this, around two thirds (63%) of respondents whose departments do not currently 
engage in “shadow IT”, but expect to in the next two years, say that one of the main reasons 
that they would commission and source core IT products and services outside the IT 
department is because it would be quicker. Furthermore, over half feel that they would be 
able to get the products and services they actually want (56%) and that they have a better 
understanding of their individual IT needs than the IT department (52%) (page 14).

  • 2. Is “shadow IT” happening? Where is “shadow IT” happening? For those business decision-makers whose departments engage in “shadow IT”, the most commonly sourced/commissioned products and services are application software (52%) and servers (47%). Close to two fifths also source or commission IT security software/hardware (39%) and application development (38%) (page 7). Of those respondents in departments where “shadow IT” is happening, 99% have been doing this for six months or more, with around two thirds (67%) doing so for more than two years (page 5). Around seven in ten (71%) of these respondents also expect their involvement with “shadow IT” to increase in the next two years, with only 4% expecting this to slightly decrease (page 7). Around a third (32%) of respondents whose departments are not currently engaging in “shadow IT” report that other departments in their organisation are doing so. For those where it is also not happening in other departments in their organisation, over one in ten (13%) expect “shadow IT” to happen in their organisation in the near future (page 12). For respondents whose own departments are not currently participating in “shadow IT” but have other departments in their organisation who are, or who expect “shadow IT” to happen in their organisation in the near future, around six in ten (59%) might adopt “shadow IT” in their department in the next two years, and a quarter (25%) say this will happen (page 13). Almost two in five surveyed business decision-makers from departments engaging in “shadow IT” report that the main people driving this in their department is the head of the department (38%) or other senior members of staff (38%) (page 10). Over half (55%) of respondents from organisations where “shadow IT” is occurring also report that the majority of other departments in their organisation are engaging in “shadow IT” (page 11). Client services and relationship management (34%) and operations (34%) are the two departments where respondents in organisations engaging in “shadow IT” report that it is most commonly happening (page 15). Client services and relationship management (41%) and operations (34%) are also the departments most expected to engage in “shadow IT” by those respondents in departments where it is not happening right now but is (or is likely to) in the organisation (page 21). Although client services and operations are the departments where “shadow IT” is most likely to be happening, respondents in organisations where some departments, including their own, are engaging in “shadow IT” report that business direction and strategy (36%) and finance (27%) are the departments where “shadow IT” is most prevalent (page 18).   • 3. Why is “shadow IT” happening? Around six in ten surveyed business decision-makers agree that “shadow IT” can free up the IT department’s time (61%) and allow business departments to be more productive (57%) and efficient (57%). Fewer than four in ten (36%) agree that organisations should restrict “shadow IT” and only 34% agree that “shadow IT” poses a risk to the organisation’s IT security (page 24). Almost six in ten (57%) respondents in departments where “shadow IT” is already occurring report that one of the main reasons that their department chooses to commission and source IT products and services outside of the IT department is because it is quicker, and 48% say that they are more likely to be able to get the products and services they actually need and want. Around two in five feel that “shadow IT” is easier (41%) and feel that they understand their own IT needs better than the IT department does (41%) (page 6). Mirroring this, around two thirds (63%) of respondents whose departments do not currently engage in “shadow IT”, but expect to in the next two years, say that one of the main reasons that they would commission and source core IT products and services outside the IT department is because it would be quicker. Furthermore, over half feel that they would be able to get the products and services they actually want (56%) and that they have a better understanding of their individual IT needs than the IT department (52%) (page 14).
