4. SYSTEM FOR THE PROTECTION OF
ASYLUM SEEKERS AND REFUGEES -
SPRAR
Protection System for asylum seekers and refugees (SPRAR) is the Italian
network for the reception and integration of people seeking and granted
international protection. The System is based on collaboration between the
centralised institutions, the Ministry of Internal Affairs and local authorities,
with the involvement of the third sector.
The innovative idea behind SPRAR was that of involving local authorities in
planning and implementing local integrated reception projects: with the
collaboration of the third sector. Local authorities introduce activities that
go beyond simple reception matters such as subsistence and
accommodation, providing for legal and social induction into society and for
personalised guidance towards social-economic integration.
The uniqueness of the Italian reception system, far from the logic of state
assistance, lies in the close collaboration and synergy between the different
levels of government (Ministry of Internal Affairs on the one hand, ANCI,
local and provincial authorities on the other) and between the institutions
and the THIRD SECTOR, following a logic in which each party plays its own
role.
5. INSIDE - STRENGTHENING THE ACCESS
TO THE LABOUR MARKET FOR
BENEFICIARIES OF INTERNATIONAL
PROTECTION
In the framework of the actions promoted by the Ministry of Labour and
Social Policies focused on integration polices in favour of refugees and
asylum seekers, the Directorate General on Immigration and Integration
Policies (DG) is implementing an action,INSIDE (Inserimento Integrazione
Nordsud InclusionE), aimed at strengthening the access to the labour
market for beneficiaries of international protection.
The project, funded by the National Migratory Fund is targeted for
beneficiaries of international protection accommodated in the SPRAR
network (National System for the Protection of Asylum Seekers and
Refugees).
The main objective of the project is the realization of 672 Personalised
Intervention Plan (PIP) by offering active labour market services based on
skills and needs emerged in a first phase of profiling. In addition, the
recipients will benefit of services focused on career guidance, tutoring,
training, coaching and support for job searching.

Aim of the project is to support refugees to access to the labour market
and to gain self sufficiency
Main activities:
Skills profiling
Offering of a personalized set of active labor market policies
(tutoring, counselling, career guidance, orientation, vocational
training, internships..)
Offering of an allowance to intermediary societies providing job
orientation and active labour market services, to enterprises for
the tutoring of internship activities, to refugees for attending
the internships
Job scouting, job searching, coaching
7. CIRCULAR MIGRATION
Migration for a specific motivation and/or purpose with the intention
that, afterwards, there will be a return to country of origin
