RAGGING
DEFINITION
‘’Ragging is any disorderly conduct whether by words spoken or written or by an
act which has the effect of teasing, treating or handling with rudeness to any student,
indulging in rowdy or undisciplined activities which cause or likely to cause
annoyance, hardship or psychological harm or to raise fear or apprehension thereof
in a fresher or a junior student and which has the effect of causing or generating a
sense of shame or embarrassment so as to adversely effect the psyche of a fresher or
a junior student.’’
- Supreme Court of India.
In simpler terms , Ragging is a systematic human rights abuse
practiced by the seniors on the freshers so as to exert their
dominance over the juniors.

CASE -1
Name: PON NAVARASU
Age: 21
Accused’s Name:JOHN DAVID
Date: 06/11/1996
College:Rajah Muthiah Medical College
Place: Chidambaram,Tamil Nadu
Pon Navarasu was murdered by a senior
student of the same college, John David.
When Navarasu refused to strip and lick
David’s shoes, David beat him to death,
beheaded him, cut his limbs to pieces and
removed his possessions like gold ring, chain,
watch etc. He threw the decapitated corpse
into the river and burned the blood stained
clothes.
The Beginning
On The Run
His father Prof. P. K. Ponnusamy filed a police
complaint on November 10th.
The next day, John David surrendered to judicial
custody and confessed to the murder after a week-
long interrogation.
David's college mates testified that he had a
reputation for being a bully and humiliating
freshers.
The Investigation
John David was convicted of Navarasu's murder and
was given a double life sentence by the Cuddalore
district sessions court on March 11th, 1998. The
Madras High Court overturned the verdict on October
5th, 2001 and acquitted him. On April 20th, 2011, the
Supreme Court overturned the High Court acquittal
and confirmed the Lower Court's conviction. It also
ordered the double life sentences to be served
concurrently. John David, who had been released in
2001, turned himself in again a few days later and is
currently serving his sentence.

Place: HIMACHAL PRADESH
Aman Satya Kachroo was only 19 years old
when four seniors ragged him to death at college
hostel.
Aman had been slapped and punched through the
night. His head was banged against the wall by his
seniors, who were drunk.
The autopsy showed Aman had died of head injuries.
Police have registered cases under Indian Penal Code (IPC) Section 304 II(culpable
homicide not amounting to murder), Section 452(house - trespass after preparation
for hurt, assault or wrongful restraint) and Section 34 ( common intention).
The four accused students were freed on good conduct in 2013.They will however not
be able to join any government jobs.

Name: AJMAL PM
Age: 18
Accused’s Name: Shallumon, Sachin, Anuraj
and Anoop
Date: 22/03/2012
College:Sha-Shib College
Place: Yelahanka, Bengaluru, Karnataka
Ajmal PM was set on fire by his seniors. He was ragged by a group of four
seniors who had failed and were in his class.He suffered 60% burns on his
body and passed away a few days after the incident.The police have
registered case under section 307 of IPC.

Age: 19
Accused’s Name: Raghu SG, Siddharth
Kumar Singh, Anita Sharma, Harish
Choudhary
Date: 09/05/2016
College: Al Qamar College of Nursing
Place: Kalaburagi, Karnataka.
K.P. Ashwathy was allegedly forced to drink toilet cleaner by a group of eight
senior students, mostly from Kerala, at the college hostel on May 9th. She soon
developed stomach ailment and was admitted to a hospital in Kalaburagi. The girl is
from a poor family and her father had abandoned her and her mother at a very
young age.
The Kalaburagi Police had registered charges including Section 116 of the
Karnataka Education Act 1983, Section 336 and 176 of the IPC against the
college authorities for failure to inform the police about the incident.Police have
included Sections 307 (attempt to murder) and 346 of the IPC, and invoked the
provisions of the SC and ST Atrocities (Prevention) Act against the five nursing
students named in the FIR.

Impact on Victim’s Family
One can imagine the plight of a ragging victim’s family, especially his or
her parents who see their child suffering from pain and stress. Besides
incurring medical and other incidental expenses to rehabilitate their child,
they also have to bear the trauma of seeing his or her prospective career
coming to an end.
Impact On The Educational Institution
1. Severe media barrage in extreme cases of ragging lowers the character of
the educational institution and destroys the respect and faith it commands
from society.
2. Those who indulge in ragging bring a bad name to their college thereby
hampering its reputation and goodwill in society.
Types Of Ragging
“Go and talk to some girl, ask her name and branch.”
“Shave your beard on only one side for a week.”
“Dance on some song, or sing something.”
“Tell us some innovative slangs you know.”
“Tell a joke. Keep telling jokes until someone laughs.”
“Give your intro.”
Dress Code Ragging : Dress in a specific dress code for a particular
period of time.
Formal Introduction : Introduce himself in ‘Shudh regional language’.
Verbal Torture : Using abusive language while talking to the seniors.
Sexual Abuse : Anatomical description.
Playing The Fool : Climbing a tree, Kissing a tree, Proposing to someone from
the opposite sex.
Hostel Ragging : Do all odd acts.
Drug Abuse : Forced to try drugs thereby driving them into addiction

PRECAUTION
STUDENTS:
● It is the responsibility of the students themselves to raise
their voice against ragging.
● If someone has been ragged then he or she must
immediately contact the anti ragging squad and the higher
authorities of the Institutes.
● They must know that Suicide is not the ultimate way and
must face the problem with courage.
FAMILY
● The parents must seek the help of a counselor before admitting their
wards to tell them how to cope up with Hostel Life.
● Parents should visit their wards from time to time.
● If their ward is suffering from suicidal tendency or depression then
he or she should be immediately taken under custody of a
Psychiatrist.
● The parent must visit the supervising committee and discuss with
them if their child is facing some difficulty.
INSTITUTION
1. The Colleges/Universities must set up a supervising committee to look
after the implementation of Raghavan committee.
2. Inspect the classes and hostels from time to time.
3. The College/University campus should be fitted with hidden video
cameras
4. The College must seek the assistance of professional counselors at the
time of admissions.
5. Discuss the measures to be taken to prevent ragging and steps to be
taken to identify the offenders and punish them suitably.
6. The Anti ragging help line phone numbers must be printed out and given
to each and every student as well as pasted on the walls.
7.Each batch of freshers should be divided into small groups
and each such group shall be assigned to a member of staff.
8.The 1st year and 2nd year hostels must be separated
completely and no seniors shall be allowed to enter the hostel
without permission.
9.The principal must select a student representative who will
represent the 1st year students in front of the principal and will
discuss the problems.
10.If someone is found ragging someone, then he/she shall be
immediately rusticated .
INDIAN PENAL CODE
There are provisions in the IPC which can be used by a student to
register an FIR
294 – Obscene acts and songs
323 – punishment for voluntarily causing hurt
324 – voluntarily causing hurt by dangerous weapon or means
352 – punishment for voluntarily causing grievous hurt
326 – voluntarily causing grievous hurt by dangerous weapon
339 – Wrongful Restraint
340 – Wrongful Confinement
341 – Punishment for Wrongful Restraint
342 – Punishment for Wrongful Confinement
506 – Punishment for culpable homicide not amounting to murder
PUNISHMENT
 Cancellation of admission.
 Suspension from attending classes.
 Withholding/withdrawing scholarship and other benefits.
 Debarring from appearing in exam/other evaluation process.
 Withholding results.
 Debarring the student from representing the College/University in any
national, international or youth festival.
 Suspension from hostel.
 Rustication from institution for a period of 1 to 4 years.
 Expulsion from an institution and barring from admission in any other
institution.
 Fine up to Rs. 25,000/-
 Collective institution
LAWS MADE BY STATE GOVERNMENT
In 1997, the state of Tamil Nadu first passed laws related to
ragging.
In 2009,Himachal Pradesh passed Educational Institution
(Prohibition of Ragging)ACT
IN 2015, Government Of Haryana passed the Anti-Ragging Law.

  • 10. Pon Navarasu was murdered by a senior student of the same college, John David. When Navarasu refused to strip and lick David’s shoes, David beat him to death, beheaded him, cut his limbs to pieces and removed his possessions like gold ring, chain, watch etc. He threw the decapitated corpse into the river and burned the blood stained clothes.   • 11. On The Run His father Prof. P. K. Ponnusamy filed a police complaint on November 10th. The next day, John David surrendered to judicial custody and confessed to the murder after a week- long interrogation. David's college mates testified that he had a reputation for being a bully and humiliating freshers.
  • 12. The Investigation John David was convicted of Navarasu's murder and was given a double life sentence by the Cuddalore district sessions court on March 11th, 1998. The Madras High Court overturned the verdict on October 5th, 2001 and acquitted him. On April 20th, 2011, the Supreme Court overturned the High Court acquittal and confirmed the Lower Court's conviction. It also ordered the double life sentences to be served concurrently. John David, who had been released in 2001, turned himself in again a few days later and is currently serving his sentence.

  • 15. Aman Satya Kachroo was only 19 years old when four seniors ragged him to death at college hostel. Aman had been slapped and punched through the night. His head was banged against the wall by his seniors, who were drunk. The autopsy showed Aman had died of head injuries. Police have registered cases under Indian Penal Code (IPC) Section 304 II(culpable homicide not amounting to murder), Section 452(house - trespass after preparation for hurt, assault or wrongful restraint) and Section 34 ( common intention). The four accused students were freed on good conduct in 2013.They will however not be able to join any government jobs.

  • 21. K.P. Ashwathy was allegedly forced to drink toilet cleaner by a group of eight senior students, mostly from Kerala, at the college hostel on May 9th. She soon developed stomach ailment and was admitted to a hospital in Kalaburagi. The girl is from a poor family and her father had abandoned her and her mother at a very young age. The Kalaburagi Police had registered charges including Section 116 of the Karnataka Education Act 1983, Section 336 and 176 of the IPC against the college authorities for failure to inform the police about the incident.Police have included Sections 307 (attempt to murder) and 346 of the IPC, and invoked the provisions of the SC and ST Atrocities (Prevention) Act against the five nursing students named in the FIR.

Besides incurring medical and other incidental expenses to rehabilitate their child, they also have to bear the trauma of seeing his or her prospective career coming to an end. Impact On The Educational Institution 1. Severe media barrage in extreme cases of ragging lowers the character of the educational institution and destroys the respect and faith it commands from society. 2. Those who indulge in ragging bring a bad name to their college thereby hampering its reputation and goodwill in society.

STUDENTS: ● It is the responsibility of the students themselves to raise their voice against ragging. ● If someone has been ragged then he or she must immediately contact the anti ragging squad and the higher authorities of the Institutes. ● They must know that Suicide is not the ultimate way and must face the problem with courage.

FAMILY ● The parents must seek the help of a counselor before admitting their wards to tell them how to cope up with Hostel Life. ● Parents should visit their wards from time to time. ● If their ward is suffering from suicidal tendency or depression then he or she should be immediately taken under custody of a Psychiatrist. ● The parent must visit the supervising committee and discuss with them if their child is facing some difficulty.
  • 42. INSTITUTION 1. The Colleges/Universities must set up a supervising committee to look after the implementation of Raghavan committee. 2. Inspect the classes and hostels from time to time. 3. The College/University campus should be fitted with hidden video cameras 4. The College must seek the assistance of professional counselors at the time of admissions. 5. Discuss the measures to be taken to prevent ragging and steps to be taken to identify the offenders and punish them suitably. 6. The Anti ragging help line phone numbers must be printed out and given to each and every student as well as pasted on the walls.
