FUNCTIONALISATION OF TOOWOOMBA REGIONAL COUNCIL WATER OPERATIONS BRANCH
Successfully transitioned the water and wastewater operational functions of eight former councils,
alongwith Toowoomba City Council’s tradewaste management and laboratory services functions,
into a singleintegrated,efficientand effective Water Operations Branch team. Across the
Toowoomba Region’s 13,500 km2 area,the branch now operates:
5 surfacewater storages,rangingin capacity from200 ML to 78,000 ML, associated bulk
rawwater pumping stations with total lifts as greatas 750 mand bulk rawwater
pipelines with a total length of more than 120 km;
7 water treatment plants,rangingin capacity from 20 kL/day up to 68 ML/day and 64
bores providingtreated drinkingwater through 22 different schemes to more than
130,000 residents;
8 wastewater treatment plants,rangingin sizefrom360 ep to 130,000 ep, and 110
sewage pumping stations,providingservices to more than 110,000 connected residents;
Water recyclingschemes capableof supplyingmore than 4,500 ML per annum, ranging
in sizeand complexity from a 3,000 ML/annum Class A+industrial schemeto small golf
courseirrigation schemes.
NATA accredited water and wastewater laboratory conducting240,000 tests per annum
of about 20,000 samples
The Water Operations Branch establishmenttotals 68,comprising8 branch management,
administration and supportstaff,9 scientists/laboratory technicians,4 tradewaste officers

and 47 operations staff including engineers,technical officer,operators,assistantoperators
and labourers.Despiteonly takingits current structurein late2010 and drawingalmost40%
of its personnel from non-Toowoomba councils, a 2012 Toowoomba Regional Council staff
satisfaction survey scored Water Operations Branch in thetop 3 Branches in council and the
branch has an annual turnover of less than 5%.
INTEGRATED TRADE WASTE MANAGEMENT
Successfully developed and implemented an integrated Trade WasteManagement Plan
across all Toowoomba Regional Council wastewater schemes. Prior to the formation of
Toowoomba Regional Council,of the 8 former councils only 3 had established a TradeWaste
Policy or TradeWasteEnvironmental Management Plan and only Toowoomba City Council
had implemented trade waste management. The Trade WasteSection now manages
approvalsfor more than 1,600 trade waste generators,about 400 of which dischargeto
regional wastewater schemes. Through a process of community and staff communication and
information,staggered regional implementation,staged implementation of pretreatment
complianceand a three year transition to full tradewastechargingfor regional areas,better
than 98% compliancewith approval conditions was achieved by the end of the 2014.
DRINKING WATER QUALITY MANAGEMENT PLANS
Primarily responsiblefor the development and approval of DWQMPs for all TRC drinking
water schemes. Achieved compliancewith requirements of under the Water Supply (Safety
and Reliability) Act 2008 for the submission and approval of DWQMPs which posed special
challenges for TRC, including:
Toowoomba’s water supply is drawn froma combination of surfaceand ground water
sources,includinga pipelinefrom Wivenhoe Dam, introducingthe possibility of drawing
water from a sourcesupplemented usingpurified recycled water (PRW) and the
consequent bringingforward of DWQMP submission and approval timelines for this
scheme;
Toowoomba City Council’s longstandingoperation of a 3rd party certified HACCP system
for drinkingwater risk management and the need to maintain continuity with
established systems which were not always consistentwith the regulator’s
understandingof drinkingwater risk management, resultingin extended negotiation
with the regulator;
The requirement to develop and implement DWQMPs in the immediate aftermath of
forced council amalgamations;
Limited or no availability of reliablewater quality,documentation, operational and
system data for many regional water supply schemes;
Need to significantly upgraderegional water treatment supply and infrastructureto
address existingwater safety risks;and
Resourcingfrom most former councils limited to basic operational personnel,meaning
that resources for the DWQMP process had to be drawn entirely from Toowoomba City
Council’s contribution.

DRINKING WATER COMPLIANCE AND TREATMENT PERFORMANCE
Significantly improved on historical drinking complianceand customer satisfaction levels by
the development and implementation of DWQMPs and by:
Providingmanagerial,professional and technical supportand oversightto regional
operations personnel,includingreviewand documentation of monitoring programs and
introduction of documented procedures, recordingand reportingsystems;
Improved utilization of SCADA, telemetry and mobility solutions to monitor performance
and minimize after hours and in-field responsetimes to plantfailures; and
Reviewing and restructuring operations teams for improved efficiency,quicker response
and increased flexibility and responsiveness.
As a result, microbiological complianceacrossall TRC drinkingwater schemes now exceeds
99.9%, and customer satisfaction continues to improve, with 2014/15 showinga year-on-year
decrease of 40% in the number of drinkingwater complaints compared to the previous year.
ENVIRONMENTAL COMPLIANCE AND RECYCLED WATER MANAGEMENT
Significantly improved on historical effluentcomplianceand recycled water management
performance for regional wastewater schemes by:
Renegotiating existingeffluent quality criteriato reflect the capabilities of existing
treatment facilities;
Negotiating and implementing TEPs where and as necessary;
Advocatingfor participatingin theupgrade/replacement of obsolete and inadequate
treatment facilitieswith fitfor purposesolutions,includingredirectingwastewater to the
Wetalla WRF where appropriate(3 WWTPs decommissioned to date with another to
follow),construction of a greenfield BNR plantto replacean existingWWTP and
upgradingexistinglowtechnology facilities by the installation of modular floating
wetlands;
Improved utilization of SCADA, telemetry and mobility solutions to minimizeafter hours
and in-field responsetimes to plantfailures and environmental incidents;
Negotiating recycled water agreements with regional customers to ensure compliance
with environmental authority conditions and/or recycled water management
requirements. This included providingusers with technical and complianceadviceand in
some cases financial supportto undertake necessary upgrades;and
Providingmanagerial,professional and technical supportand oversightto regional
operations personnel,includingreviewand documentation of monitoring programs and
introduction of documented procedures, recordingand reportingsystems.
LABORATORY SERVICES
Achieved and maintained NATA Accreditation for Toowoomba City Council ’s Laboratory
Services for chemical and microbiological testing.
Effectively competed in the commercial marketplaceby exploitingLaboratory Services unique
competitive advantages,includinglocal government and operational experience and focusing
on customer service,responsiveness and valueaddingfor regional local authority and
agribusinesscustomers.Commercial work now accounts for about40% of the laboratory’s
throughput and brings Council almost$500,000 of additional revenue each year.
