1.0 EVALUATION SCOPE

2.0 USES
The CEMflex®
VB waterstop is used to provide a watertight
seal that can resist the penetration of water due to
hydrostatic pressure between joints in concrete walls, slabs,
foundations, and other non-movement joints in accordance
with Section 1805.3.3 of the IBC. The waterstop is used in
conjunction with waterproofing systems for walls and floors
recognized under Sections 1805.3.1 and 1805.3.2 of the
IBC.
The BPA CEMflex®
VB waterstop is intended for interior
and exterior locations of all construction types.
3.0 DESCRIPTION
3.1 General:
The BPA CEMflex®
VB is a Metal Structurally Integral
Waterstop (MSIW) with a proprietary cement-based coating.
The MSIW consists of a galvanized steel sheet that is
coated with a proprietary cement-based coating. The MSIW
is fully embedded in the concrete structure at joint locations.
See Figure 1. When subjected to water, the proprietary
coating undergoes a chemical reaction causing the
formation of a crystalline structure on the surface of the
MSIW. The crystalline growth fills voids and cracks in the
construction joint to prevent the passage of water. See
Figure 2.
3.2 Material:
3.2.1 Metal Panels: The metal panels are type DC01
+ZE25/25 electrolytically zinc coated galvanized mild steel
in accordance with ISO 10152. The sheets are .027-inch
(0.675 mm) thick, 783
/4 inches (2 m) long, and come in
widths of 315
/16 inches (100 mm), 529
/32 inches (150 mm),
77
/8 inches (200 mm), or 927
/32 inches (250 mm). The metal
sheets have a minimum yield strength of 20.3 ksi (140 MPa)
and a minimum ultimate tensile strength of 39.1 ksi
(270 MPa).
3.2.2 Proprietary Coating: The cement-based coating is
composed of type CEM I-III cement in accordance with DIN
EN 197-1, and is blended with red or black pigment and a
proprietary admixture. The coating is applied to the metal
sheets to provide a minimum 1
/64-inch (0.225 mm) uniform
thickness on each side.
3.2.3 CEMflex®
Omega (Ω) Holder: The CEMflex®
Ω -
holder is a grade S235 9
/64-inch (3.5 mm) diameter round
steel bar in accordance with DIN EN 10025.
3.2.4 CEMflex®
Clip: The CEMflex®
clip is a grade S235
5
/64-inch (2 mm) diameter round steel bar in accordance with
DIN EN 10025/10060.
4.0 DESIGN AND INSTALLATION
4.1 Design:
The CEMflex®
VB waterstop is designed to be installed at
non-movement joints in new concrete construction. The
concrete joints shall be designed to provide a minimum
embedment depth in accordance with Table 1 and 2 inches
(50 mm) of coverage to the waterstop.
The allowable hydrostatic pressures based on installation
conditions are shown in Table 1 of this report.
The type, size, details, and locations of MSIWs not shown
in the construction documents shall be submitted for review
by the code official and by the licensed design professional
prior to installation in accordance with ACI 318.
4.2 Installation:
Installation of the MSIW must comply with the
manufacturer’s published instructions, this report, and the
IBC, as applicable.

The MSIW installer must be trained and approved by the
report holder or by the report holder’s authorized distributor
of the product.
The manufacturer’s published installation instructions
must be available at the jobsite at all times during
installation. In the event of a conflict between this report and
the manufacturer’s instructions, this report governs.
4.2.1 CEMflex®
VB Waterstop: There are two methods of
waterstop installation: installation with the CEMflex®
Ω -
holder and installation with the CEMflex®
clip.
With either installation method, the MSIW can be bent by
hand and formed to accommodate corners and curves
within the concrete structure. Once the MSIWs have been
bent to form curves or corners, they must be inspected to
ensure that the proprietary coating is intact on both sides of
the MSIW. If the coating is compromised, the section of
MSIW shall be discarded.
4.2.1.1 CEMflex®
Clip: When installed using the
CEMflex®
clip (Figure 3), the waterstop is embedded into the
freshly placed concrete at the joint location. The CEMflex®
clips are placed at joints of the waterstop to ensure proper
overlap in accordance with Table 1. Placement must be
done in a timely manner while the concrete is still workable
in order to ensure proper positioning and embedment.
Freshly placed concrete must be thoroughly consolidated
around the product to minimize presence of air voids.
4.2.1.2 CEMflex®
Ω - Holder: When installed using the
CEMflex®
Ω - holder (Figure 4), the waterstop is positioned
within the formwork of the concrete structure at the location
of the joint prior to placement of the concrete. CEMflex®
clips
or CEMflex®
Ω - holders are placed at joints of the waterstop
to ensure proper overlap in accordance with Table 1.
CEMflex®
Ω - holders are placed at intermediate positions to
hold the MSIW in the proper design location to ensure
adequate embedment and coverage. Freshly placed
concrete must be thoroughly consolidated around the
product to minimize presence of air voids. Care must be
taken during concrete placement to ensure that the MSIW
is properly positioned in regard to embedment and coverage
once placement is completed.
4.2.2 Preparation for Successive Concrete Placement:
Prior to placing concrete to form adjoining concrete
structures such as placement of a wall on top of a
foundation, the MSIW must be thoroughly inspected to
ensure that the proprietary coating is fully intact. If the
coating is found to be damaged during inspection, the MSIW
manufacturer or authorized distributor shall be contacted for
repair instructions.
5.0 CONDITIONS OF USE
The CEMflex®
VB Waterstop described in this report
complies with, or is a suitable alternative to what is specified
in, those codes listed in Section 1.0 of this report, subject to
the following conditions:
5.1 The concrete structures with embedments, and the
connections for transferring loads between concrete
elements must be designed in accordance with
ACI 318 and are beyond the scope of this report.
5.2 The product is limited to installation in non-movement
joints in concrete construction.
5.3 The product must be used in conjunction with other
approved waterproofing systems in accordance with
Sections 1805.3.1 and 1805.3.2 of the IBC.
5.4 Special inspections in accordance with
Sections 1705.1.1 and 1705.3 of the IBC and
applicable portions of ACI 318 are required to ensure
proper concrete placement techniques, proper
placement of the embedded MSIWs, and to confirm
that the proprietary coating is intact prior to concrete
placement.
6.0 EVIDENCE SUBMITTED

Construction and Controlled Crack Joints in Waterproof
Concrete, Edition November 2016, European Organization
for Technical Approvals (EOTA).

bearing the manufacturer’s name; product description
and/or part number; and the ICC-ES evaluation report

1.0 REPORT PURPOSE AND SCOPE
Purpose:
The purpose of this evaluation report supplement is to indicate that CEMflex®
VB waterstop, described in ICC-ES evaluation
report ESR-4383, has also been evaluated for compliance with the code noted below.
Applicable code editions:
2019 California Building Code (CBC)
For evaluation of applicable chapters adopted by the California Office of Statewide Health Planning and Development
(OSHPD) aka: California Department of Health Care Access and Information (HCAI) and the Division of State Architect (DSA),
see Sections 2.1.1 and 2.1.2 below.
2.0 CONCLUSIONS
2.1 CBC:
The CEMflex®
VB waterstop, described in Sections 2.0 through 7.0 of the evaluation report ESR-4383, complies with CBC
Chapter 18, provided the design and installation are in accordance with the 2018 International Building Code®
(IBC) provisions
noted in the evaluation report and the additional requirements of CBC Chapters 17 and 18, as applicable.
2.1.1 OSHPD:
The applicable OSHPD Sections of the CBC are beyond the scope of this supplement.
2.1.2 DSA:
The applicable DSA Sections of the CBC are beyond the scope of this supplement.
This supplement expires concurrently with the evaluation report, reissued November 2022.

DIVISION: 03 00 00—CONCRETE Section: 03 15 00—Concrete Accessories REPORT HOLDER: BPA-GmbH EVALUATION SUBJECT: CEMflex® VB WATERSTOP 1.0 EVALUATION SCOPE Compliance with the following codes: 2018, 2015, and 2012 International Building Code (IBC) Properties evaluated:  Watertightness  Durability 2.0 USES The CEMflex® VB waterstop is used to provide a watertight seal that can resist the penetration of water due to hydrostatic pressure between joints in concrete walls, slabs, foundations, and other non-movement joints in accordance with Section 1805.3.3 of the IBC. The waterstop is used in conjunction with waterproofing systems for walls and floors recognized under Sections 1805.3.1 and 1805.3.2 of the IBC. The BPA CEMflex® VB waterstop is intended for interior and exterior locations of all construction types. 3.0 DESCRIPTION 3.1 General: The BPA CEMflex® VB is a Metal Structurally Integral Waterstop (MSIW) with a proprietary cement-based coating. The MSIW consists of a galvanized steel sheet that is coated with a proprietary cement-based coating. The MSIW is fully embedded in the concrete structure at joint locations. See Figure 1. When subjected to water, the proprietary coating undergoes a chemical reaction causing the formation of a crystalline structure on the surface of the MSIW. The crystalline growth fills voids and cracks in the construction joint to prevent the passage of water. See Figure 2. 3.2 Material: 3.2.1 Metal Panels: The metal panels are type DC01 +ZE25/25 electrolytically zinc coated galvanized mild steel in accordance with ISO 10152. The sheets are .027-inch (0.675 mm) thick, 783 /4 inches (2 m) long, and come in widths of 315 /16 inches (100 mm), 529 /32 inches (150 mm), 77 /8 inches (200 mm), or 927 /32 inches (250 mm). The metal sheets have a minimum yield strength of 20.3 ksi (140 MPa) and a minimum ultimate tensile strength of 39.1 ksi (270 MPa). 3.2.2 Proprietary Coating: The cement-based coating is composed of type CEM I-III cement in accordance with DIN EN 197-1, and is blended with red or black pigment and a proprietary admixture. The coating is applied to the metal sheets to provide a minimum 1 /64-inch (0.225 mm) uniform thickness on each side. 3.2.3 CEMflex® Omega (Ω) Holder: The CEMflex® Ω - holder is a grade S235 9 /64-inch (3.5 mm) diameter round steel bar in accordance with DIN EN 10025. 3.2.4 CEMflex® Clip: The CEMflex® clip is a grade S235 5 /64-inch (2 mm) diameter round steel bar in accordance with DIN EN 10025/10060. 4.0 DESIGN AND INSTALLATION 4.1 Design: The CEMflex® VB waterstop is designed to be installed at non-movement joints in new concrete construction. The concrete joints shall be designed to provide a minimum embedment depth in accordance with Table 1 and 2 inches (50 mm) of coverage to the waterstop. The allowable hydrostatic pressures based on installation conditions are shown in Table 1 of this report. The type, size, details, and locations of MSIWs not shown in the construction documents shall be submitted for review by the code official and by the licensed design professional prior to installation in accordance with ACI 318. 4.2 Installation: Installation of the MSIW must comply with the manufacturer’s published instructions, this report, and the IBC, as applicable.
  • 2. ESR-4383 | Most Widely Accepted and Trusted Page 2 of 4 The MSIW installer must be trained and approved by the report holder or by the report holder’s authorized distributor of the product. The manufacturer’s published installation instructions must be available at the jobsite at all times during installation. In the event of a conflict between this report and the manufacturer’s instructions, this report governs. 4.2.1 CEMflex® VB Waterstop: There are two methods of waterstop installation: installation with the CEMflex® Ω - holder and installation with the CEMflex® clip. With either installation method, the MSIW can be bent by hand and formed to accommodate corners and curves within the concrete structure. Once the MSIWs have been bent to form curves or corners, they must be inspected to ensure that the proprietary coating is intact on both sides of the MSIW. If the coating is compromised, the section of MSIW shall be discarded. 4.2.1.1 CEMflex® Clip: When installed using the CEMflex® clip (Figure 3), the waterstop is embedded into the freshly placed concrete at the joint location. The CEMflex® clips are placed at joints of the waterstop to ensure proper overlap in accordance with Table 1. Placement must be done in a timely manner while the concrete is still workable in order to ensure proper positioning and embedment. Freshly placed concrete must be thoroughly consolidated around the product to minimize presence of air voids. 4.2.1.2 CEMflex® Ω - Holder: When installed using the CEMflex® Ω - holder (Figure 4), the waterstop is positioned within the formwork of the concrete structure at the location of the joint prior to placement of the concrete. CEMflex® clips or CEMflex® Ω - holders are placed at joints of the waterstop to ensure proper overlap in accordance with Table 1. CEMflex® Ω - holders are placed at intermediate positions to hold the MSIW in the proper design location to ensure adequate embedment and coverage. Freshly placed concrete must be thoroughly consolidated around the product to minimize presence of air voids. Care must be taken during concrete placement to ensure that the MSIW is properly positioned in regard to embedment and coverage once placement is completed. 4.2.2 Preparation for Successive Concrete Placement: Prior to placing concrete to form adjoining concrete structures such as placement of a wall on top of a foundation, the MSIW must be thoroughly inspected to ensure that the proprietary coating is fully intact.
