Two aims:
1. To collects data on tobacco industry interference activities on the continent.
2. To disseminates information on tobacco industry interference across the
region to tobacco control advocates, policy makers and the general public.
These ensure that the tobacco industry does not interfere with efforts by
governments to implement tobacco control policies.
14. Where did ATIM start work?
South Africa and East Africa:
• Set up tracking and monitoring of tobacco and tobacco control activities in
the two regions, particularly South Africa and Uganda.
• These track meetings, developments, media reports, media statements,
and policies in countries
On the rest of the continent:
• Reports on the basic movements in these countries starting with 10
priority countries covering almost half of the population in Sub-Saharan
Africa

Many of you still have the question: so what does ATIM do.
ATIM is an observatory that implements Article 5.3 through effective tobacco industry monitoring initiatives is strongly correlated to better implementation of the convention and tobacco control policies as a whole.
Many of you will be familiar with the six tactics employed by the Tobacco industry to undermine
However, the changing strategies and tactics employed by the industry have made effective monitoring increasingly difficult, requiring increased capacity and an effective network of informants/advocates to understand and counter these tactics.
A growing body of evidence suggests that interference is particularly aggressive in the African region. It has been accompanied by an unprecedented rise in tobacco use in the low- and middle-income countries including in a number of countries in Africa. World Health Organisation (WHO). Tobacco fact sheet, May 2013. Cited at: http://www.wpro.who.int/mediacentre/factsheets/fs_201203_tobacco/en/

In order to understand the potential role of the tobacco industry in disease and death, we need to understand all front group’s agenda including the The Foundation. The Foundation for Smoke-free World was launched in 2017 with funding commitment from PMI of $80m every year for next 12 years!
The Foundation is to be lead by Dr Derek Yach who is a South African and former Head of WHO TFI at the time the WHO FCTC was negotiated.
So, they indeed looked for well-known scientific expert that knows government, so as to gain credibility in line with their strategy.
