Resolution dated 23rd September,
1952
• Under the Chairmanship of Dr. A.
Lakshmanaswami Mudaliar, the Vice
Chancellor of the Madras University.
Therefore this commission is also
known as Mudaliar Commission.
• The Commission was inaugurated
on 6th October, 1952

• DEVELOPMENT OF TRUE PATRIOTISM.
FUNCTIONS OF SECONDARY EDUCATION
• TO CONDUCT HIGH SCHOOL CERTIFICATE EXAMINATIONS AND EXAMINATIONS OF OTHER COURSES
PRESCRIBED BY THE BOARD.
• TO PREPARE COURSES OF STUDIES, TEXT BOOK, TEACHING MATERIALS ETC.
• TO PUBLISH AND DISTRIBUTE/SELL TEXT BOOKS, SYLLABUS, LESSON NOTES, WORK BOOKS AND
OTHER RELATED MATERIALS.
• TO ISSUE CERTIFICATES OF THE EXAMINATIONS CONDUCTED BY THE BOARD AND EQUIVALENCE
CERTIFICATE TO THE EXAMINATIONS OF OTHER STATE BOARDS.
• TO RECOGNIZE THE SECONDARY SCHOOLS FOR THE EXAMINATIONS OF THE BOARD.

1. ORGANIZATION OF CURRICULUM
(A) MIDDLE SCHOOL
• LANGUAGE – MOTHER TONGUE OR ORIGINAL LANGUAGE, NATIONAL LANGUAGE AND
INTERNATIONAL LANGUAGE.
• SUBJECTS TO BE TAUGHT AT THE MIDDLE STAGE –SOCIAL STUDIES ,GENERALL
SCIENCE, MATHEMATICS ,ART AND MUSIC, PHYSICAL EDUCATION. CRAFT
(B) AT THE HIGHER SECONDARY STAGE
AT THIS STAGE, THE CURRICULUM IS DIVIDED INTO TWO CATEGORIES
(I) CORE CURRICULUM -TAUGHT A LANGUAGE, GENERAL SCIENCE, SOCIAL STUDIES
AND CRAFT AS CORE SUBJECT
II) HIGHER CURRICULUM -ALLOWED TO STUDY A SUBJECT OF THEIR CHOICE FROM
ANY ONE OF THE DIVERSIFIED GROUP AS SCIENCE, ARTS GROUP, FINE ARTS GROUP,
COMMERCE GROUP, ENGINEERING GROUP AND HOME SCIENCE GROUP.

RECOMMENDATIONS ON TEXTBOOKS
• HIGH-POWER TEXTBOOK COMMITTEE FOR
QUALITY TEXT-BOOKS
• WITH A VIEW TO IMPROVING THE QUALITY OF
TEXTBOOKS PRESCRIBED, A HIGH-POWER
TEXTBOOK COMMITTEE SHOULD BE
CONSTITUTED WHICH SHOULD CONSIST OF A
HIGH DIGNITARY.
RECOMMENDATIONS ON EXAMINATION AND
EVALUATION
• THE NUMBER OF EXTERNAL EXAMINATIONS SHOULD BE REDUCED.
• THERE SHOULD BE ONLY ONE PUBLIC EXAMINATION AFTER COMPLETION OF SYLLABUS.
• QUESTIONS SHOULD BE OBJECTIVE AND SUBJECTIVE ELEMENTS SHOULD BE REDUCED.
• QUESTIONS SHOULD BE BASED ON THE FULL SYLLABUS.
• EXAMINERS SHOULD BE SELECTED CAUTIOUSLY,
• WHILE EVALUATING THE WORKS OF STUDENTS, INTERNAL EXAMINATIONS, PERIODICAL
TESTS AND SCHOOL RECORDS SHOULD ALSO BE CONSIDERED.
• STUDENTS SHOULD BE EVALUATED ON 5 POINT SCALE, WHERE A IS DISTINCTION, B IS
CREDIT, C IS PASS, D & E IS FAIL OR RE EXAM.
• THERE SHOULD BE PROVISION FOR COMPARTMENTAL EXAMINATION FOR ONE SUBJECT.
NEW ORGANIZATIONAL PATTERN OF SECONDARY
EDUCATION:
• SECONDARY EDUCATION SHOULD BE OF 7 YEARS.
•IT SHOULD BE FOR CHILDREN OF 11 TO 17 YEARS.
•IT SUGGESTED TO END INTERMEDIATE COLLEGE AND MERGE CLASS 11 WITH SECONDARY
SCHOOLS AND CLASS 12 WITH B.A.
•COMMISSION DIVIDED SECONDARY EDUCATION INTO TWO PARTS.
•DEGREE COURSE SHOULD BE OF THREE YEARS.
•ONE YEAR PRE-UNIVERSITY COURSE FOR HIGH SCHOOL STUDENTS TO ENTER IN
UNIVERSITY.
•STUDENTS WHO PASSED PRE-UNIVERSITY SHOULD BE ALLOWED TO ENTER IN
PROFESSIONAL COURSES.
•MULTIPURPOSE SCHOOLS SHOULD BE ESTABLISHED TO TAKE CARE OF VARIOUS ABILITIES
OF STUDENTS.
•TECHNICAL EDUCATION-LARGE NUMBER OF SCHOOLS SHOULD BE OPENED ALONG
WITH CENTRAL TECHNICAL INSTITUTIONS.
•SUCH INSTITUTIONS SHOULD BE OPENED NEAR FACTORIES SO THAT SO THAT
STUDENTS CAN TAKE PRACTICAL TRAININGS.
•INDUSTRIAL EDUCATION CESS SHOULD BE LEVIED ON INDUSTRIES TO FINANCE
TECHNICAL EDUCATION.
•OTHER TYPES OF SCHOOL
•PUBLIC SCHOOLS SHOULD BE RECONSTRUCTED AS SECONDARY SCHOOLS AFTER 5
YEARS.
•THE BOYS AND GIRLS SHOULD BE PROVIDED SAME EDUCATION THROUGH CO-
EDUCATION BUT THERE SHOULD BE PROVISION OF HOME SCIENCE TEACHING FOR
GIRLS.
•GIRLS’ SCHOOLS SHOULD BE OPENED IN THE AREAS WHERE REQUIRED.

• ACTIVITY BASED EDUCATION
• STRESS ON AGRICULTURAL EDUCATION
• DISCUSSION OF AIMS OF SECONDARY EDUCATION
• CHILD-CENTERED EDUCATION.
• IMPROVEMENT IN TEACHERS SALARY AND POSITION.
• CO-CURRICULAR ACTIVITIES.
• NO MORE STRESS ON EXTERNAL EXAMINATIONS.
• STRESS ON MULTI-PURPOSE SCHOOLS.
• SUGGESTION TO OPEN TECHNICAL SCHOOLS NEAR INDUSTRIES.

HASTE, SO PROBLEMS ARE STILL

  • 2. SECONDARY EDUCATION COMMISSION • The Government of India set up, the Secondary Education Commission by Resolution dated 23rd September, 1952 • Under the Chairmanship of Dr. A. Lakshmanaswami Mudaliar, the Vice Chancellor of the Madras University. Therefore this commission is also known as Mudaliar Commission. • The Commission was inaugurated on 6th October, 1952
  • 3. AIMS • DEVELOPMENT OF DEMOCRATIC CITIZENSHIP • INITIATION INTO ART OF LIVING. • DEVELOPMENT OF PERSONALITY • IMPROVEMENT OF VOCATIONAL EFFICIENCY. • EDUCATION FOR LEADERSHIP. • DEVELOPMENT OF TRUE PATRIOTISM.

FUNCTIONS OF SECONDARY EDUCATION • TO CONDUCT HIGH SCHOOL CERTIFICATE EXAMINATIONS AND EXAMINATIONS OF OTHER COURSES PRESCRIBED BY THE BOARD. • TO PREPARE COURSES OF STUDIES, TEXT BOOK, TEACHING MATERIALS ETC. • TO PUBLISH AND DISTRIBUTE/SELL TEXT BOOKS, SYLLABUS, LESSON NOTES, WORK BOOKS AND OTHER RELATED MATERIALS. • TO ISSUE CERTIFICATES OF THE EXAMINATIONS CONDUCTED BY THE BOARD AND EQUIVALENCE CERTIFICATE TO THE EXAMINATIONS OF OTHER STATE BOARDS. • TO RECOGNIZE THE SECONDARY SCHOOLS FOR THE EXAMINATIONS OF THE BOARD. • TO MAKE REGULATIONS FOR UNDERTAKING DIFFERENT FUNCTIONS OF THE BOARD. • TO TAKE CARE OF SECONDARY EDUCATION THROUGH ORIENTATION
  • 5. RECOMMENDATIONS OF MUDALIAR COMMISSION 1. ORGANIZATION OF CURRICULUM (A) MIDDLE SCHOOL • LANGUAGE – MOTHER TONGUE OR ORIGINAL LANGUAGE, NATIONAL LANGUAGE AND INTERNATIONAL LANGUAGE. • SUBJECTS TO BE TAUGHT AT THE MIDDLE STAGE –SOCIAL STUDIES ,GENERALL SCIENCE, MATHEMATICS ,ART AND MUSIC, PHYSICAL EDUCATION. CRAFT (B) AT THE HIGHER SECONDARY STAGE AT THIS STAGE, THE CURRICULUM IS DIVIDED INTO TWO CATEGORIES (I) CORE CURRICULUM -TAUGHT A LANGUAGE, GENERAL SCIENCE, SOCIAL STUDIES AND CRAFT AS CORE SUBJECT II) HIGHER CURRICULUM -ALLOWED TO STUDY A SUBJECT OF THEIR CHOICE FROM ANY ONE OF THE DIVERSIFIED GROUP AS SCIENCE, ARTS GROUP, FINE ARTS GROUP, COMMERCE GROUP, ENGINEERING GROUP AND HOME SCIENCE GROUP.

  • 7. 7.VACATIONALISTAION OF EDUCATION • DIVERSIFICATION OF COURSES OF EDUCATIONAL PROGRAMS TO MEET VARYING INTERESTS, APTITUDES, AND TALENTS • COMMITTEE ADVISED ON PROVISION OF AGRICULTURAL AND TECHNICAL 8.GUIDANCE IN EDUCATION APPOINTMENT OF GUIDANCE OFFICER AND CAREER MASTERS IN SCHOOLS FOR EDUCATION, PERSONAL AND SOCIAL GUIDANCE 9.EDUCATION OF CHARACTER • CLOSE RELATIONSHIPS BETWEEN TEACHERS AND STUDENTS FOR BETTER • NCC SCOUT CAMPS SHOULD BE ENCOURAGED • BOTH CO-CURRICULAR AND EXTRA-CURRICULAR ACTIVITIES SHOULD BE SCHOOL EDUCATION
  • 8. RECOMMENDATIONS ON METHODS OF TEACHING • INCULCATION OF VALUES, ATTITUDES AND WORK HABITS. • ACTIVITY AND PROJECT METHODS • EMPHASIS ON CLEAR THINKING AND EXPRESSION • TRAINING PUPILS IN TECHNIQUES OF STUDY • INSTRUCTION TO SUIT DIFFERENT STUDENT ABILITIES • GROUP PROJECTS AND ACTIVITIES
  • 9. RECOMMENDATIONS ON STUDY OF LANGUAGE • MOTHER TONGUE OR THE REGIONAL LANGUAGE. • ONE MORE LANGUAGE SHOULD BE CHOSEN FROM AMONG THE FOLLOWING -HINDI - ELEMENTARY ENGLISH - ADVANCED ENGLISH - MODERN INDIAN LANGUAGE {OTHER THAN HINDI} -CLASSICAL LANGUAGE.
  • 10. RECOMMENDATIONS ON TEXTBOOKS • HIGH-POWER TEXTBOOK COMMITTEE FOR QUALITY TEXT-BOOKS • WITH A VIEW TO IMPROVING THE QUALITY OF TEXTBOOKS PRESCRIBED, A HIGH-POWER TEXTBOOK COMMITTEE SHOULD BE CONSTITUTED WHICH SHOULD CONSIST OF A HIGH DIGNITARY.

RECOMMENDATIONS ON EXAMINATION AND EVALUATION • THE NUMBER OF EXTERNAL EXAMINATIONS SHOULD BE REDUCED. • THERE SHOULD BE ONLY ONE PUBLIC EXAMINATION AFTER COMPLETION OF SYLLABUS. • QUESTIONS SHOULD BE OBJECTIVE AND SUBJECTIVE ELEMENTS SHOULD BE REDUCED. • QUESTIONS SHOULD BE BASED ON THE FULL SYLLABUS. • EXAMINERS SHOULD BE SELECTED CAUTIOUSLY, • WHILE EVALUATING THE WORKS OF STUDENTS, INTERNAL EXAMINATIONS, PERIODICAL TESTS AND SCHOOL RECORDS SHOULD ALSO BE CONSIDERED. • STUDENTS SHOULD BE EVALUATED ON 5 POINT SCALE, WHERE A IS DISTINCTION, B IS CREDIT, C IS PASS, D & E IS FAIL OR RE EXAM. • THERE SHOULD BE PROVISION FOR COMPARTMENTAL EXAMINATION FOR ONE SUBJECT.

NEW ORGANIZATIONAL PATTERN OF SECONDARY EDUCATION: • SECONDARY EDUCATION SHOULD BE OF 7 YEARS. •IT SHOULD BE FOR CHILDREN OF 11 TO 17 YEARS. •IT SUGGESTED TO END INTERMEDIATE COLLEGE AND MERGE CLASS 11 WITH SECONDARY SCHOOLS AND CLASS 12 WITH B.A. •COMMISSION DIVIDED SECONDARY EDUCATION INTO TWO PARTS. •DEGREE COURSE SHOULD BE OF THREE YEARS. •ONE YEAR PRE-UNIVERSITY COURSE FOR HIGH SCHOOL STUDENTS TO ENTER IN UNIVERSITY. •STUDENTS WHO PASSED PRE-UNIVERSITY SHOULD BE ALLOWED TO ENTER IN PROFESSIONAL COURSES. •MULTIPURPOSE SCHOOLS SHOULD BE ESTABLISHED TO TAKE CARE OF VARIOUS ABILITIES OF STUDENTS.
  • 13. •TECHNICAL EDUCATION-LARGE NUMBER OF SCHOOLS SHOULD BE OPENED ALONG WITH CENTRAL TECHNICAL INSTITUTIONS. •SUCH INSTITUTIONS SHOULD BE OPENED NEAR FACTORIES SO THAT SO THAT STUDENTS CAN TAKE PRACTICAL TRAININGS. •INDUSTRIAL EDUCATION CESS SHOULD BE LEVIED ON INDUSTRIES TO FINANCE TECHNICAL EDUCATION. •OTHER TYPES OF SCHOOL •PUBLIC SCHOOLS SHOULD BE RECONSTRUCTED AS SECONDARY SCHOOLS AFTER 5 YEARS. •THE BOYS AND GIRLS SHOULD BE PROVIDED SAME EDUCATION THROUGH CO- EDUCATION BUT THERE SHOULD BE PROVISION OF HOME SCIENCE TEACHING FOR GIRLS. •GIRLS’ SCHOOLS SHOULD BE OPENED IN THE AREAS WHERE REQUIRED.

MERITS • ACTIVITY BASED EDUCATION • STRESS ON AGRICULTURAL EDUCATION • DISCUSSION OF AIMS OF SECONDARY EDUCATION • CHILD-CENTERED EDUCATION. • IMPROVEMENT IN TEACHERS SALARY AND POSITION. • CO-CURRICULAR ACTIVITIES. • NO MORE STRESS ON EXTERNAL EXAMINATIONS. • STRESS ON MULTI-PURPOSE SCHOOLS. • SUGGESTION TO OPEN TECHNICAL SCHOOLS NEAR INDUSTRIES.
  • 15. DEMERITS • THE SUGGESTIONS ARE GIVEN IN HASTE, SO PROBLEMS ARE STILL THERE. • NO NEW STATEMENT REGARDING THE IMPROVEMENT OF SOCIAL AND ECONOMIC CONDITIONS OF TEACHERS. • NO SUGGESTIONS REGARDING WOMEN EDUCATION. • STILL STRESS ON ENGLISH.
