The Arts Council of Mongolia
(ACM) is an art and culture
NGO, which was established in
2002 with the mission to support
the sustainable development of
Mongolian arts and culture and the
preservation of cultural heritage.
ACM’s Community Arts Educa
tion Program focused on promoting
public awareness of arts and culture
and increasing the value of arts and
culture for individuals and the devel
opment of Mongolian society. With
thisaim,theprogramhasimplemented
arts education projects to develop arts
and cultural education of youth and
public. One of the sustainable and
successfully implementing projects
is the “Future Talent” scholarship
program partnered with Mongol-
American Cultural Association
(MACA) since 2010 and Rotary
Development Foundation, Ajigana
Group since 2019.
The program continued its
eleventh edition of the “Future Talent”
scholarship programs to increase
professional development of young
talents by awarding the scholarship
to best students from underprivileged
communities, who are studying at the
Mongolian State University of Arts
and Culture. In the past, ACM and
MACA awarded scholarship to 41
students.
ACM has provided scholarships
for 2-3 best students each year. This
year program is announced for 3-4
talented students of University of Arts
and Culture. Grant giving ceremony
event is scheduled to be held in
November 2020.
Since 2013, the Arts Council of Mon
golia, in partnership with the City Mayor’s
Office, City Arts and Culture Department,
Swiss Agency for Development and
Cooperation (SDC), Nomadia Pictures,
Embassy of France, Embassy of Australia,
Embassy of Italy, Goethe-Institute
Mongolia, Taipei Trade and Economic
Representative Office in Ulaanbaatar, and
Alliance of France Mongolia, has been
organizing the Ulaanbaatar International
Film Festival (UBIFF). Currently, UBIFF
is the largest film festival in Mongolia and
it has been contributing to the sustainable
development of the Mongolian film industry
by providing access to world renowned
cinema and professional development and
international collaboration for local film
makers.
Since 2018, UBIFF has been partnering
with Locarno Festival in Switzerland,
one of the “A-list”-ed international
film festivals in the world. As part of the
partnership, Locarno Festival has deci
ded to involve talents from Mongolian film
industry in its Open Doors section bet
ween 2019-2021. Alongside developing
the professional skills of film directors and
producers, the program expands interna
tional co-production opportunities for film
makers. Open Doors section of Locarno
Festival is the only gate for underdeveloped
film industry of Mongolia that opens new
horizon to the international scene. In order
to keep strengthening local film industry in
these transition edge, UBIFF aims to widen
its partnership with Locarno Festival until
2021 and beyond.
2020 has been unpredictable due to the
Covid-19 pandemic, which has affected
cultural lives of the cities extraordinary
with implication for the existing inequalities
to access, participation and contribution
to culture, access to public spaces, and
the financial sustainability and the flow of
cultural goods and services. Therefore, arts
and cultural institutions, local artists and
cultural workers have been facing challenges
to live, to create and to present their works.
The past pandemic months have shown us
the importance to maintain the sustainability
of cultural creations and initiatives in all
levels.
However, the 12th UBIFF will take
place in Ulaanbaatar during October 19-
25, 2020. This year's UBIFF is featuring
“New Horizon” a novice section. The New
Horizon section aims to celebrate cultural
diversity in Asia through its Focus Asia
program and to promote full length contents
for children, through its Bright Future
program. Through its Mongolian program,
the festival organizers in collaboration with
the Mongolian State Archive and Nomadia
Pictures are presenting “Gobi Mirage”
Mongolian feature film in full HD format.
This feature film by Dorjpalam R. was made
in 1980.
ACM will implement Bright Future, a
program for adolescents with the support
of our international artistic director Anne
Delseth and programmer Thibaut Bracq and
local advisors. Bright Future will present 3
international features and documentaries
for school children aged between 8 and 16.
The screenings will be organized during the
morning or day time. Each screening will
be followed by open discussions and talks
by international and local film directors
and producers. To provide equal access for
children, ACM will invite around 1,000-
1,200 children from 8 ger district schools to
the screenings and they will be transported
by festival buses.
The New Horizon project is developed
to introduce artistic excellence and cultural
diversity for the public, in particular youth
by contributing to the better understanding of
cultures of different nations and generating
discussions through cinema. The New
Horizon is the new additional chapter of
the Ulaanbaatar International Film Festival
(UBIFF) designed to broaden diverse artistic
expressions of international and local film
makers and to engage broad public outreach.
Aside from the new session, the festival
is presenting its traditional sections, that
includes Opening film competition; Mon
golian film competition, Focus country-
France showcase; international film show
case; Film forum and Lab-training. Thus,
this year UBIFF is presenting 18 feature
films and 1 short film from 11 countries
including Australia, Armenia, Belgium,
China, France, Germany, Iran, Italy, Japan,
Switzerland, Taiwan and Mongolia.
UBIFF2020 had an honor working with
international juries including UBIFF artistic
director Jigjidsuren G., film director & critic
Tumen-Ulzii B., president of Mongolian
National Film Commission Orgil N.,
MSUAC Professor Batkhuyag P., UBIFF
international artistic director Anne Delseth,
and international programmer Thibaut
Braque.
Mongolian film competition received
seven applications, including “Khokho”
by Jamiyansuren J.,”Spouse” by Sengedorj
J., “The Woman” by Otgonzorig B., “Mute
Path” by Davaazul G., “Wrong Gambit” by
Bat-Ulzii O., “The Legend of Mother Rock”
by Erdenetsesteg B., and “Guards of the
Milky Way” by Anar T.
“Khokho” by Jamiyansuren J.,”Spouse”
by Sengedorj J., and “The Woman” by
Otgonzorig B. are officially selected for
Mongolian film showcase of UBIFF 2020.
As part of the festival, ACM in
partnership with UB Film Lab program of
Tiim Team NGO and Guru Media provides
two months lab-training for 11 emerging film
directors. The training is led by a Mongolian
film director Byamba Sakhiya, who is a
cinematographer of “Babies” and “Khadak”
films and a director of publicly known films
of “Poets of Mongolia”, “Passion”, “Remote
Control”. As an outcome of this lab-training,
5-10 short films will be produced by the
trainees.

artworks by 26 both professional & amateur
photographers in two categories: Portrait
& Workplace. With the above-mentioned
categories, 12 participants were selected
in the first stage, in accordance, based
on their representation, narration, and
creativity. Now, these selected participants
will continue working on their own
pieces to showcase in the joint exhibition.
The International Women’s Federation
of Commerce and Industry (IWFCI
Mongolia)andtheArtsCouncilofMongolia
(ACM) jointly initiated the “Zoom: I am
#Generation Equality” photo project, and
are co-coordinating the implementation.
The project is timed to coincide with
the 25th anniversary of the “Beijing
Declaration” announced by the 4th
World Women’s Conference and the
75th anniversary of the United Nations.
There are many documentary
photographs, which triggered ideological
changes in the society of the XX century.
Therefore, through photography, which is
a powerful medium of creative industry,
it is important to look at the society
through the lenses of women artists.
The main goal of the project is to
raise awareness about gender equality and
increase equal opportunities as well as to
eliminateinequitableaccessandstereotypes.
