ACM CHAIRMAN –GREETING
The Arts Council of Mongolia (ACM) is pleased to deliver our annual report of 2020.
2020 has been a challenging year for an arts and culture sector of Mongolia due to Covid-19
pandemic. ACM has managed to implement 60% of the projects and activities which were
initially planned for the course of the year. Our organization focused on enhancing social
impacts of arts and culture, on maintaining human resource and on diversifying fundraising
resources. International festivals and joint programs were modified and implemented by
online and virtual formats.
By December 2020 ACM has raised 552,199 USD, implemented 20 projects and programs, 5
of which were new initiatives. Projects were implemented through collaborations with 82 arts
and culture organizations. Over 390 artists were involved in the programs, 16 000 people
attended the activities and 723 399 viewers were outreached through social platforms.
ACM successfully maintained its stated objectives to support artistic excellence, to enhance
international collaboration, preservation of cultural heritage and to promote a key role of arts
and culture for human and social development. It has expanded international collaborations
with individual artists and arts and culture organizations from Australia, China, France,
Germany, Iran, Italy, Japan, South Korea, Taiwan, USA.
In 2020 ACM through its Arts program has presented the 12th edition of Ulaanbaatar
International Film Festival and the 5th edition of Ulaanbaatar International Media Art festival
in virtual format. During the challenging times of the pandemic with the support of the
U.S. Embassy ACM has implemented “Arts from home” project with the aim of expanding
international collaborations of performing artists. The project has reached over 50 000
viewers through the social platforms.
In the framework of the Community Education Program, ACM implemented “My City -
My Home” community engagement project with the support of ADB. The project was
implemented in Songinokhairkhan district, khoroo-8 and delivered a “My-Home” library with
1500 books for Bayankhoshuu children. Also the program has granted tuition fees for 8
students from underprivileged families and involved 150 children from outskirts of UB in
arts educations programs. Community Education program has expanded its international
outreach by becoming a member of ASSITEJ.
The Cultural Heritage Program focused on improving the conservation of cultural heritage
sites through MCS Group’s “Cultural Treasure” grant. This grant’s funding enabled ACM to
implement Choijin Lama Temple Museum Landscaping project; Conservation Management
Plan and Condition Assessment of Choijin Lama Temple Museum Structures; “Augmented
Reality Smart Guide at Zanabazar Museum of Fine Arts” project.
Current circumstances lead towards narrowing down projects and programs. However
I’m pleased with the performance of the executive office, which is trying to maintain the
sustainability of the programs and adapting new modifications in the activities.
Finally on behalf of ACM I would like to express my gratitude to all the organizations,
individuals, partners, friends, members and volunteers, who have generously supported us
and wish you all peace, health and success in 2021!

Arts

Program goal:
Program summary:
Arts program focuses on nurturing
artistic excellence among arts and culture
organizations and artists, on building their
capacities, enhancing their international
collaboration and on international
promotion of Mongolian arts and culture
and bringing world talents to Mongolia.
In 2020 Arts program planned to implement 8 projects including film, dance,
music, visual arts and art management, however 4 projects were successfully
implemented and the remaining were postponed. Implemented 4 projects,
which included trainings and international exchange programs in the field of
film, music, visual arts and arts management involved more than 250 artists
and arts managers and reached over 165 000 people. For instance the 5th
UBIMAF, which was organized virtually involved artists from the Netherlands,
Germany and Mongolia and presented the first media art installation in 360’
format. The 12th Ulaanbaatar International Film Festival presented 18 award-
winning films that have been selected in highly prestigious international film
festivals. These flagship festivals have provided art house cinema and media
art excellence to the audiences in Mongolia and expanded international
collaboration and contributed in promotion of cultural diversity. Also, in
collaboration with the U.S. Embassy in Mongolia the program has delivered
10 series of online art contents, which have greatly supported the involved
artist during the pandemic and reached out to 50000 people.

ACM Fellowship program
Project goal:

To enhance leadership and arts management skills
In 2019-2020, ACM has organized the 13th edition
of ACM Fellowship program with support of ACM-US.
Fellowship program aims to enhance leadership and
arts management skills of the participants, and to
promote their collaboration. This year, the program
has involved 20 emerging young leaders from film,
visual art, performing art, cultural heritage and media
fields and enhanced their networking and practical
experience by providing more than 22 series of
trainings on leadership, strategic planning, project
management, marketing, fundraising, copyright and
intellectual property, cultural policy and governance.
Also the program provides leadership and efficient
team work skills for its participants by providing
practical opportunities to execute joint small scale
community service projects for the duration of three
months.

ACM Fellowship alumni
grant competition

To encourage active participation by program graduate-alumni, and to build networking
opportunitiesthroughfundingcombinedcommunity-basedartsandculturalinitiatives.
ACM in collaboration with ACM-US has been
organizing Fellowship program since 2008. Since
2018 ACM announces “Fellowship Alumni Grant”,
which aims to expand collaboration of 250
graduates and to support community-based arts
and culture initiatives. The second phase of the
grant competition has received 12 proposals from
42 fellows. The project proposal “Art & Human” by
2014-2015 fellow, visual artist Ariuntuya J., Artist
SolongoTs., 2012-2013 fellow visual artist Nandin-
Erdene B., 2018-2019 fellow animation teacher at
the Radio & TV University Munkhdorj B., and the
director of 976 Art Gallery T.Bilguun was selected
for the grant. The project aims to support public
art education by providing visual art education
curriculum, creative contents and trainings for the
high school students in outskirts of UB and in the
provinces.

“Shining Horses” grant
competition for new work
Project goal:

To support professional new artwork, to increase competitiveness of art sector
The “Shining Horses” Fellowship Award, that honours
late Pete Morrow ACM’s vice chair, has been held
successfully for the third year. This year selection
committee selected two winners of the Fellowship
Award. The winner of the grant competition was
“Creative Bamboo” Children’s Creative Development
Center (Creative Bamboo), and young filmmaker
Erdenebaatar Gankhuu. Due to COVID-19 pandemic
Creative Bamboo has to offer their enrichment
programs online, therefore with the support of the
“Shining Horses” Fellowship Award they were able
to produce their Arts&Craft classes (a series of four
online courses) available online for families. As well
the award supported a children’s play “Three little
piglets – travelling through the Space” and made it
available for people to watch on IPTVs. The second
winner of the grant competition is filmmaker
Erdenebaatar Gankhuu, for his “Pocket Powder”
short film project about drug addicts in Mongolia.
Erdenebaatar Gankhuu is the founder of Kino Zadlan
content, a YouTube channel (60,000 followers and 3
million views). His project is designed to raise public
awareness against drug use among general public
and youths. It will be created with a single continuous
shot technique using an Insta360 one R camera.
As a result of the Coronavirus situation December
2020, Creative Bamboo’s “Creative Little Artists”
online opening - and the finalization of their
intellectual property framework - have been
postponed. Erdenebaatar Gankhuu’s short film
production, postproduction and premiering process
have also been postponed.

12th
Ulaanbaatar
International Film Festival
Project goal:
Project summary:
Contribute to the sustainable development of the film industry in Mongolia
through providing access to the world renowned art house cinema and
building capacity of local professionals.
In collaboration with the City Mayor’s Office, Arts
and Culture Department Implementation Agency
of the Capital City Governor, Nomadia Pictures
ACM organized the 12th edition of Ulaanbaatar
International Film Festival, with the support of the
Embassy of France, Alliance of France Mongolia,
Embassy of Australia, Goethe-Institut Mongolia,
Embassy of Italy, Locarno International Film Festival,
Taipei Trade & Economic Representative Office in
UB, during October 19-25, 2020. The organizers
of the 12th Ulaanbaatar International Film Festival
have expanded its program by “New Horizon”
section. The goal of this new section is to introduce
artistic excellence and cultural diversity to general
public, strengthening diverse partnership in region,
as well as increasing children’s access to the
international screening by generating discussions
through cinema. “New Horizon” included Asia Focus
program, featuring best film directors of Asia and
“Bright Future” children’s movie session. Otherwise
UBIFF has presented its traditional program which
includes opening film competition, Focus Country
– French Film Showcase, Film Forum, Mongolian
Film Competition. To continue the support for
professional development and international
collaborations for the local filmmakers the festival
has organized Lab-training for local film makers,
which involved 11 artists with 10 film projects. 2
day film forum was organized under the themes:
“Covid 19 and the Future of Cinema” and “Locarno FF

Open Doors Program”. Focus Country – French Film
Showcase was organized in collaboration with the
Embassy of France and Alliance of France Mongolia.
8 Mongolian feature films competed and the winners
were announced during the Mongolian Film program
and “Khan Garuda” ceremony. “Best Script Khan
Garuda” won by “Spouse”, director J.Sengedorj,
“Best Film Khan Garuda” won by “Khokhoo”, director
J.Jamyansuren, “Best Producer Khan Garuda” won by
“Woman”, director B.Otgonzorig.
The international program of the festival was
developed by UBIFF’s international artistic director
Anne Delseth, international programmer Thibaut
Bracq, Embassy of France and Alliance of France
Mongolia. Total of 50000 Mongolian audience and
250 professional filmmakers and 10 film crews were
part of the festival. 12th edition of the festival opened
by a Mongolian premier of “The Bedridden” a film by
director Byamba S. The audience award of the 12th
UBIFF went to “So Long My Son” by a Chinese film
director Wang Xiaoshuai.

“Reflection” conceptual
photography exhibition
Project goal:
Project summary:
To increase public awareness on the environmental
issues through conceptual photography.
ACM with the support of FDDM and in collaboration
with the Blue Sun Contemporary Art Center, MARS
residency project and Edelweiss Art Hotel have
organized “Reflection” exhibition. The exhibition
delivers photography and video works of 6 artists,
who reflect on the shifts occurring in the mind of
people and the environment. The exhibition took
place during November 6-20, 2020.

5th Ulaanbaatar International
Media Art Festival
Project goal:
Project summary:
Facilitate innovation, collaboration in the media arts field of Mongolia by
bringing an artistic excellence.
The 5th edition of Ulaanbaatar International Media
Art Festival reflected on the theme of “Mirage”. The
festival was organized between June 18 – July 8, 2020
and it has travelled from Tuv province’s Undur Dov
to “White Rock” and “Red Ger” creative spaces in UB.
Co-organized with TodaysArt, Goethe-Institut
Mongolia, Inner Alchemy and “White Rock” Center
the festival involved 12 artists and delivered 2
international collaborations including Dutch-
Mongolian media art piece “Mind Mirage” and
German-Mongolian collaboration “Ovoo” 360’ media
art piece.
The festival organized ArtSee talk series and a
forum under a theme of “Strengths and Challenges
of Online Contents”, which created a platform for
discussion for visual artists, curators, international
film and music festival organizers, performers and
museum managers.

“Arts from home”
10 series of online art contents
Project goal:
Project summary:
To support sustainable development of performing arts and freelance
artists during the pandemic.
ACM with the support of the U.S. Embassy of
Mongolia have created 10 series of online “Arts
from home” performance contents for social media
distribution. The project involved 4 American and
Mongolian bands and 11 solo artists and performers
including DJs, dancers, singers, traditional musicians,
alternative music performers and rappers. These
series were presented to public through the U.S.
Embassy social platforms and has reached over
50 000 viewers.

“World Wood Day”
international event
Project goal:
Project summary:
To support successful Mongolian woodcarving artisans; to promote Mongolian art
to international audiences; to increase art contribution to local development and
environment
For supporting woodcarving artisans and increasing
international collaboration, ACM collaborates
with World Wood Day Foundation (WWDF) for the
fourth year through recommending Mongolian
woodcarving artists for World Wood Day event.
This is an annual celebration on March 21st to raise
public awareness of the importance of wood and
how wood plays a key role in a sustainable future.
For this year, Munkhzul Mazin was selected by the
foundation. But due to Covid-19 pandemic this
event has been postponed till the next year.

ZOOM:
I am #Generation Equality
photo campaign and training
Project goal:
Project summary:
Raisingawarenessongender-equalityandcreatingequal
participation opportunities for women in photography.
ACM in collaboration with ACM-US, Embassy of
Australia and initiative of IWFCI is organizing 6
months campaign and training. The campaign’s
first phase; training was held between June 27 –
July 9, 2020 at WE Co working space for Women.
It consisted of ten training sessions held over five
days. Trainings to enhance female talents capacities
- covering the topics of human rights, copyright and
creative industry - were held by advisory consultants
from the UN and other experts from different fields
for 120 participants (online and in-class training).
Due to significant demand, the project team
recommended training sessions to be filmed and
broadcasted via Zoom. To provide inclusion for the
disabled community, the project team worked in
partnership with the Mongolian National Association
of the Deaf provided sign language interpretations
during training sessions.
Now the workshops and training sessions have
been successfully concluded, three more phases
of the project implementation still remain. The first
is a photography competition, which will be held
across two categories. The first category is Portrait
in Black and White. Submissions in this category
may depict role models, heroines, or other subjects
chosen by photographers. The second category is
Storytelling in the context of “Workplace Inequality.”
The Storytelling category allows participants to apply
mixed media on their artwork to demonstrate their
ideas ultimately. The second phase is an online
exhibition of artworks produced within the Portrait
and Storytelling categories. The competition has
received 39 photos from 26 participants. Selected
13 photos of 12 participants were presented online
for public.

“Artist of the Year” program
Project summary:
ACM’s ‘Artist of the Year’ program promotes
creative initiatives of the participants and
encourages close collaboration with “Red Ger”
creative space. 2019-2020 “Artist of the Year”
program co-produced and promoted zither cover
and introduction videos by U. Ariunkhishig, and
organized poet D. Gansaruul’s ‘Poet + Music’ event
through live-stream. Art researcher Ts.Batsaikhan
lectured on the ‘Origin of Mongolian crafting
and Modernity’ for ACM’s Fellowship Program
participants. These events helped promote both
our emerging artists and the Red Ger creative
space activities.

Program goal:
Program summary:
ACM’s Community Arts Education
Program focused on promoting public
awareness of arts and culture and on
increasing the value of arts and culture
for individuals and on development of
Mongolian society.
Within the goal, the program has implemented 6 arts education projects
to nurture arts and cultural education of youth & public. The Community
Arts Education Program contributed to the education and professional
development of students in several ways. It awarded scholarships to 8
studentsandengaged150childrenfromunderprivilegedcommunityinvisual
arts, classical music, dance and film trainings to enhance their creativity and
self-esteem. Within the program, ACM has established “My home” children’s
library with collection of 1500 books in area of Bayankhoshuu, 8th khoroo
of Songinokhairkhan district to support education of local youth & children.
In early 2020, the program has expanded its local and international
partnership by becoming a member of ASSITEJ - International Association of
Theatre for Children and Young People.

“Art See Talk”
media project
Project goal:
Project summary:
Project partners:
To increase public awareness on the role of arts
and creativity for human and social development.
Arts See Talks includes three main parts, such as art
see talk article, meeting and discussion. Within the
framework of the project, ACM has published three
articles, “Art is heart of the concept and the leaders
are artists”, written by journalist D.Gansaruul “Losing
and finding our reality” by P.Nominbileg, review of the
Ulaanbaatar International Media Arts Festival and
“Cultural Ecosystem endangered” article translation
by ACM It has reached more than 3,000 people
through the ACM website and reached more than
10.000 people through Art See Talk media partners
online platforms, such as Unuudur.mn, zindaa.mn,
ikon.mn and Ub.life portal sites.
In addition, “Art See Talk” series of meetings were
organized to introduce artists and artworks. Within
the framework of the Ulaanbaatar International
Media Art Festival, ACM organized panel discussion
with a topic of “Pros and cons of online content” and
small talks on “Energy” and “Mirage of mind” video
and media artworks by Dutch artists Dharma Delphi,
Mongolian artists J.Darkhijav, Gavaa Lundaa, and
U.Narbayasgalan. The artists were interviewed and
presented online. It has reached more than 5,000
people through social media.

Re-Imagine Ulaanbaatar program:
“My Home-My city” community
engagement program
Project goal:
Project summary:
To support inclusive community engagement and access to
economic opportunities within ger communities
Between April 2019 and July 2020, ACM implemented
“Re-Imagine Ulaanbaatar” community engagement
project with a slogan “My City-My Home” to support
inclusive community engagement and access to
economic opportunities in Bayankhoshuu area
of Sonnginokhairkhan khoroo No.7,8,9,10,28.
Overall activities included a solid waste program at
three schools and papier-mâché art program at a
kindergarten; public art exhibition; implementation
of a solid waste management survey; weekend
creative arts program for youth and press releases,
establishment of children’s library and movie club
at the Bayankhoshuu sub-center and other arts
programs to engage young people in the area; an
opening of Bayankhoshuu sub-center for the public
and media outreach through nationwide television
broadcasting and social media portal sites.
Highlights are ACM managed and implemented the
Solid Waste Program by involving 90 children from
Bayankhoshuu area schools No.67, 76 and 105 as
well as 20 teachers of Kindergarten No.261 and
mothers in environmental conservation and recycled
arts education trainings with the supervision of

nine professional artists & designers. After four
months-long intensive program at each school and
kindergarten, the participants were highly motivated
to learn more about recycled art and eco-friendly
crafts. They presented their about 250 final crafts to
the public on June 1st at the Children’s Day event in
Bayankhoshuu.
As part of the project, ACM has started a solid
waste management survey with the partnership
of Public Lab NGO to conduct an assessment on
improving solid waste management and community
behaviours of 144 households of Sonnginokhairkhan
khoroos No.9,10,28. Final report was delivered to
the ADB’s Project management office in Ulaanbaatar,
Ulaanbaatar City Mayor’s Office and relevant
khoroos’ administration offices. Therefore, ACM
and ADB’s Project management together developed
law handout on land re-planning and acquisition
guidance and distributed 1000 copies for local
communities in the area.
On May 28th of 2020, ACM and ADB’s Project
management office together organized an opening of
Bayankhoshuu sub-center and launched “My home”
children’s library which has a collection of 1300 books
and a capacity to serve up to 30 students at a time;
and “My movie” children’s film education club for
community service. Between May and July 2020, ACM
conducted book reading sessions and film education
programs for 120 children from Bayankhoshuu area
to increase youth education and access to arts.
Project activities were broadly promoted through
ACM and ADB’s Project management office’s social
media platforms and partner portal sites and TVs
during the project implementation period.

young talents by awarding scholarships
The program conducted its eleventh edition of
“Future Talent” scholarship program to increase
professional development of young talents
by awarding the scholarship to students from
underprivileged communities to study, with great
success, at the Mongolian State University of Arts
and Culture. In 2020, ACM partnered with Mongol-
American Cultural Association, Rotary Development
Foundation and Ajigana Group and give grants to
top eight students from Music School and Fine Arts,
Media school of the Mongolian State University of
Arts and Culture.

Luby-Jenkins student
exchange program
Project goal:
Project summary:
Project partners:
Project donor:
To empower future leaders through youth exchanges in culture and
education and to flourish cultural partnership between Mongolia and US.
In 2019-2020, with collaboration of Zorig
Foundation, ACM implemented the Luby-Jenkins
school exchange program to empower future
leaders through youth exchanges in culture and
education. Through the nine-month program, ACM
and Zorig Foundation supported education of 25
school students by providing learning opportunities
of traditional arts and culture and democracy and
also increasing their leadership, team building, and
communication and presentation skills in English.
Due to Covid-19 pandemic, half of its activities run
by online basis and cancelled its counter-part visits
and community service projects that supposed to
be implemented by the students.

Khankhongor Ensemble
Grant Program

Project summary:
Project partners: Project donor:
To support heritage education through providing grant to “Khankhongor”
ensemble and its young talents in South Gobi province to empower
emerging talents in the field of folk music and dance.
With the sponsorship of ACM-US and Nomadic
Expeditions LLC, ACM implemented a grant program
to support “Khankhongor” ensemble and its young
talents in South Gobi province to empower emerging
talents in the field of folk music and dance. Thus, the
program has enhanced the preservation of unique
music and dance traditions of Mongolia and shall
pass on the knowledge to future generations. Within
the program, 5 art students from Khankhongor
sub-province were awarded tuition fees to study in
arts and cultural universities, also a set of musical
instruments were donated to the ensemble.

Program
Program goal:
Program summary:
To protect, promote and transmit
cultural heritage of Mongolia
Cultural heritage program has been continuing to contribute to the
preservation & promotion of both intangible and tangible heritage of
Mongolia and to raise general public awareness on the importance of
cultural heritage. The program has created and maintained a strong network
among state parties, private businesses, international & local organizations

To support other cultural heritage institutions
innovative creative ideas ACM announced grants
competition among state and non-governmental,
private organizations in charge of cultural heritage
conservation. Out of 35 project proposals submitted
by 30 cultural institutions, Zanabazar fine arts
museums ‘AR (augmented reality) smart guide’
project was selected to receive the grant 30 million
MNT. In the framework of this project, Zanabazar
fine arts museum exhibits have been enriched with
additional graphics, videos, photos, text, and audio
using AR smart glass.

To improve protection of heritage site
To provide charming & pleasant environment for the public & museum visitors
In the scope of Cultural Treasure grants program.
Choijin Lama temple museum landscaping project
2nd phase was successfully completed. In 2020,
4400 square meter grass, 3000 shrubs were planted
and 1400 square meter parking lot, 900 square
meter pathway, 300 meter steel fence was built in
front yard of the Choijin Lama Temple Museum. In
addition, garden irrigation system, pathway lights &
surveillance cameras were installed.

To increase public awareness of ACM
activities and foster sustainable and
financial development of ACM through
building creative partnership with
businesses, individuals and artists in
Mongolia.
ACM’s Development Program aims to ensure
sustainable development of ACM and Mongolian
arts and culture by increasing its earned revenues
through building creative partnerships. This program
is very special program that carries ACM Marketing
and Communication, ACM Membership and “Red Ger”
Creative Space activities. Overall, program is designed
to increase public awareness on ACM activities, raising
unrestricted funds through its different services and
organizing exhibitions, receptions, trainings and art
events.

ACM Marketing and
communication
ACM Marketing and communication is important
part of the Development program, designed to
promote and build public awareness on ACM
activities through building creative partnership in
the arts and culture sector.
This year, ACM has expanded its public and private
sector partnership through “Uv erdene”-“Cultural
treasure” grant program, which was initiated
and supported by MCS Group. In order to raise
international visibility of ACM, the program has
worked with Culture360 international portal site
and featured “Ulaanbaatar” International Media Arts
Festival.
One of the new initiatives, due to pandemic, was “Arts
from Home” project, initiated and funded by the U.S.
Embassy in Mongolia, with the purpose of assisting
people in the lockdown to get access to music and
contemporary art performances online. This online
content was broadcasted and reached out more
than 50,000 people. In addition to this success,
ACM festivals has carried out online contents and
distributed value-added information and art news
articles related to the importance arts and culture
to the general public.

ACM Membership
‘Bringing the Arts to You!’ ACM Membership
campaign plays important role in promoting
organization’s activities to the public and increases
public participation in supporting local talents. This
year, ACM launched its membership campaign with
“888 Tree Planting Day” and invited ACM members,
partners and supporters to the Choijin Lama Temple
Museum to plant trees.
By November 2020, 4 organizations and 16
individuals became ACM members and the total
amount of membership funds raised in cash was
6300 USD. Also, ACM has developed and distributed
“What’s on ACM” monthly arts newsletter for the
members and partners through-out the year.

Take a Break, Lets Us
Handle It! Services
Development program organizes ‘Take a Break, let
us handle it!” services and receptions for business
companies. This year ACM has prepared and
delivered new services and marketing brochures for
partners and business companies.

Red Ger
Creative Space
In 2020 the Red Ger creative space initiated five
online painting tutorials partnering with an art tutor
D. Pagmadulam from ‘Tsagtsai’ art class, ‘Anima’ art
school. We also organized five online recycled art
training sessions, ‘Let’s recycle with Khulan’hosted by
artist T.Khulan from ‘JorooKhulan’ art studio. These
activities provide arts education for youths.
Between December 2019 and January 2020, Red Ger
creative space hosted ‘The Fountain’, a contemporary
art exhibition by artist J. Ariuntuya; The ‘Richter’s Note’
photography and media exhibition by photographer
Z. Enkhmunkh. Some exhibitions were postponed
due to the pandemic. Red Ger also hosted the ‘Geree
Martsan Geser’ joint exhibition and ‘Comic Book
Drawing Workshop’ launched by volunteer graduates
of ACM’s Fellowship Program. ACM’s curated
exhibition was ‘Empathy Children’ media installation
by artist J.Bolortuvshin, presented through an online
platform and in accordance with social distancing
regulations.
To fundraise, Red Ger has rented its exhibition hall
for the following activities: launch event for the
book ‘Zangilaa’, a ‘Line drawing workshop’ and five
training sessions of music by DJ Bodikhuu. Over the
course of 2020, the space organized and held 2 solo
exhibitions, 2 joint exhibitions, 17 meetings, training
and lectures, and 1 film screening. These events
reached over 400 visitors and 30,000 online viewers.

Greeting by Honorary Golden Benefactor Roger Perry
I am very pleased to again have the opportunity to greet
you, the readers, as you review the Arts Council of Mongolia
Annual Report for 2020. The year that has just passed has
not been easy anywhere in the world and, while it started
out with successful controls throughout Mongolia over the
COVID-19 pandemic, sadly it deteriorated towards the end
of the year and the incredible work done by your health
professionals and the Mongolian Government was set aside
by an ever escalating number of cases being detected. The
one bright spot in this gloomy picture is that most, if not all,
the Mongolian COVID cases have recovered and you have,
unlike so many other places, reported with a few deaths.
Last year I wrote about the amazingly successful new program
implemented by ACM with the co-operation and assistance
of Bus Stop Films in Australia – “We Can-We Are Talented”!
This program, which ran for most of 2019 culminated in
the production, by the students, of a short film “Stairs”. We
had hoped to premiere “Stairs” in Ulaanbaatar before an
international audience, but that was not to be. Instead, it was
premiered at the Ulaanbaatar Film Festival in October 2020
before a very enthusiastic audience and was received with
great acclaim.
Bus Stop Films then arranged the Australian premiere at the
Asia Pacific Screen Forum in Southern Queensland and again,
the film was received with great acclaim. A truly remarkable
achievement for the students in the first year of the program.
At this time “Stairs” has been entered into other film festivals and has been accepted for screening at a
prestigious North American Film Festival later in 2021.
Because of the restrictions imposed by government the “We Can - We Are Talented” program was not
able to operate during 2020 and discussions are now underway with Bus Stop Films to find ways to re-
activate this important – and hugely successful program – in 2021. This is a terrific initiative by ACM and
a great benefit, not only to those young Mongolians living with a disability, but to their families. In this
program they can see their children really shine! The Executive of ACM is to be congratulated on this
program and their support of it.
Needless to say, I am counting down the days till the pandemic is “under control” and I am able to visit
Mongolia and see for myself the wonderful work being done by the hard working staff at ACM.
Aside from the many projects undertaken by ACM to preserve the very important heritage of Mongolia
the project closest to my heart, and the reason I first became engaged with ACM, is the Choijin Lama
Temple Museum (CLTM).
Over many years – fifteen in all – ACM has worked with each of the directors of CLTM to ensure that this
magnificent example of Mongolian culture and heritage is preserved. Sometimes it seems to be one step
forward and two steps back but we will persevere and will achieve the aim in the end.
In 2020, with funding from the “Cultural Treasures” grants program initiated by MCS Holdings LLC, ACM
completed a landscaping project at CLTM. Not only does this enhance the surroundings of CLTM it
provides an oasis of green among the high rise buildings that are rising all around the Mongolian capital.
A place where the citizens of Ulaanbaatar can relax and breath fresh air.
As I said last year, the work of ACM is very important because the cultural heritage of Mongolia is part of
the soul of Mongolia. This is never more cogent than in these troubled times and the efforts of the staff
of ACM, under very stressful circumstances, continue to focus on their task of preserving that heritage
into the future.
And, also as I have said before, this is why you, the readers of this Report need to redouble your support
for the work of ACM, redouble your contributions to their programs and redouble the pressure on your
government to see that ACM receives the support that it deserves and needs.
To the team members I say continue the excellent work that you are doing under the most trying of
circumstances. Exercise ingenuity to keep ALL of your programs in operation and know that you are VERY
important to the people of Mongolia as the guardians of the remarkable Mongolian heritage.

ACM CHAIRMAN –GREETING The Arts Council of Mongolia (ACM) is pleased to deliver our annual report of 2020. 2020 has been a challenging year for an arts and culture sector of Mongolia due to Covid-19 pandemic. ACM has managed to implement 60% of the projects and activities which were initially planned for the course of the year. Our organization focused on enhancing social impacts of arts and culture, on maintaining human resource and on diversifying fundraising resources. International festivals and joint programs were modified and implemented by online and virtual formats. By December 2020 ACM has raised 552,199 USD, implemented 20 projects and programs, 5 of which were new initiatives. Projects were implemented through collaborations with 82 arts and culture organizations. Over 390 artists were involved in the programs, 16 000 people attended the activities and 723 399 viewers were outreached through social platforms. ACM successfully maintained its stated objectives to support artistic excellence, to enhance international collaboration, preservation of cultural heritage and to promote a key role of arts and culture for human and social development. It has expanded international collaborations with individual artists and arts and culture organizations from Australia, China, France, Germany, Iran, Italy, Japan, South Korea, Taiwan, USA. In 2020 ACM through its Arts program has presented the 12th edition of Ulaanbaatar International Film Festival and the 5th edition of Ulaanbaatar International Media Art festival in virtual format. During the challenging times of the pandemic with the support of the U.S. Embassy ACM has implemented “Arts from home” project with the aim of expanding international collaborations of performing artists. The project has reached over 50 000 viewers through the social platforms. In the framework of the Community Education Program, ACM implemented “My City - My Home” community engagement project with the support of ADB. The project was implemented in Songinokhairkhan district, khoroo-8 and delivered a “My-Home” library with 1500 books for Bayankhoshuu children. Also the program has granted tuition fees for 8 students from underprivileged families and involved 150 children from outskirts of UB in arts educations programs. Community Education program has expanded its international outreach by becoming a member of ASSITEJ. The Cultural Heritage Program focused on improving the conservation of cultural heritage sites through MCS Group’s “Cultural Treasure” grant. This grant’s funding enabled ACM to implement Choijin Lama Temple Museum Landscaping project; Conservation Management Plan and Condition Assessment of Choijin Lama Temple Museum Structures; “Augmented Reality Smart Guide at Zanabazar Museum of Fine Arts” project. Current circumstances lead towards narrowing down projects and programs. However I’m pleased with the performance of the executive office, which is trying to maintain the sustainability of the programs and adapting new modifications in the activities. Arts Council of Mongolia Annual report 2020 5 Arts program Program goal: Program summary: Arts program focuses on nurturing artistic excellence among arts and culture organizations and artists, on building their capacities, enhancing their international collaboration and on international promotion of Mongolian arts and culture and bringing world talents to Mongolia. In 2020 Arts program planned to implement 8 projects including film, dance, music, visual arts and art management, however 4 projects were successfully implemented and the remaining were postponed. Implemented 4 projects, which included trainings and international exchange programs in the field of film, music, visual arts and arts management involved more than 250 artists and arts managers and reached over 165 000 people. For instance the 5th UBIMAF, which was organized virtually involved artists from the Netherlands, Germany and Mongolia and presented the first media art installation in 360’ format. The 12th Ulaanbaatar International Film Festival presented 18 award- winning films that have been selected in highly prestigious international film festivals. These flagship festivals have provided art house cinema and media art excellence to the audiences in Mongolia and expanded international collaboration and contributed in promotion of cultural diversity. Also, in collaboration with the U.S. Embassy in Mongolia the program has delivered 10 series of online art contents, which have greatly supported the involved artist during the pandemic and reached out to 50000 people.

Arts Council of Mongolia Annual report 2020 6 ACM Fellowship program Project goal: Project overview: Project donor: To enhance leadership and arts management skills In 2019-2020, ACM has organized the 13th edition of ACM Fellowship program with support of ACM-US. Fellowship program aims to enhance leadership and arts management skills of the participants, and to promote their collaboration. This year, the program has involved 20 emerging young leaders from film, visual art, performing art, cultural heritage and media fields and enhanced their networking and practical experience by providing more than 22 series of trainings on leadership, strategic planning, project management, marketing, fundraising, copyright and intellectual property, cultural policy and governance. Also the program provides leadership and efficient team work skills for its participants by providing practical opportunities to execute joint small scale community service projects for the duration of three months. Arts Council of Mongolia Annual report 2020 7 ACM Fellowship alumni grant competition Project goal: Project overview: Project donor: To encourage active participation by program graduate-alumni, and to build networking opportunitiesthroughfundingcombinedcommunity-basedartsandculturalinitiatives. ACM in collaboration with ACM-US has been organizing Fellowship program since 2008. Since 2018 ACM announces “Fellowship Alumni Grant”, which aims to expand collaboration of 250 graduates and to support community-based arts and culture initiatives. The second phase of the grant competition has received 12 proposals from 42 fellows. The project proposal “Art & Human” by 2014-2015 fellow, visual artist Ariuntuya J., Artist SolongoTs., 2012-2013 fellow visual artist Nandin- Erdene B., 2018-2019 fellow animation teacher at the Radio & TV University Munkhdorj B., and the director of 976 Art Gallery T.Bilguun was selected for the grant. The project aims to support public art education by providing visual art education curriculum, creative contents and trainings for the high school students in outskirts of UB and in the provinces. Arts Council of Mongolia Annual report 2020 8 “Shining Horses” grant competition for new work Project goal: Project overview: Project donor: To support professional new artwork, to increase competitiveness of art sector The “Shining Horses” Fellowship Award, that honours late Pete Morrow ACM’s vice chair, has been held successfully for the third year. This year selection committee selected two winners of the Fellowship Award. The winner of the grant competition was “Creative Bamboo” Children’s Creative Development Center (Creative Bamboo), and young filmmaker Erdenebaatar Gankhuu. Due to COVID-19 pandemic Creative Bamboo has to offer their enrichment programs online, therefore with the support of the “Shining Horses” Fellowship Award they were able to produce their Arts&Craft classes (a series of four online courses) available online for families. As well the award supported a children’s play “Three little piglets – travelling through the Space” and made it available for people to watch on IPTVs. The second winner of the grant competition is filmmaker Erdenebaatar Gankhuu, for his “Pocket Powder” short film project about drug addicts in Mongolia. Erdenebaatar Gankhuu is the founder of Kino Zadlan content, a YouTube channel (60,000 followers and 3 million views). His project is designed to raise public awareness against drug use among general public and youths. It will be created with a single continuous shot technique using an Insta360 one R camera. As a result of the Coronavirus situation December 2020, Creative Bamboo’s “Creative Little Artists” online opening - and the finalization of their intellectual property framework - have been postponed. Arts Council of Mongolia Annual report 2020 9 12th Ulaanbaatar International Film Festival Project goal: Project summary: Contribute to the sustainable development of the film industry in Mongolia through providing access to the world renowned art house cinema and building capacity of local professionals. In collaboration with the City Mayor’s Office, Arts and Culture Department Implementation Agency of the Capital City Governor, Nomadia Pictures ACM organized the 12th edition of Ulaanbaatar International Film Festival, with the support of the Embassy of France, Alliance of France Mongolia, Embassy of Australia, Goethe-Institut Mongolia, Embassy of Italy, Locarno International Film Festival, Taipei Trade & Economic Representative Office in UB, during October 19-25, 2020. The organizers of the 12th Ulaanbaatar International Film Festival have expanded its program by “New Horizon” section. The goal of this new section is to introduce artistic excellence and cultural diversity to general public, strengthening diverse partnership in region, as well as increasing children’s access to the international screening by generating discussions through cinema. “New Horizon” included Asia Focus program, featuring best film directors of Asia and “Bright Future” children’s movie session. Otherwise UBIFF has presented its traditional program which includes opening film competition, Focus Country – French Film Showcase, Film Forum, Mongolian Film Competition. To continue the support for professional development and international collaborations for the local filmmakers the festival has organized Lab-training for local film makers, which involved 11 artists with 10 film projects. 2 day film forum was organized under the themes: “Covid 19 and the Future of Cinema” and “Locarno FF

Focus Country – French Film Showcase was organized in collaboration with the Embassy of France and Alliance of France Mongolia. 8 Mongolian feature films competed and the winners were announced during the Mongolian Film program and “Khan Garuda” ceremony. “Best Script Khan Garuda” won by “Spouse”, director J.Sengedorj, “Best Film Khan Garuda” won by “Khokhoo”, director J.Jamyansuren, “Best Producer Khan Garuda” won by “Woman”, director B.Otgonzorig. The international program of the festival was developed by UBIFF’s international artistic director Anne Delseth, international programmer Thibaut Bracq, Embassy of France and Alliance of France Mongolia. Total of 50000 Mongolian audience and 250 professional filmmakers and 10 film crews were part of the festival. 12th edition of the festival opened by a Mongolian premier of “The Bedridden” a film by director Byamba S. The audience award of the 12th UBIFF went to “So Long My Son” by a Chinese film director Wang Xiaoshuai. Arts Council of Mongolia Annual report 2020 11 “Reflection” conceptual photography exhibition Project goal: Project summary: To increase public awareness on the environmental issues through conceptual photography. ACM with the support of FDDM and in collaboration with the Blue Sun Contemporary Art Center, MARS residency project and Edelweiss Art Hotel have organized “Reflection” exhibition. The exhibition delivers photography and video works of 6 artists, who reflect on the shifts occurring in the mind of people and the environment. The exhibition took place during November 6-20, 2020. Arts Council of Mongolia Annual report 2020 12 5th Ulaanbaatar International Media Art Festival Project goal: Project summary: Facilitate innovation, collaboration in the media arts field of Mongolia by bringing an artistic excellence. The 5th edition of Ulaanbaatar International Media Art Festival reflected on the theme of “Mirage”. The festival was organized between June 18 – July 8, 2020 and it has travelled from Tuv province’s Undur Dov to “White Rock” and “Red Ger” creative spaces in UB. Co-organized with TodaysArt, Goethe-Institut Mongolia, Inner Alchemy and “White Rock” Center the festival involved 12 artists and delivered 2 international collaborations including Dutch- Mongolian media art piece “Mind Mirage” and German-Mongolian collaboration “Ovoo” 360’ media art piece. The festival organized ArtSee talk series and a forum under a theme of “Strengths and Challenges of Online Contents”, which created a platform for discussion for visual artists, curators, international film and music festival organizers, performers and museum managers. Arts Council of Mongolia Annual report 2020 13 “Arts from home” 10 series of online art contents Project goal: Project summary: To support sustainable development of performing arts and freelance artists during the pandemic. ACM with the support of the U.S. Embassy of Mongolia have created 10 series of online “Arts from home” performance contents for social media distribution. The project involved 4 American and Mongolian bands and 11 solo artists and performers including DJs, dancers, singers, traditional musicians, alternative music performers and rappers. These series were presented to public through the U.S. Embassy social platforms and has reached over 50 000 viewers. Project supporter: Embassy of the USA

Arts Council of Mongolia Annual report 2020 14 “World Wood Day” international event Project goal: Project summary: To support successful Mongolian woodcarving artisans; to promote Mongolian art to international audiences; to increase art contribution to local development and environment For supporting woodcarving artisans and increasing international collaboration, ACM collaborates with World Wood Day Foundation (WWDF) for the fourth year through recommending Mongolian woodcarving artists for World Wood Day event. This is an annual celebration on March 21st to raise public awareness of the importance of wood and how wood plays a key role in a sustainable future. For this year, Munkhzul Mazin was selected by the foundation. But due to Covid-19 pandemic this event has been postponed till the next year. Arts Council of Mongolia Annual report 2020 15 ZOOM: I am #Generation Equality photo campaign and training Project goal: Project summary: Raisingawarenessongender-equalityandcreatingequal participation opportunities for women in photography. ACM in collaboration with ACM-US, Embassy of Australia and initiative of IWFCI is organizing 6 months campaign and training. The campaign’s first phase; training was held between June 27 – July 9, 2020 at WE Co working space for Women. It consisted of ten training sessions held over five days. Trainings to enhance female talents capacities - covering the topics of human rights, copyright and creative industry - were held by advisory consultants from the UN and other experts from different fields for 120 participants (online and in-class training). Due to significant demand, the project team recommended training sessions to be filmed and broadcasted via Zoom. To provide inclusion for the disabled community, the project team worked in partnership with the Mongolian National Association of the Deaf provided sign language interpretations during training sessions. Now the workshops and training sessions have been successfully concluded, three more phases of the project implementation still remain. The first is a photography competition, which will be held across two categories. The first category is Portrait in Black and White. Submissions in this category may depict role models, heroines, or other subjects chosen by photographers. The second category is Storytelling in the context of “Workplace Inequality.” The Storytelling category allows participants to apply mixed media on their artwork to demonstrate their ideas ultimately. The second phase is an online exhibition of artworks produced within the Portrait and Storytelling categories. The competition has received 39 photos from 26 participants. Selected 13 photos of 12 participants were presented online for public. Arts Council of Mongolia Annual report 2020 16 “Artist of the Year” program Project summary: ACM’s ‘Artist of the Year’ program promotes creative initiatives of the participants and encourages close collaboration with “Red Ger” creative space. 2019-2020 “Artist of the Year” program co-produced and promoted zither cover and introduction videos by U. Ariunkhishig, and organized poet D. Gansaruul’s ‘Poet + Music’ event through live-stream. Art researcher Ts.Batsaikhan lectured on the ‘Origin of Mongolian crafting and Modernity’ for ACM’s Fellowship Program participants. These events helped promote both our emerging artists and the Red Ger creative space activities.

  • 18. 18 Arts Council of Mongolia Annual report 2020 Community arts eductation program Program goal: Program summary: ACM’s Community Arts Education Program focused on promoting public awareness of arts and culture and on increasing the value of arts and culture for individuals and on development of Mongolian society. Within the goal, the program has implemented 6 arts education projects to nurture arts and cultural education of youth & public. The Community Arts Education Program contributed to the education and professional development of students in several ways. It awarded scholarships to 8 studentsandengaged150childrenfromunderprivilegedcommunityinvisual arts, classical music, dance and film trainings to enhance their creativity and self-esteem. Within the program, ACM has established “My home” children’s library with collection of 1500 books in area of Bayankhoshuu, 8th khoroo of Songinokhairkhan district to support education of local youth & children. In early 2020, the program has expanded its local and international partnership by becoming a member of ASSITEJ - International Association of Theatre for Children and Young People.
  • 19. 19 Arts Council of Mongolia Annual report 2020 “Art See Talk” media project Project goal: Project summary: Project partners: To increase public awareness on the role of arts and creativity for human and social development. Arts See Talks includes three main parts, such as art see talk article, meeting and discussion. Within the framework of the project, ACM has published three articles, “Art is heart of the concept and the leaders are artists”, written by journalist D.Gansaruul “Losing and finding our reality” by P.Nominbileg, review of the Ulaanbaatar International Media Arts Festival and “Cultural Ecosystem endangered” article translation by ACM It has reached more than 3,000 people through the ACM website and reached more than 10.000 people through Art See Talk media partners online platforms, such as Unuudur.mn, zindaa.mn, ikon.mn and Ub.life portal sites. In addition, “Art See Talk” series of meetings were organized to introduce artists and artworks. Within the framework of the Ulaanbaatar International Media Art Festival, ACM organized panel discussion with a topic of “Pros and cons of online content” and small talks on “Energy” and “Mirage of mind” video and media artworks by Dutch artists Dharma Delphi, Mongolian artists J.Darkhijav, Gavaa Lundaa, and U.Narbayasgalan.   • 20. 20 Arts Council of Mongolia Annual report 2020 Re-Imagine Ulaanbaatar program: “My Home-My city” community engagement program Project goal: Project summary: To support inclusive community engagement and access to economic opportunities within ger communities Between April 2019 and July 2020, ACM implemented “Re-Imagine Ulaanbaatar” community engagement project with a slogan “My City-My Home” to support inclusive community engagement and access to economic opportunities in Bayankhoshuu area of Sonnginokhairkhan khoroo No.7,8,9,10,28. Overall activities included a solid waste program at three schools and papier-mâché art program at a kindergarten; public art exhibition; implementation of a solid waste management survey; weekend creative arts program for youth and press releases, establishment of children’s library and movie club at the Bayankhoshuu sub-center and other arts programs to engage young people in the area; an opening of Bayankhoshuu sub-center for the public and media outreach through nationwide television broadcasting and social media portal sites. Highlights are ACM managed and implemented the Solid Waste Program by involving 90 children from Bayankhoshuu area schools No.67, 76 and 105 as well as 20 teachers of Kindergarten No.261 and mothers in environmental conservation and recycled arts education trainings with the supervision of

After four months-long intensive program at each school and kindergarten, the participants were highly motivated to learn more about recycled art and eco-friendly crafts. They presented their about 250 final crafts to the public on June 1st at the Children’s Day event in Bayankhoshuu. As part of the project, ACM has started a solid waste management survey with the partnership of Public Lab NGO to conduct an assessment on improving solid waste management and community behaviours of 144 households of Sonnginokhairkhan khoroos No.9,10,28. Final report was delivered to the ADB’s Project management office in Ulaanbaatar, Ulaanbaatar City Mayor’s Office and relevant khoroos’ administration offices. Therefore, ACM and ADB’s Project management together developed law handout on land re-planning and acquisition guidance and distributed 1000 copies for local communities in the area. On May 28th of 2020, ACM and ADB’s Project management office together organized an opening of Bayankhoshuu sub-center and launched “My home” children’s library which has a collection of 1300 books and a capacity to serve up to 30 students at a time; and “My movie” children’s film education club for community service. Between May and July 2020, ACM conducted book reading sessions and film education programs for 120 children from Bayankhoshuu area to increase youth education and access to arts. Project activities were broadly promoted through ACM and ADB’s Project management office’s social media platforms and partner portal sites and TVs during the project implementation period.

In 2020, ACM partnered with Mongol- American Cultural Association, Rotary Development Foundation and Ajigana Group and give grants to top eight students from Music School and Fine Arts, Media school of the Mongolian State University of Arts and Culture. In 2019-2020, with collaboration of Zorig Foundation, ACM implemented the Luby-Jenkins school exchange program to empower future leaders through youth exchanges in culture and education. Through the nine-month program, ACM and Zorig Foundation supported education of 25 school students by providing learning opportunities of traditional arts and culture and democracy and also increasing their leadership, team building, and communication and presentation skills in English. Due to Covid-19 pandemic, half of its activities run by online basis and cancelled its counter-part visits and community service projects that supposed to be implemented by the students. With the sponsorship of ACM-US and Nomadic Expeditions LLC, ACM implemented a grant program to support “Khankhongor” ensemble and its young talents in South Gobi province to empower emerging talents in the field of folk music and dance. Thus, the program has enhanced the preservation of unique music and dance traditions of Mongolia and shall pass on the knowledge to future generations. Within the program, 5 art students from Khankhongor sub-province were awarded tuition fees to study in arts and cultural universities, also a set of musical instruments were donated to the ensemble. The program has created and maintained a strong network among state parties, private businesses, international & local organizations in charge of cultural heritage preservation. In 2020, with funding from “Cultural Treasure” grant ACM completed Choijin lama temple museum landscaping project, developed Conservation management plan for Choijin lama temple museum and created Augmented Reality application for Choijin Lama temple museum & Zanabazar fine arts museum.

Watch day promoted significance of the Choijin Lama Temple and museum collection’s through guided tour about temple architecture, workshop of paper mache crafts & historic photo exhibition. 150 museum supporters involved in tree planting activity at museum front yard. Watch day event launched Augmented Reality smart phone application which re-constructed demolished buildings & stone monuments of Choijin Lama Temple Museum. Out of 35 project proposals submitted by 30 cultural institutions, Zanabazar fine arts museums ‘AR (augmented reality) smart guide’ project was selected to receive the grant 30 million MNT. In the framework of this project, Zanabazar fine arts museum exhibits have been enriched with additional graphics, videos, photos, text, and audio using AR smart glass. ACM’s Development Program aims to ensure sustainable development of ACM and Mongolian arts and culture by increasing its earned revenues through building creative partnerships. This program is very special program that carries ACM Marketing and Communication, ACM Membership and “Red Ger” Creative Space activities. Overall, program is designed to increase public awareness on ACM activities, raising unrestricted funds through its different services and organizing exhibitions, receptions, trainings and art events.
  • 34. 34 Arts Council of Mongolia Annual report 2020 ACM Marketing and communication ACM Marketing and communication is important part of the Development program, designed to promote and build public awareness on ACM activities through building creative partnership in the arts and culture sector. This year, ACM has expanded its public and private sector partnership through “Uv erdene”-“Cultural treasure” grant program, which was initiated and supported by MCS Group. In order to raise international visibility of ACM, the program has worked with Culture360 international portal site and featured “Ulaanbaatar” International Media Arts Festival. One of the new initiatives, due to pandemic, was “Arts from Home” project, initiated and funded by the U.S. Embassy in Mongolia, with the purpose of assisting people in the lockdown to get access to music and contemporary art performances online. This online content was broadcasted and reached out more than 50,000 people. In addition to this success, ACM festivals has carried out online contents and distributed value-added information and art news articles related to the importance arts and culture to the general public.
  • 35. 35 Arts Council of Mongolia Annual report 2020 ACM Membership ‘Bringing the Arts to You!’ ACM Membership campaign plays important role in promoting organization’s activities to the public and increases public participation in supporting local talents. This year, ACM launched its membership campaign with “888 Tree Planting Day” and invited ACM members, partners and supporters to the Choijin Lama Temple Museum to plant trees. By November 2020, 4 organizations and 16 individuals became ACM members and the total amount of membership funds raised in cash was 6300 USD. Also, ACM has developed and distributed “What’s on ACM” monthly arts newsletter for the members and partners through-out the year.

Services Development program organizes ‘Take a Break, let us handle it!” services and receptions for business companies. This year ACM has prepared and delivered new services and marketing brochures for partners and business companies.
  • 37. 37 Arts Council of Mongolia Annual report 2020 Red Ger Creative Space In 2020 the Red Ger creative space initiated five online painting tutorials partnering with an art tutor D. Pagmadulam from ‘Tsagtsai’ art class, ‘Anima’ art school. We also organized five online recycled art training sessions, ‘Let’s recycle with Khulan’hosted by artist T.Khulan from ‘JorooKhulan’ art studio. These activities provide arts education for youths. Between December 2019 and January 2020, Red Ger creative space hosted ‘The Fountain’, a contemporary art exhibition by artist J. Ariuntuya; The ‘Richter’s Note’ photography and media exhibition by photographer Z. Enkhmunkh. Some exhibitions were postponed due to the pandemic. Red Ger also hosted the ‘Geree Martsan Geser’ joint exhibition and ‘Comic Book Drawing Workshop’ launched by volunteer graduates of ACM’s Fellowship Program. ACM’s curated exhibition was ‘Empathy Children’ media installation by artist J.Bolortuvshin, presented through an online platform and in accordance with social distancing regulations. To fundraise, Red Ger has rented its exhibition hall for the following activities: launch event for the book ‘Zangilaa’, a ‘Line drawing workshop’ and five training sessions of music by DJ Bodikhuu. Over the course of 2020, the space organized and held 2 solo exhibitions, 2 joint exhibitions, 17 meetings, training and lectures, and 1 film screening. These events reached over 400 visitors and 30,000 online viewers.
  • 38. 38 Arts Council of Mongolia Annual report 2020 Greeting by Honorary Golden Benefactor Roger Perry I am very pleased to again have the opportunity to greet you, the readers, as you review the Arts Council of Mongolia Annual Report for 2020. The year that has just passed has not been easy anywhere in the world and, while it started out with successful controls throughout Mongolia over the COVID-19 pandemic, sadly it deteriorated towards the end of the year and the incredible work done by your health professionals and the Mongolian Government was set aside by an ever escalating number of cases being detected. The one bright spot in this gloomy picture is that most, if not all, the Mongolian COVID cases have recovered and you have, unlike so many other places, reported with a few deaths. Last year I wrote about the amazingly successful new program implemented by ACM with the co-operation and assistance of Bus Stop Films in Australia – “We Can-We Are Talented”! This program, which ran for most of 2019 culminated in the production, by the students, of a short film “Stairs”. We had hoped to premiere “Stairs” in Ulaanbaatar before an international audience, but that was not to be. Instead, it was premiered at the Ulaanbaatar Film Festival in October 2020 before a very enthusiastic audience and was received with great acclaim. Bus Stop Films then arranged the Australian premiere at the Asia Pacific Screen Forum in Southern Queensland and again, the film was received with great acclaim. A truly remarkable achievement for the students in the first year of the program. At this time “Stairs” has been entered into other film festivals and has been accepted for screening at a prestigious North American Film Festival later in 2021. Because of the restrictions imposed by government the “We Can - We Are Talented” program was not able to operate during 2020 and discussions are now underway with Bus Stop Films to find ways to re- activate this important – and hugely successful program – in 2021. This is a terrific initiative by ACM and a great benefit, not only to those young Mongolians living with a disability, but to their families. In this program they can see their children really shine! The Executive of ACM is to be congratulated on this program and their support of it. Needless to say, I am counting down the days till the pandemic is “under control” and I am able to visit Mongolia and see for myself the wonderful work being done by the hard working staff at ACM. Aside from the many projects undertaken by ACM to preserve the very important heritage of Mongolia the project closest to my heart, and the reason I first became engaged with ACM, is the Choijin Lama Temple Museum (CLTM). Over many years – fifteen in all – ACM has worked with each of the directors of CLTM to ensure that this magnificent example of Mongolian culture and heritage is preserved. Sometimes it seems to be one step forward and two steps back but we will persevere and will achieve the aim in the end. In 2020, with funding from the “Cultural Treasures” grants program initiated by MCS Holdings LLC, ACM completed a landscaping project at CLTM. Not only does this enhance the surroundings of CLTM it provides an oasis of green among the high rise buildings that are rising all around the Mongolian capital. A place where the citizens of Ulaanbaatar can relax and breath fresh air. As I said last year, the work of ACM is very important because the cultural heritage of Mongolia is part of the soul of Mongolia. This is never more cogent than in these troubled times and the efforts of the staff of ACM, under very stressful circumstances, continue to focus on their task of preserving that heritage into the future. And, also as I have said before, this is why you, the readers of this Report need to redouble your support for the work of ACM, redouble your contributions to their programs and redouble the pressure on your government to see that ACM receives the support that it deserves and needs. To the team members I say continue the excellent work that you are doing under the most trying of circumstances. Exercise ingenuity to keep ALL of your programs in operation and know that you are VERY important to the people of Mongolia as the guardians of the remarkable Mongolian heritage.
