2. You are given a task by the mayor of your hometown to evaluate and give suggestion on how to
plan the town in accordance with Local Agenda 21. Write a brief report on your evaluation and
suggestion.
Introduction
Local Agenda 21 is a local-government-led, community-wide, and participatory effort to
establish a comprehensive action strategy for environmental protection, economic prosperity and
community well-being in the local jurisdiction or area. This requires the integration of planning
and action across economic, social and environmental spheres. Key elements are full community
participation, assessment of current conditions, target setting for achieving specific goals,
monitoring and reporting.
Local agenda 21 are as follow which that Agenda 21 is a comprehensive plan of action
to be taken globally, nationally and locally by organizations of the United Nations System,
Governments, and Major Groups in every area in which human impacts on the environment.
Also,resources are used efficiently and waste minimized. Besides that, Pollution is limited. Also,
the diversity of nature is valued and protected. Where possible, local needs are met locally
.Everyone has access to good food, water, shelter and fuel at reasonable cost . Peoples’ good
health is protected by creating safe, clean, pleasant environments and health services which
emphasize prevention of illness as well as proper care of the for the sick. Lastly, access to
facilities, services, goods and other people is not achieved at the expense of the environment or
limited to those with cars like people live without fear of personal violence from crime or
persecution because of their personal beliefs, race, gender or sexuality.
Local authorities are those whose task is to begin and conduct dialogue with community
and promote rules of sustainable development in the local society. In practice, the idea of
sustainable development is realized in a form of sustainable development strategy that is
supposed to show a method of balancing all orders.
My home town
Bachok (Jawi: ‫باچوك‬ )is one of the administrative districts or jajahan in the state of
Kelantan. Situated east and about 25 km from Kota Bharu. At present the population is
predominantly Malays, with Chinese and Siamese make up as minorities. The main economy is
agriculture apart from fishing, business and working in government and private sectors. Bachok
Town is the centre of administration, business and transportation of the district. Other smaller
towns are shown in the map below are famous for their wet markets and fair price groceries for
the local folk.
Bachok Town or Bandar Bachok, recently declared as The Islamic Tourism Town or
Bandar Pelancongan Islam by the incumbent menteri besar of Kelantan, Tuan Guru Hj. Datuk
Nik Abdul Aziz Nik Mat effective 7 December 2010 equivalent to 1 Muharram 1432 H.

3. Suggestion to local authority
a) Leading by example
To be credible in promoting Local Agenda 21, local authorities should first ensure that their own
house is in order. A local authority can make an “internal” con
tribution to Local Agenda 21 by :
Looking at its own policies and practices and assessing how environmentally sustainablethey
are, and taking appropriate steps to ensure an environmentally responsible throughout the
organisation. Consideration could be given to a number of options and procedures for improving
internal environmental performance, including:
i. adopting an environmental charter or mission statement
This can be useful as a means of defining the organisation‟s environmental role and its
commitment to sustainable development. As a statement of core aims and values, it
should becarefully developed, guided by the elected members, widely publicised, and
most importantly given practical expression in the internal and external functioning of the
local authority. The process of developing a charter can promote self-examination, foster
corporate commitment,encourage new initiatives and influence other environmental and
development organisations.
ii. Pursuing green housekeeping measures the direct impacts of local authorities on the
environment can be improved through measures such as :-
 energy conservation in buildings, services and use of equipment
 using recycled products and recycling facilities
 ordering minimum quantities to avoid stock build-up, minimise storage
requirements andreduce potential obsolescence
b) Staff training and information
This is a very important element of any internal strategy, an vital to the process of
disseminating ideas outside the organisation; if staff are not aware and committed, no
charter or plan can be successfully implemented. A skilled and committed staff is one of
the most important resources for an organisation putting Local Agenda 21 into practice
c) Public Transportation System
Improving the public transportation system will reduce the issues of traffic jams and
improve the air quality in Bachok. One of the fastest methods to aggressively integrate
public transportation system is to upgrade the bus service. The service should have
wider coverage with more user friendly facilities and system. The frequency of buses per
hour should also be increased while ensuring accurate buses timing. The current bus

4. terminal located in Bachok town could be utilised as the central stations for main
interchange between buses and regional buses
d) Integrating sustainable development
The need of implementation of sustainable development is very good way in order to
appreciating our nature and preserves it.In my hometown ,it still not implement in a good
way. It still needs a very good collaboration of the local authorities and the resident. But
still the private sector need to help in commercialized it and hold the events. The local
authorities should plan policies that the vision is based on sustainable development
e) Awareness raising and education Evaluation
My hometown needs an improvisation regarding on this element. For examples is
awareness campaign and so on. It still need support by private sector and authorities by
doing publication of local information and do some press releases. Supports for voluntary
group also need to be given by local authorities. And also.the donation is very need to
support the awareness campaign to prepare the material like banner,present and all
those thing.
f) Waste management
My hometown needs an improvisation regarding on this element by create awareness for
sustainable life among the community.
 Organized campaign recycle and reuse in town.Prepare the expensive present
to those who join.
 Save the electricity and water usage.It should doing competition within the
neighbour area.So,people can excited to save more.
 Avoid printing notes if you can, use both sides of the paper.It can be practice by
the print shop.
 Campaign anti-polystyrene which is non-degradable.For those who still want to
use the polystyrene,so they will charged 20 cent for example.
 Apply 3 recyle bins around the town and for village area,the authority can teach
them to collect and separate the recycle things like paper,glass,plastic in their
plastic relatively.The lorry will collect each material home by home.So,the
villagers no need to go to recycle bins and for the authority,no need to sort the
things.
