- Conforme a la reglamentación en vigor, los Consejos de Cuenca tienen la siguiente estructura: (Click 1) Son presididos por el Director General de la Comisión Nacional del Agua, quién cuenta con voz y voto de calidad. Participan con voz y voto los Titulares de los Gobiernos Estatales que forman parte del territorio de cada cuenca en que se ha constituído un Consejo. Participan cuando menos en igual número que los vocales gubernamentales, con voz y voto, un representante de los distintos usos del agua que son elegidos previamente en Asambleas de Usuarios. Forman parte de los Consejos invitados con voz, pero sin voto, que son los representantes de las ONG·s, Instituciones Académicas, Asociaciones y Colegios de Profesionales y otros representantes que pueden contribuir a la solución de los problemas que se analizan en cada cuenca. El Consejo cuenta con un secretario Técnico, designado por el Presidente del Consejo, con voz, pero sin voto. (Click 2) Los Consejos de Cuenca para ser operativos descansan en varios grupos con funciones especificadas que se encuentran señaladas en unas Reglas Generales de organización y Funcionamiento. El Grupo más importante es el de Seguimiento y Evaluación porque en él se encuentran representadas todas las partes, sesiona regularmente mensual o bimestralmente y es el responsable de reunir las informaciones necesarias, analizarlas y proponer al Consejo las decisiones y acuerdos ejecutivos que debe de tomar. También existen grupos especializados y Comités de Usuarios, tanto regionales como estatales que son los encargados de transmitir a sus representados las decisiones y las informaciones del Consejo de Cuenca. En el futuro cada Consejo de Cuenca tendrá un Centro de Información y de Consulta del Agua que tendrá la misión de resolver las necesidades de datos e informaciones que son necesarias para darle sentido a la participación social.
