MLO-Advertising (MLO-AD) is a metadata specification for the discovery and exchange of information about courses and other learning and training opportunities. \n MLO-AD provides information about a learning opportunity, to enable the learner to make a decision if there is a need for more information about the learning opportunity, and where to find that information.\n\nThe MLO work has as its background in the identified need to harmonise different specifications around Europe for describing and exchanging information about courses, elearning offerings, and learning opportunities.\n\nThis project was initiated by Norway and had its basis in the Norwegian CDM (Course Description Metadata) work. The CDM specification has been adopted by French universities with some modifications in a project co-ordinated by the French Ministry of Education. It is a lightweight specification that fits well with existing business processes, and technologies - easy to implement to ensure a rapid uptake by the European countries. \nIt supports the ECTS descriptions and the exchange of ECTS information. The MLO-AD spedification is also designed to facilitate semantic technologies and web architectures to support several mechanisms for exchange of the information and aggregation of information by third party service suppliers .\n\n“Standards come through adoption, everything else is mere specification” (the adoption dilemma)\n\nThis work set a precedent in leveraging the collaboration of the standardization bodies (CEN) and the implementation communities (RS3G), significantly accellerating the modeling of the domain and the time-to-market of the standards. The collaboration is instrumentel in bridging the adoption gap. \n\nThe same approach has been taken with the ELM project (European Learner Mobility), a related project work in CEN building on the MLO specification.\n\nOn ist way to become a European Norm (EN – expected late 2010), MLO is also being considered by the PLOTEUS team as a possible course metadata specs for harvesting data from the national courses repositories.
