Compliance With Title IX
What Title IX is: Title IX of the Education Amendments of 1972 is the landmark federal law that bans sex discrimination in
schools, whether it is in curricular, extracurricular or athletic activities. Title IX states: “No person in the U.S. shall, on the
basis of sex be excluded from participation in, or denied the benefits of, or be subject to discrimination under any
educational program or activity receiving federal aid.” The Michigan Department of Education (MDE) is in compliance with
Title IX of the Education Amendments of 1972, as amended, 20 U.S.C. 1681 et seq. (Title IX), and its implementing
regulation, at 24 C.F.R. Part 106, which prohibits discrimination based on sex. The MDE, as a recipient of federal financial
assistance from the United States Department of Education, is subject to the provisions of Title IX. MDE does not
discriminate based on gender in employment or in any educational program or activity that it operates. The designated

The Michigan Directory of Service Providers for Infants, Toddlers, and Students With
Disabilities is intended for parents, educators, and other service providers seeking resource
information related to the educational needs of children, students, and clients. The directory
contains contact information about resources for students ages 3 to 26 with disabilities and
children ages birth to three with special needs and their families (Michigan’s Early On®
population) in accordance with Section 635 (a)(7) of the Individuals with Disabilities Education
Act (IDEA).
The directory lists special education and Early On® administrative personnel in local and
intermediate school districts (ISDs), specialized schools, and public school academies (charter
schools). The directory is not meant to be a comprehensive list of all personnel, but instead
provides basic contact information for administrators and others who provide services to infants,
toddlers, and students with disabilities.
The directory also contains contact information for the Michigan Department of Education,
Michigan Department of Corrections, Michigan Department of Community Health, Michigan
Department of Human Services, Michigan local public health departments, and neonatal intensive
care units.
In addition, the directory lists the staff of the Michigan Department of Education (MDE), Office
of Special Education and Early Intervention Services (OSE-EIS) and the Office of Early Childhood
Education and Family Services. Contact information for OSE-EIS advisory committees, OSE-EIS
Statewide Improvement and Compliance Initiatives, and administrative personnel in related
Michigan and national agencies, associations, and organizations is also listed.
Each directory listing contains an individual’s mailing address, telephone number(s), fax
number, and email address. The role(s) or function(s) the individual serves in a particular school
or agency and, in some cases, specific title(s) are also listed.*
Sections 23 and 24 provide details about specific services that selected Michigan and national
agencies, associations, and organizations offer to infants and toddlers with special needs and their
families and children and young adults with disabilities.
The content of the directory is drawn from a master database, maintained by the Center for
Educational Networking (CEN) and reflects an extensive effort by CEN staff to update each of the
records in the database. CEN uses the data to publish portable document formats (PDFs) of the
directory online at the CEN Web site
(www.cenmi.org) throughout the year.
Please report any personnel and other changes directly to CEN as soon as possible.

*For example, if a person serves in the role of building principal at a particular school, the title “Principal” is listed. If the
principal also serves in the role of local district special education contact, that information is also listed. Similarly, a person
who functions in the role of intermediate school district director of special education may have the title “Director of Special
Education,” “Associate Superintendent,” “Assistant Superintendent for Special Services,” or a title completely unique to
that ISD. Because of space limitations not all specific titles can be listed. Instead, the role(s) or functions related to the
services of infants, toddlers, and students with disabilities is included. Importantly, the fact that a person is known by a

providers develop productive relationships for resolving issues in early intervention and special

Special Education Advisory
Committee (SEAC)
The Individuals with Disabilities Education Act (IDEA) regulations
(300.167) require that each state establish and maintain an advisory panel
for the purpose of providing policy guidance with respect to special
education and related services for children with disabilities in the state.
The Special Education Advisory Committee (SEAC) is Michigan’s State
Advisory Panel to the State Board of Education and the Michigan
Department of Education (MDE). Its duties include:
- Advise the State Education Agency (SEA) of unmet needs within
the state in the education of children with disabilities;

- Comment publicly on any rules or regulations proposed by the
state regarding the education of children with disabilities;
300.169(b)
- Advise the SEA in developing evaluations and reporting on data
to the secretary under section 618 of the Act; 300.169(c)
- Advise the SEA in developing corrective action plans to address
findings identified in federal monitoring reports under Part B of
the Act; 300.169(d)
- Advise the SEA in developing and implementing policies relating
to the coordination of services for children with disabilities;
