= 23,268 / 136,965 [in March 2014]
=> 17%
(We do not know about 83% of e-serials having ISSN)
‘KeepSafe Ratio’ = titles being ingested by 3+ Keepers

In 2011/12 three major research libraries in the USA
(Columbia, Cornell & Duke)
checked archival status of serial titles regarded as important
‘Ingest Ratio’ = 22% to 28%, ie about a quarter
=> fate of c.75% is unknown
Very many e-journals from many small publishers
… with usage logs for the UK OpenURL Router*
• 8.5m full text requests in UK during 2012
=> 53,311 online titles requested
Analysis in 2013::
‘Ingest Ratio’ = 32% (16,985/53,311)
=> over two thirds 68% (36,326 titles) held by none!
Evidence based on what is actually used

…What answer should we expect?
1. "Yes, we have it and you can access it now"
2. "No, but we know somebody that does (we trust they do)”
3. "Sorry, we don't know …”
- Perhaps nobody has it
- It may be lost forever 
- “although perhaps somebody, somewhere ...”
Unless we act now & together, the 3rd answer could become
common for a lot of e-journal content

Securing the future with 2020 Vision…
Actions needed to achieve good news at UKSG 2020
– to reduce that alarming ‘at risk’ %age down towards zero
• Individual actions by each research library
– consider an ‘archive clause’ in licences (eg NESLi2)
• Individual actions by each publisher

• requiring publishers to deposit content with an archiving organisation
• Collective action through UKSG …
– Engage publisher associations, internationally and nationally
– Act globally & act locally in each country via national libraries
• Use the Keepers Registry to monitor progress
