3. Telecommunications Act of 1996 February 8, 1996 President Clinton signed the Telecommunications Act of 1996. Section 254 of the Act provides inexpensive Internet access, internal connections and other telecommunication services to eligible schools and libraries through the education rate or e-rate (Telecom Act '96,1999.) 4. An Overview of the Schools and Libraries Program The Schools and Libraries Program of the Universal Service Fund (E-Rate). It is managed by the Universal Service Administrative Company (USAC) under the direction of the Federal Communications Commission (FCC). It provides discounts to assist most schools and libraries in the United States to obtain affordable telecommunications and Internet access (Overview of the Program, 2010.) 13. STAR CHARTWHAT is it? The STaR Chart is a survey completed by educators yearly The survey provides data used to assess the progress being made towards meeting the goals set in the Long Range Plan for Technology, 2006-2020. Progress is divided into four areas: Teaching and Learning, Educator Preparation and Development, Leadership, Administration and Instructional Support and Infrastructure for Technology.
