The Problem
Up to 10% of the searched bags contain restricted items, which is a major
cause of frustration for passengers, and lengthens security queues
Compliance rates are lower for non-English speakers and infrequent fliers

The Challenge Statement - Details
A reduction in security compliance failures benefits passengers, who could
enjoy shorter queue times and less frustration, while allowing Heathrow to
redeploy resources more effectively
Influencing non-English speaking travellers and infrequent fliers could
make a larger impact

Important Points to Remember
Heathrow is regulated in the UK by the Civil Aviation Authority (CAA)
There is a regulatory requirement that 5% of all hand luggage is checked, i.e. zero
compliance failures is not the challenge target
The passenger throughput profile varies through the day, i.e. peaks in the early
morning and late afternoon/evening times. Therefore, security resources are not
evenly spread
This means that to meet the 5% regulation, additional hand luggage searches
could take place during quieter periods to avoid longer queues
