3. Buckhead Community Improvement District What is a CID? A community improvement district (CID) is a taxation entity of local government in which commercial properties in a defined area pay an additional 3 mils property tax in order to fund improvements within the district's boundaries. These funds are used for planning engineering, and designing transportation solutions and to leverage federal and state transportation dollars with CID dollars to implement those solutions.
