1) InLOC is a new competence structure standard that could motivate increased use of e-portfolios by providing common definitions for skills and competencies.
2) If frameworks are published using standard InLOC formats with URIs, tools could be built to use those common definitions, employers could use InLOC tools for recruitment, and job seekers could use portfolios to showcase their skills.

persuade authorities to publish frameworks as InLOC

get employers to use recruitment services that
use common terms and InLOC frameworks
start with matching services delivering short lists
link through to detailed portfolios as and when wanted
then we hope to sit back and watch as portfolio usage
grows!
