This document summarizes the history and current state of the Japan Open Courseware Consortium (JOCW). It describes how JOCW was established in 2004 with top Japanese universities as founding members. JOCW started without external funding, relying on internal budgets. It has since expanded to include over 40 member institutions and provides over 2500 courses openly online in Japanese and English. Surveys show high public interest in accessing university lectures online. However, JOCW still faces challenges of low faculty engagement, traditional teaching styles, and intellectual property restrictions limiting further open content growth.

3. Unique Characteristics
at the beginning
• Most of top ranked national universities and
top two private universities were members
• All of member universities were joined as
whole university level under the
organizational approval
• JOCW started with no external grant, but
internal budget from each member
universities.
