Marie Chantal has more than 15 years’ work experience in data
manager including Data entry, analysis, reporting and using
information for policy analysis, strategic planning and program
implementation in the areas of HIV/AIDS using various Health
Management Information System.
For the last 8 years, Marie-Chantal has been part of a successful
Palladium team in Rwanda and Zambia with a mandate to
computerize electronic records, report and monitor and evaluate
programs; Strategic Information (SI).
Expertise in HIV/AIDS patients care and treatment, HIV/AIDS
patients counseling, PMTCT, HIV/AIDS opportunistic
infections diagnosis and treatment, ARV side effect
managing, HIV/AIDS Data analysis and use for policy analysis,
strategic planning and program implementation using various
HIS.
As SI Advisor Marie-Chantal is overseeing strategic
information and monitoring and evaluation for 2 Palladium
sub-contracts funded by CDC in Zambia: AR-T and SMACHT
with a mandate to manage program data to ensure that data
captured in the National EHR (SmartCare) meet acceptable
data quality standards). Responsibilities also include revision of
data capture tools in Zambia, designing data entry screens,
training, mentoring and supervision of staff in data collection
and compilation of periodical monitoring reports to ensure
accurate and timely reporting to CDC, HRSA and OGAC.
Marie-Chantal is experienced in mentoring and building
capacity in all steps of the monitoring and evaluation life cycle,
including developing Health information systems to ensure
high-quality data that supports impact-driven decision-making
and can be used for research and evaluation.
Marie-Chantal has overseen the implementation of SmartCare
in all AIDSRelief-Transition Health facilities and has supported
the MoH in SmartCare enhancement by providing Support to
SmartCare users, bugs identification and reporting, SmartCare
New versions testing, SmartCare deployment and training to
AR-T and MoH supported Health Facilities. Marie-Chantal is a
Certified National SmartCare Trainer of Trainer (ToT).
Marie-Chantal facilitated in the design of the PMTCT Decision
support dashboard aimed at putting all the option B+ indicators
as well as PMTCT related commodity stock-outs on one dash
board that extract and integrate data from DHIS2, eLMIS, Program Mwana, SmartCare and

other national Health Information Systems. The purpose of the dashboard is to allow
stakeholders to view PMTCT reports, maps, graphs and tables to reveal data details and
trends at national, provincial, district and facility levels and support data use for informed
decision making.
Marie-Chantal has participated in the National technical working groups (TWG) Including
the SmartCare Management TWG, Monitoring and Evaluation TWG, Quality Improvement
through Data Use TWG, ART and PMTCT TWGs. As part of the TWG, Marie-Chantal
contributed to the revision of the revision of the SmartCare Patient forms, review and
enhancement of the SmartCare version and the review of different National guidelines.
Marie-Chantal has proven ability to support multi-component programs, integrating strategic
information and M&E expertise and perspectives across multiple disciplines, technical areas,
and personalities including working closely with government partners to improve data
management and strengthen health institutions at National, Provincial and district levels
