Romania
Poverty and social exclusion are processes encountered all over the world.
   More and more often, social exclusion is employed to explain the poverty
       phenomenon, without aiming to replace it. The existence of poverty
   supposes a deficit in financial resources, opposite to social exclusion, an
 ample and specific concept found at the level of every society, which tries
      to study the social consequences associated with the participation of
                         individuals in the community life.
 Social exclusion can be a cause of poverty, conflict and social insecurity; it
can explain why some people or groups remain poor while others manage to
    transcend this condition, why they dispose of less and less food or get a
  kind of food that does not ensure the necessary nutritional elements, why
  they are less involved in the economic and political activities designed for
them or why they have limited access or no access at all to social services.
           On the other hand, if we take into account the fact that the process
     of exclusion develops in particular circumstances, when individuals no
longer benefit from minimum living standards or are deprived of the material
     goods necessary for their subsistence, we can assume that the poverty
                phenomenon lies at the basis of social exclusion.
 However, at the same time, those who are excluded are not always poor. It
    is possible that they have no access whatsoever to community life or to
   their rights for reasons other than those related to their material status.
      The condition of poverty reflected by the lack of bare necessities can
   determine implicitly the condition of social exclusion. Don’t decent living
              standards also involve participation in the social life?
 Nevertheless, the fight against social exclusion supposes not only financial
  resources but also a series of opportunities which will allow the individual
                     or the social class to perceive WELFARE.
Strategies of the government

  theme, we just name the direction we need to
  research on:

For combating poverty
All connected to the European Laws
All layers fo management influences the good
   perception for integration of the poor:
Institutions
Economical levels
Ong levels
Even the perception on the TV stars and
   perception on corruption , all influences human
   perception on well fare and inclucion of other
   human , beeng in this case children
One of Romania’s major objectives in the field of preventing and combating social exclusion refers
      to
eradicating child poverty. In order to make efficient the effort of the actions achieved, it is necessary
to make large investments both in family and especially in the valorisation of the children’s
intellectual and social potential. Thus, we will create the grounds for these children to become
      adults
with increased professional competences by means of which to overcome the poverty that their
families face.
In 2008, the Romanian Ministry of Education, Research and Innovation initiated the setting up of
some special classes in the excellence schools from the county capitals, classes to include children
with very good results, but who come from families with no resources or who learn in isolated
communes, where there are no optimum conditions for study. One of the most important events of
      the
European Year in Romania addresses these children. The event proposed shall consist of a skills
contest (not one of school knowledge), for the children/pupils from the excellence classes with ages
ranging from 10-14, with a precarious family situation and with exceptional school results. The
contest shall be coordinated through county work cells, consisting of representatives of the county
school inspectorates, of the general directorates of social assistance and child protection and of the
county labour and social protection directorates and it shall promote the children’s involvement in
      all
the related activities of organisation. The jury may consist of Romanian personalities, who can be
joined by children with special skills. The papers and proposals of the children taking part to the
competition shall be published on an especially dedicated page on the internet site of the year.
Through this contest the ideas of diversity and access to opportunities will be promoted and,
                                               thus, the
    children will be given the possibility to get involved in various activities: dancing, music,
                                              developing
                              local projects and of social participation.
 It is taken into consideration the selection of a number of about 10 children from each county.
                                                   At
 national level about 400 children will compete. Depending on the number of papers received,
                                                  it is
taken into consideration also the possibility to organise two semi-finals. The winners are to be
   designated based on certain selection criteria focusing on creativity, spirit of initiative and
                                                 active
                           social participation in the origin community.
  The prizes will take into account a long tern support for the children, as some means to help
                                                 them
improve their social skills and performances, such as computers and other electronic means of
                   learning, internet connection, handbooks, encyclopaedias etc.
        The awarding ceremony shall be held on June 01st, 2010, with the occasion of the
                                             International
                                           Children’s Day.
     The 400 children participating to the contest shall be invited and all of them shall receive
                                              consolation
                                 prizes and participation certificates.
 Within the event there will be organized a show by the children from various schools, as well
                                                as from
                                     the child protection system.
  Organization of events and reunions debating the
   problems related to poverty and social
exclusion;

  Organization of information and education
   campaigns to raise the citizens’ awareness on the
rights they have, but also on the phenomenon;
 Draft of studies and surveys to lead to the

   formulation of conclusions regarding topics related
to poverty and social exclusion
 National, Regional and local agencies special
  designed for aplying inclusion policies
 Nacional Agency for Roma people

 Agencies for combationd poverty and social

  exclusions, for equality among women and m
en, for employment etc.
   Diferent actors combined with a good
    curricculum:, begining with the goverment and
    finishing with teachers and conseilors
   All activity in school, the way education
    reaches its members can be efective on this
    subbegect more than this the extra
    educacational activyties have greater role.
  Library
In this institutions we have most efect with little
   effort, in Toplita there is Biblionet Programme,
   financed by Irex Romania, here every day more
   that 15 kids of all ages and more of them roma
   people come to use internet, implicate in cultural
   activities and they are ofered the servicies withe
   the respect for human right with no difference, and
   above all at institution level they are educated,
   obliged to respect internal rules that of respectful
   comunication and care for the patrimonial objects.

    reacting. Comming from a comunist state,
    centralized services, population is not used to
    give contructive opinions they most ove all
    give coments, and not even these are note
    given publicly.

The existence of poverty supposes a deficit in financial resources, opposite to social exclusion, an ample and specific concept found at the level of every society, which tries to study the social consequences associated with the participation of individuals in the community life. Social exclusion can be a cause of poverty, conflict and social insecurity; it can explain why some people or groups remain poor while others manage to transcend this condition, why they dispose of less and less food or get a kind of food that does not ensure the necessary nutritional elements, why they are less involved in the economic and political activities designed for them or why they have limited access or no access at all to social services. On the other hand, if we take into account the fact that the process of exclusion develops in particular circumstances, when individuals no longer benefit from minimum living standards or are deprived of the material goods necessary for their subsistence, we can assume that the poverty phenomenon lies at the basis of social exclusion. However, at the same time, those who are excluded are not always poor. It is possible that they have no access whatsoever to community life or to their rights for reasons other than those related to their material status. The condition of poverty reflected by the lack of bare necessities can determine implicitly the condition of social exclusion. Don’t decent living standards also involve participation in the social life? Nevertheless, the fight against social exclusion supposes not only financial resources but also a series of opportunities which will allow the individual or the social class to perceive WELFARE.

  • 5. One of Romania’s major objectives in the field of preventing and combating social exclusion refers to eradicating child poverty. In order to make efficient the effort of the actions achieved, it is necessary to make large investments both in family and especially in the valorisation of the children’s intellectual and social potential. Thus, we will create the grounds for these children to become adults with increased professional competences by means of which to overcome the poverty that their families face. In 2008, the Romanian Ministry of Education, Research and Innovation initiated the setting up of some special classes in the excellence schools from the county capitals, classes to include children with very good results, but who come from families with no resources or who learn in isolated communes, where there are no optimum conditions for study. One of the most important events of the European Year in Romania addresses these children. The event proposed shall consist of a skills contest (not one of school knowledge), for the children/pupils from the excellence classes with ages ranging from 10-14, with a precarious family situation and with exceptional school results. The contest shall be coordinated through county work cells, consisting of representatives of the county school inspectorates, of the general directorates of social assistance and child protection and of the county labour and social protection directorates and it shall promote the children’s involvement in all the related activities of organisation. The jury may consist of Romanian personalities, who can be joined by children with special skills. The papers and proposals of the children taking part to the competition shall be published on an especially dedicated page on the internet site of the year.

Through this contest the ideas of diversity and access to opportunities will be promoted and, thus, the children will be given the possibility to get involved in various activities: dancing, music, developing local projects and of social participation. It is taken into consideration the selection of a number of about 10 children from each county. At national level about 400 children will compete. Depending on the number of papers received, it is taken into consideration also the possibility to organise two semi-finals. The winners are to be designated based on certain selection criteria focusing on creativity, spirit of initiative and active social participation in the origin community. The prizes will take into account a long tern support for the children, as some means to help them improve their social skills and performances, such as computers and other electronic means of learning, internet connection, handbooks, encyclopaedias etc. The awarding ceremony shall be held on June 01st, 2010, with the occasion of the International Children’s Day. The 400 children participating to the contest shall be invited and all of them shall receive consolation prizes and participation certificates. Within the event there will be organized a show by the children from various schools, as well as from the child protection system.
