Root cause of India being a developing country follies in its basic
education system.
The Programme for International
Student Assessment (PISA) ranks India
almost at the bottom of the pack in terms
of Maths and English literacy.
 The quality of primary education in India
has been a cause for concern for quite
some time. While the current policy,
including a new legislation for universal
education, lays out a grand vision of raising
children’s education profile, it barely lays
emphasis on developing their skills to learn.
 Quality education to juvenile is the need of
the hour which cannot be side tracked by
the government of India.
Today, education remains an inaccessible right for millions of children
around the world. More than 72 million children of primary education
age are not in school and 759 million adults are illiterate and do not
have the awareness necessary to improve both their living conditions
and those of their children.”
Primary education is thus the need of the hour .
Though article 45 of directive principle of state policy was committed to
ensure free and compulsory education for all ,this did not significantly
translate into action and school enrollments and participation remained
dismally low.
Another attribute of the problem is the quality of education being
imparted. According to an international rating system for schools from
74 countries, Indian schools have proved to be far below average. The
Programme for International Student Assessment (PISA) ranks India
almost at the bottom of the pack in terms of maths and English literacy.
Experts say this is the clearest sign that India will fail to meet the goal
set by the education minister, Kapil Sibal, who has pledged to more than
double the size of the country’s higher education system by 2020. They
say that while the ambition is laudable, the absence of a long-term
strategy to develop faculty will ensure that India’s education dream
remains just that.
Lack of quality primary education hinders overall growth of India as a superpower.
 Unawareness and Ignorance of parents.
 Social causes like child labour, caste system and male dominance.
 Lack of basic amenities and facilities for teaching staff. According to The New York Times, at
one of the better colleges in India’s capital, there is just one large room for 140 faculty
members to sit and have a cup of tea or grade papers. “If even half show up, there aren’t
enough chairs,” said Ghazala Amin, a history professor there. “There is no other place to
work. In this situation, how do you expect teachers to work?”
 Inefficient monitoring of teaching staff results in disinterested, unconcerned teachers.
 Lack of efficient education policies, schemes and mismanagement of funds.
 Scams in funds proposed for primary education by the government
 Latency in government policies.
There is an urgent need to improve children
knowledge of concepts rather than rote learning. For
that to happen, teaching systems at the primary level
must be overhauled.
H.O.P.E., Hope Of Primary Education, is an initiative which will elevate the standard,
efficiency and quality of existing government education system.

•Question is raised on the juvenile following their religion due to social vicious
circle.
•Aligning ‘cloud’ education is troublesome to implement accordance to the
limited knowledge of the present staff, because economic and technological
forecasting is an art based on imprecise science which till date absent in remote
areas of India.
•Funding such a huge and leveraging existing government infrastructure and
policies would be a coupe project would be a real coup for the government .

  • 3. Root cause of India being a developing country follies in its basic education system. The Programme for International Student Assessment (PISA) ranks India almost at the bottom of the pack in terms of Maths and English literacy.  The quality of primary education in India has been a cause for concern for quite some time. While the current policy, including a new legislation for universal education, lays out a grand vision of raising children’s education profile, it barely lays emphasis on developing their skills to learn.  Quality education to juvenile is the need of the hour which cannot be side tracked by the government of India. Today, education remains an inaccessible right for millions of children around the world. More than 72 million children of primary education age are not in school and 759 million adults are illiterate and do not have the awareness necessary to improve both their living conditions and those of their children.” Primary education is thus the need of the hour . Though article 45 of directive principle of state policy was committed to ensure free and compulsory education for all ,this did not significantly translate into action and school enrollments and participation remained dismally low. Another attribute of the problem is the quality of education being imparted. According to an international rating system for schools from 74 countries, Indian schools have proved to be far below average. The Programme for International Student Assessment (PISA) ranks India almost at the bottom of the pack in terms of maths and English literacy. Experts say this is the clearest sign that India will fail to meet the goal set by the education minister, Kapil Sibal, who has pledged to more than double the size of the country’s higher education system by 2020. They say that while the ambition is laudable, the absence of a long-term strategy to develop faculty will ensure that India’s education dream remains just that.

Lack of quality primary education hinders overall growth of India as a superpower.  Unawareness and Ignorance of parents.  Social causes like child labour, caste system and male dominance.  Lack of basic amenities and facilities for teaching staff. According to The New York Times, at one of the better colleges in India’s capital, there is just one large room for 140 faculty members to sit and have a cup of tea or grade papers. “If even half show up, there aren’t enough chairs,” said Ghazala Amin, a history professor there. “There is no other place to work. In this situation, how do you expect teachers to work?”  Inefficient monitoring of teaching staff results in disinterested, unconcerned teachers.  Lack of efficient education policies, schemes and mismanagement of funds.  Scams in funds proposed for primary education by the government  Latency in government policies. There is an urgent need to improve children knowledge of concepts rather than rote learning. For that to happen, teaching systems at the primary level must be overhauled.
  • 5. H.O.P.E., Hope Of Primary Education, is an initiative which will elevate the standard, efficiency and quality of existing government education system. ENCOURAGING STUDENTS •Compulsory Computer education from the beginning. •M.A.D. (Music Art Dance) labs to culminate the hobbies of students. •Exhibitions, galleries to display student’s works. •A Common Evaluation Test (CET) conducted annually to judge students and teachers at a common level. •Practical workshops to give students a feel of what they are being taught. •Prize distribution ceremonies to encourage students. ENSURING TEACHERS INVOVEMENT. •Teacher training workshops at State level focused on effective teaching methodologies thus, improving quality of teachers. •Check regularity of teachers using biometric systems (cost-effective and efficient). •N.G.O. participation for teacher training workshops. PARENTS SUPPORT •MODEL CLASS An Annual class presentation to demonstrate parents what extra curricular activities their kids excel in. •P.T.M. monthly (parent- teacher meetings ) to increase interactions between parents and teachers. •Involving parents in activities like Mid-Day meal preparations to maintain quality. •Awareness drives to encourage parents to educate their children. EMPLOYING THE UNEMPLOYED •Recruiting unemployed graduated for 1.Vigilance jobs 2.maintaining records and teaching. •Hiring Engineers of respective domains to work in corresponding departments, which will give them exposure. •Involving technical graduates will fuel the initiative with adequate manpower.

VILLAGES HIERARCHY OF OFFICES TO ENSURE SMOOTH FUNCTIONING OF THE INITIATIVE. -ALL DEPARTMENTS GET ESTABLISHED AT EACH LEVEL. -D.E.O., DISTRICT EDUCATION OFFICER, REPORTS TO THE D.M. -DISTRICT COORDINATORS SUPPORT THE D.E.O. IN ALL JOBS. -BLOCK DATABASE, HAS ALL INFO. AND STATS OF A BLOCK. -EACH BLOCK HAS SEVERAL N.P.R.C.’S (DEPENDING ON SIZE OF BLOCK). -COLLEGES ARE HEADED BY THE HEAD MASTER AND MONITORED BY THE GRAM PRADHAN. PROBING COMMITTEE(MEMBERS)- 1.Vigilance Dept. 2.Funds Dept. 3.Infrastructure/ Mantainence Dept. 4.Course/Curriculum Dept. 5.Technical Dept.
  • 7. Level 1 •(Cumulative Score <40%) CORRECTIVE ACTION Which might involve wholesale replacement of staff, introduction of New Curriculum & Remedial Classes. Level 2 •(Cumulative Score 40%-70%) IN NEED OF IMPROVEMENT Provide Supplemental Education services & special faculty to struggling students to develop basic skills in the given time. Level 3 •(Cumulative Score >70%) MILD Extra facilities can be provided to the students to polish their existing level and strengthen their weak points. SALIENT FEATURES • Every department at each level takes the burden off from a single person. • Introduction of Probing Committee for regular On Site Inspection, Monitoring of administrative work at each level. • The Probing Committee comprises of a member from each department for better scrutiny. • Based on the results of C.E.T., the schools will be divided into FOLLOWING THREE CATEGORIES and required care of them will be exercised respectively.

Interesting Curriculum coupled with M.A.D., weekly Satellite Classes and Elementary Computer Education will impart more practical knowledge and will make students ready for the future. Teacher Training Workshops- Keeps the teachers updated in technology, methodology of teaching in interesting way and also how to improve conceptual knowledge and learning skills rather than rote learning. RISKS AND CHALLENGES •Regular campaigns by hope officers for better idea about functioning of H.O.P.E as on organization to improve the future of upcoming pillars of India. •Revenue generation will be initiated by imposing taxes. •Bringing in N.G.O.’s /Industry leaders Visionaries for training inputs. •Annual meet of the government officials and H.O.P.E to discuss and achievements of hope and also to introduce new schemes. •Tie up with the international educational communities for the global exposure. •Recruitment of teachers with laudable experience . •Scholarships to meritorious students.
