2. OVERVIEW
The Social and Labour Plan (SLP) requires mining companies to transform themselves by devising and implementing
integrated development plans for their own staff and for host communities. The demands of the SLP and the Mining
Charter requires coordination across a wide variety of functions and careful planning and management to avoid
fragmentation, maintain focus and ensure successful implementation which meets the strategic requirements of the
mine and the demands of the Department of Mineral Resources (DMR).
Delegates at this workshop will be able to tap into the extensive experience gained from working with a wide variety
of mining companies and the knowledge and understanding of the challenges facing organisations trying to meet the
diverse demands of the market place and demanding legislative requirements. The workshop will provide guidance
and practical advice on a range of pertinent and challenging issues facing mines seeking to preserve and defend their
mining rights in the light of audits and reporting requirements that need to be effectively managed.
The workshop is essential for all SLP Managers/Co-ordinators as well as others involved in all aspects of SLP planning
and implementation. The focus is on practical advice and looking at demystifying the process of monitoring and
control while providing the tools to manage these effectively. Delegates will gain an understanding of the tools and
processes available to drive effective compliance at all levels and to improve current SLP management practices.

Naomi Brehm HR Consulting & Social and Labour Plans
With over twenty five years experience in the field, Naomi Brehm has extensive experience in designing, managing and
implementing appropriate and sustainable systems for transformation and ensuring the alignment of organisational
strategy with practice.
She is extensively known in the mining industry for her work and involvement in all areas of SLP compilation,
implementation and management. She has worked with mining companies across South Africa and has presented at
papers and workshops at a number of local and international conferences.
Both as a Consultant and as a Director of Human Resources within a corporate environment, she has focussed on
designing and implementing strategic systems centring on ensuring compliance with legislation designed to ensure
companies transform themselves and the workplace. Her breadth of experience in a wide variety of industries makes
her ideally placed to understand the challenges facing organisations in implementing transformation systems.
Naomi has a Masters degree in Management and is owner and the Director of Consulting at EVA Solutions where
she oversees all work on Social and Labour Planning. She is also a Director of Pivotal Solutions, a generalist HR

Your SLP, Transformation and Sustainable Development
The objectives of the Social and Labour Plan are to promote employment and advance social and economic
welfare as well as to contribute to the transformation of the mining industry by ensuring that holders of
mining or production rights contribute towards the socio-economic development of the areas in which
they are operating as well as the areas from which the majority of the workforce is sourced. In order to
meet these objectives mines are required to manage diverse elements as set out in the SLP and ensure that
these are integrated and support the mine’s strategic focus. This session will provide delegates with an
understanding of the inter-related components of the SLP and how to set up transformational structures
to facilitate socio-economic and workplace change and support sustainable development. Delegates will
gain a perceptive of how transformation makes commercial sense in improving the business sustainability
and is important for the maintenance of good relations with communities and the workforce.

Effective Integration of HRD and Legislative Compliance
While many of the issues laid out in the HRD requirements of the SLP are managed by Human Resource
and Skills Development Structures, the inter-dependence between the SLP requirements and the myriad
of other current and proposed legislation governing the workplace has a significant impact on how these
components must be implemented, managed and reported on. Conflicting reporting requirements as
set out in different pieces of legislation complicate the work of practitioners in this field. Commitments
made in the SLP cannot be seen in isolation from these other requirements and delegates will gain an
understanding of how to manage these inter-related yet conflicting demands.

Sustainable LED Management
Many LED projects fail to become sustainable or collapse. Successful implementation and management
of these projects remains a key stumbling block for many mines as does their involvement with the
local communities and those in labour-sending areas. During this session delegates will be provided with
an understanding of the DMR viewpoint on LED involvement and practical advice and guidelines on
how mines can support their involvement in effective and sustainable LED projects. This session will
focus on establishing and maintaining successful community involvement and supporting other SLP
undertakings. Managing such undertakings in the light of limited financial resources is often a challenge
and attention will be given to providing ways to address these constraints.

Monitoring and Reporting made simple
The DMR sets out reporting requirements for both the SLP and the Mining Charter that places an
emphasis on demonstrating performance rather than simply producing outputs. These demands impact
on the emphasis in monitoring and reporting requirements. In order to meet the reporting demands and
to ensure that commitments made are effectively and sustainably implemented, a continuous process
of tracking and assessing the status of implementation is required. The focus in this session will be to
provide an understanding of the DMR requirements and to assist delegates in finding the right solution
and designing monitoring and reporting process that support improved performance and achieve results.

Managing the SLP Audit Process
Any external audit can be a taxing time for your organisation. The DMR focussing on monitoring and
compliance by mining rights holders has increased the number and extent of on-site audits. Participants
need guidance on how to effectively prepare for and manage the on-site audit. This includes ensuring sound
communication programmes for the workforce and maintenance of comprehensive documentation.
