Issue: Jakarta - many using fuel inefficient means of transport
such as private cars, motorcycle and taxis
Solution: Implement “trunk/feeder” transportation
system
Impact: Fuel savings of 130 mio l. petrol and 35 mio l.
diesel annually, from passenger shifting to public
transport and fuel conversion from diesel to CNG (1,8
mio tonnes CO2 reduction over 10 years)

This project would benefit from open data
• Currently they need to do most of their research on their
own.
• Finding geographic demographic data of the city would be
useful
– how is the population distributed along the bus lines,
– what kind of people,
– where they work etc.
• Such data is potentially available, but is troublesome to get
and is not in the right form.

Service-oriented computing is a popular design methodology for large scale business computing systems. Grid computing enables the sharing of distributed computing and data resources such as processing, networking and storage capacity to create a cohesive resource environment for executing distributed applications in service-oriented computing. Grid computing represents more business-oriented orchestration of pretty homogeneous and powerful distributed computing resources to optimize the execution of time consuming process as well. Grid computing have received a significant and sustained research interest in terms of designing and deploying large scale and high performance computational in e-Science and businesses. The objective of the journal is to serve as both the premier venue for presenting foremost research results in the area and as a forum for introducing and exploring new concepts.

Open Data initiatives are increasingly considered as defining elements of emerging smart cities. However, few studies have attempted to provide a better understanding of the nature of this convergence and the impact on both domains. This talk examines the challenges and trends with open data initiatives using a socio-technical perspective of smart cities. The talk presents findings from a detailed study of 18 open data initiatives across five smart cities to identify emerging best practice. Three distinct waves of open data innovation for smart cities are discussed. The talk details the specific impacts of open data innovation on the different smart cities domains, governance of the cities, and the nature of datasets available in the open data ecosystem within smart cities.

Digital transformation is driving a new wave of large-scale datafication in every aspect of our world. Today our society creates data ecosystems where data moves among actors within complex information supply chains that can form around an organization, community, sector, or smart environment. These ecosystems of data can be exploited to transform our world and present new challenges and opportunities in the design of intelligent systems. This talk presents my recent work on using the dataspace paradigm as a best-effort approach to data management within data ecosystems. The talk explores the theoretical foundations and principles of dataspaces and details a set of specialized best-effort techniques and models to enable loose administrative proximity and semantic integration of heterogeneous data sources. Finally, I share my perspectives on future dataspace research challenges, including multimedia data, data governance and the role of dataspaces to enable large-scale data sharing within Europe to power data-driven AI.

Despite the development of Open Data platforms, the wider deployment of Open Data still faces significant barriers. It requires identifying the obstacles that have prevented e-government bodies either from implementing an Open Data strategy or from ensuring its sustainability. This paper presents the results of a study carried out between June and November 2012, in which we analyzed three cases of Open Data development through their platforms, in a medium size city (Rennes, France), a large city (Berlin, Germany), and at national level (UK). It aims to draw a clear typology of challenges, risks, limitations and barriers related to Open Data. Indeed the issues and constraints faced by re-users of public data differ from the ones encountered by the public data providers. Through the analysis of the experiences in opening data, we attempt to identify how barriers were overcome and how risks were managed. Beyond passionate debates in favor or against Open Data, we propose to consider the development of an Open Data initiative in terms of risks, contingency actions, and expected opportunities. We therefore present in this paper the risks to Open Data organized in 7 categories: (1) governance, (2) economic issues, (3) licenses and legal frameworks, (4) data characteristics, (5) metadata, (6) access, and (7) skills. With the recent introduction of Open Data APIs, namely SDMX-JSON, and other web services planned, the OECD is moving from a pure ‘browser centric’ architecture towards a more ‘web service oriented’ architecture, with powerful and scalable data delivery capabilities in machine-to-machine exchanges, enabling a much wider use of our data by third parties. This focus has, and will further enable more and more users to assemble content and data themselves, compare or integrate data, or collaborate with each other to produce new content. This also allowed for and has led to a number of new and accessible data experiences, now targeting those who do not understand, or have the desire to understand, specialised formats of a statistical nature. In the space of just a few years we’ve seen the transformational power of open data; both for transparency and accountability in public data, and efficiency and innovation with businesses in private data. In its first year, institutions and individuals throughout Europe have supported public sector bodies in releasing data and numerous start-ups, developers and SMEs in reusing this data for economic benefit. However, we are still at the beginning of the open data movement, and there is still more that can be done to make open data simpler to use and to make it available to a wider audience. The core goal of the DaPaaS project is to provide a Data- and Platform-as-a-Service environment, where 3rd parties (such as governmental organisations, SMEs, developers and larger companies) can publish and host both data sets and data-intensive applications, which can then be accessed by end-user applications in a cross-platform manner. Between 2009 and 2012 the Higher Education Funding Council for England (HEFCE) funded a series of programmes to encourage higher education institutions in the UK to release existing educational content as Open Educational Resources (OER) and to embed open practices in the institution. The HEFCE funded UK OER Programmes were run and managed by the JISC and the Higher Education Academy. Over the course of three years about £15M (€17,5M) was invested on projects that investigated the release and collection of OERs by individuals, institutions and subject communities. The Cetis “OER Technology Support Project” provided support for technical innovation across this programme. In this conference paper we will present our reflections on the technical approaches taken, issues raised and the lessons learnt from the Programmes and the Support Project. The issues covered include resource management, resource description, licensing and attribution, search engine optimisation and discoverability, tracking OERs, and paradata (activity data about learning resources). Technical solutions discussed will include the use of social sharing platforms such as flickr and WordPress for resource dissemination; metadata embedded in HTML documents as RDFa, microdata and using the schema.org ontology; and sharing metadata and paradata using the Learning Registry (a network of schema-free data stores). As well as describing the achievements of the programme, we will also discuss the difficulties encountered and identify areas where further work is required.

ONS Local has been established by the Office for National Statistics (ONS) to support evidence-based decision-making at the local level. We aim to host insightful events that connect our users with exciting developments happening in subnational statistics and analysis at the ONS and across other organisations. In April 2022, as the impact of increases in the Cost of Living really came to the forefront, Public Health & Communities, Suffolk County Council published a Cost of Living profile as part of the Joint Strategic Needs Assessment. Alongside a written Cost of Living report ‘Making ends meet: The cost of living in Suffolk’, an interactive dashboard was also created using Power BI. In addition to internal data flows, publicly available data from sources such as the ONS have been used to provide a rich picture of the current situation for the local community. The dashboard was developed in order to: • Provide up to date data and information on the Cost of Living for Suffolk County Council, partner organisations, and members of the public. • Deliver an interactive tool to allow users to focus on areas most relevant to them. • Demonstrate that, while increases in the cost of living affect everyone, impact will be greatest for those who are already under financial pressure, exacerbating inequalities. • Provide a source of actionable insight to support the system with the evidence base needed to support project development, drive change and really make a difference in the community. Features of the dashboard: • Place-focused - published at smaller geographies where possible • Collaborative - Includes local data from across the system such as data shared by Citizens Advice and other system partners. • Automated - Most data sources have automated connections, meaning there is little manual intervention required. • Self-Service - Making the report publicly available puts data at the fingertips of colleagues, system partners and members of the public. • Live - The dashboard is a living report which is frequently updated. This session will: • Provide a demonstration of Suffolk County Council’s Cost of Living dashboard • Give an overview of data sources • Explore opportunities for automation using Power BI • Discuss how the data dashboard is used locally This event is open to all; however, we anticipate it will be of most interest to anyone working on cost of living dashboards at the local level.
