 Most of the fires are man made (arsons)
 Most of the fires are direct or indirect emerge
with certain purpose
 Fire occurs not only on the community land but
also at companies land
 Fires causes environmental destruction
 Less initiative done by the local government
 Low of the law enforcement

accidentally not systematically
 Coordination among stake holders
