A challenge: funding uncertainty
1. Budget uncertainty while implementing leading
   to reluctance to implement
2. Detailed operational planning difficult as budget
   targets for subsequent year uncertain (changes
   in W2 funding can make planning difficult)
3. CCAFS believes the Consortium proposal to
   guarantee a certain target in advance of the
   next year is the way ahead
To end on a positive note, the recently
 completed EC external evaluation said …
• “CCAFS is a strategic program …….”
• “significant progress has been made”
• “The program is on course and is managed by
  highly competent professional staff.”
• “The EC should maintain current levels of
  funding, and consider increased financial

  • 18. A challenge: funding uncertainty 1. Budget uncertainty while implementing leading to reluctance to implement 2. Detailed operational planning difficult as budget targets for subsequent year uncertain (changes in W2 funding can make planning difficult) 3. CCAFS believes the Consortium proposal to guarantee a certain target in advance of the next year is the way ahead
