Tobacco kills nearly 6 million people globally each year, with 1.6 million deaths in the WHO European Region. Raising taxes on tobacco is the most effective policy for reducing tobacco use and saving lives. WHO recommends that taxes represent at least 75% of the retail price of cigarettes. Increasing cigarette taxes by 50% could generate over $100 billion in additional government revenue and reduce the number of smokers by 49 million, averting 11 million smoking-attributable deaths. 26 countries in the WHO European Region have implemented a minimum 75% tax share as recommended by WHO.
