 on August 28th. This is a large fundraiser for our chapter. Members who

Spoke about Rep Jim Marshall looking to rename a section of Rt. 18 Vietnam Veterans Memorial Highway.
Legislative - Bart Farzati give his report. Several issues he’s not happy with. He also spoke about the Veter-
ans Court that they are working on setting up here in Beaver County.
AVVA - Linda Pavkovich spoke about getting signatures on a petition for Incorporating the AVVA. She also
spoke about other things they have going on. She spoke about the PA State AVVA Meeting.

Pa State Council Meeting - Jon Neely gave a report on what went on. Rich Kamzelski is now the PA VVA
Sgt of Arms. Lee Corfield is now our new PA State VVA Secretary. Larry Googins is now Chairman of Fi-

box. Lee spoke about possible Pirate Game in August. Summer uniforms are in, getting patches sewn on.
Larry spoke about who some of the people who will be at the Beaver Co Expo this coming Saturday.

                             Update on New VA Agent Orange Claims
        This week military writer Tom Philpott reported in his column that VA Secretary Shinseki met with
Senate VA Committee Chairman Daniel Akaka last month and asked him to cancel a hearing on the subject.
Although Akaka agreed, it was with reluctance because the decision will add $13.6 billion to VA compensa-
tion claims in a single year.
According to Philpott, Senators Akaka and Webb are asking Secretary Shinseki for “more details on the conse-
quences of presuming service-connection for ischemic heart disease to any veteran who can show he stepped
foot in Vietnam.”
        The cost of the decision has the two Senators worried about the impact it could have on other VA ser-
vices. Webb expressed in a letter sent to Shinseki in early June his concern that the 1991 Agent Orange Act,
under whose authority Shinseki acted, was designed to cover “relatively rare conditions” and that he is afraid
the new ruling has the effect of expanding presumption to common diseases of aging.

        A spokesman for Akaka said new hearings on the issue could be rescheduled for late summer or fall.
However, in order for Congress to block the VA’s new regulation, both the House and Senate would have to
pass blocking resolutions, something that most likely will not happen

   Hi Folks
       Well, I’ve taken on a few more items. I will now be volunteering at the Cranberry VA Clinic on
Tuesday Mornings and also volunteering at the “Cemetery of the Alleghenies” Military Cemetery. I hope
some day I’ll learn to say no. I just have a hard time saying No when it pertains to Veterans, alive or dead.
When Our Funeral Detail has a Funeral, I’m usually the one who presents the American Flag to the next of
Kin. That’s a job I do with Pride and Respect. & Honor. When we started the Funeral Detail, I always said,
Give me the toughest job there is. I’ll perfect it and then that’s all I have to worry about. If any one has any
questions, pertaining to the Cemetery of the Alleghenies, Feel free to ask. I will have pamphlets with me at all
times.

Oh yes, I took on another new job. I was recently elected as the PA VVA State Council Secretary. Yes, you
might say, how do they say it? I’m a glutton for Punishment!!!

Looks like I’ll be taking a vacation the month of August off do to some traveling for the VVA Leadership
Conference in Orlando Florida and also my C7-A Caribou Reunion at Robbins Air Force Base Georgia. I
should be here for the VVA 862 Picnic. Sure don’t want to miss that.

           Just a reminder There will be “No” Newsletter for the month of August.

                                             Legislative Update
                                                 July 2010

•    S-3962 has passed and is awaiting President’s signature. It will fix the 21% cut in doctor payments to
     Medicare and TriCare providers. Commonly called the “Doc Fix” this bill only extends the fix until
     1 December Stay tuned for another fix.

•    Hr-3214 which will eliminate Concurrent Receipt for severely disabled retirees is now bogged down in the
     senate over associated costs. The senate has agreed to take up the bill after the July 4th recess.

•    HR 2254 the Agent Orange Equity act has 257 cosponsors and S 1939 in the Senate has 19 cosponsors.
     No movement from either chamber on these bills. In his testimony before the Senate Veterans Affairs
     Committee on 19 May, Mr. Rick Weidman VVA Exec. Director for Policy and Gov. Affairs lays out in
     great detail reasons for our support for this bill. Read the entire testimony at

                                                June 16, 2010

Chapter Representative Linda Pavkovich called the regular meeting of AVVA Chapter 862 to order at 6:00
PM with 15 members present.

Minutes of the previous meeting were approved as published.

The report was given on our line item in the VVA budget and will be filed.


Unfinished Business:

Our visits to Friendship Ridge have been tabled until a discussion can be held with the VVA BOD.

We have more than the required 25 signatures for the Incorporation Petition. The petition and accompanying
paperwork has been mailed to the AVVA National Membership Chair for verification.

The Vet Center donation this month will be to the Ambridge Veterans Service Center.

Penny Meinhardt was contacted regarding the Remembrance Pins, but there has been no reply or response.

Upon a motion by Donna Corfield, seconded by Sandy Giordano, AVVA will reimburse the Googins for the
cost of the AVVA banner.


New Business:

Thank you to all who helped at the Troop Rally to raise funds for the Yellow Ribbon Girls and to those who
helped to recruit new AVVA and VVA members.

John Wakeley brought to the attention of the members that Simpson’s Funeral Home has a very nice pamphlet
for families regarding what needs to be done ahead of time and at the time of death of a loved one. He will get
more information.

We welcome new members: Debra Henry, Krista Guandolo, and Lori Guandolo

Meeting adjourned.

Next meeting will be July 21, 2010 at the Rochester VFW in the Board Room at 6:00 PM.

Respectfully Submitted, ` Lee Corfield - VVA 862 Secretary Update on New VA Agent Orange Claims This week military writer Tom Philpott reported in his column that VA Secretary Shinseki met with Senate VA Committee Chairman Daniel Akaka last month and asked him to cancel a hearing on the subject. Although Akaka agreed, it was with reluctance because the decision will add $13.6 billion to VA compensa- tion claims in a single year. According to Philpott, Senators Akaka and Webb are asking Secretary Shinseki for “more details on the conse- quences of presuming service-connection for ischemic heart disease to any veteran who can show he stepped foot in Vietnam.” The cost of the decision has the two Senators worried about the impact it could have on other VA ser- vices. Webb expressed in a letter sent to Shinseki in early June his concern that the 1991 Agent Orange Act, under whose authority Shinseki acted, was designed to cover “relatively rare conditions” and that he is afraid the new ruling has the effect of expanding presumption to common diseases of aging. A spokesman for Akaka said new hearings on the issue could be rescheduled for late summer or fall. I will now be volunteering at the Cranberry VA Clinic on Tuesday Mornings and also volunteering at the “Cemetery of the Alleghenies” Military Cemetery. I hope some day I’ll learn to say no. I just have a hard time saying No when it pertains to Veterans, alive or dead. When Our Funeral Detail has a Funeral, I’m usually the one who presents the American Flag to the next of Kin. That’s a job I do with Pride and Respect. & Honor. When we started the Funeral Detail, I always said, Give me the toughest job there is. I’ll perfect it and then that’s all I have to worry about. If any one has any questions, pertaining to the Cemetery of the Alleghenies, Feel free to ask. I will have pamphlets with me at all times. Oh yes, I took on another new job. I was recently elected as the PA VVA State Council Secretary. Yes, you might say, how do they say it? I’m a glutton for Punishment!!! Looks like I’ll be taking a vacation the month of August off do to some traveling for the VVA Leadership Conference in Orlando Florida and also my C7-A Caribou Reunion at Robbins Air Force Base Georgia. I should be here for the VVA 862 Picnic. Sure don’t want to miss that. Just a reminder There will be “No” Newsletter for the month of August. It will fix the 21% cut in doctor payments to Medicare and TriCare providers. Commonly called the “Doc Fix” this bill only extends the fix until 1 December Stay tuned for another fix. • Hr-3214 which will eliminate Concurrent Receipt for severely disabled retirees is now bogged down in the senate over associated costs. The senate has agreed to take up the bill after the July 4th recess. • HR 2254 the Agent Orange Equity act has 257 cosponsors and S 1939 in the Senate has 19 cosponsors. No movement from either chamber on these bills. In his testimony before the Senate Veterans Affairs Committee on 19 May, Mr. Rick Weidman VVA Exec. Director for Policy and Gov. Minutes of the previous meeting were approved as published. The report was given on our line item in the VVA budget and will be filed. Unfinished Business: Our visits to Friendship Ridge have been tabled until a discussion can be held with the VVA BOD. We have more than the required 25 signatures for the Incorporation Petition. The petition and accompanying paperwork has been mailed to the AVVA National Membership Chair for verification. The Vet Center donation this month will be to the Ambridge Veterans Service Center. Penny Meinhardt was contacted regarding the Remembrance Pins, but there has been no reply or response. Upon a motion by Donna Corfield, seconded by Sandy Giordano, AVVA will reimburse the Googins for the cost of the AVVA banner. New Business: Thank you to all who helped at the Troop Rally to raise funds for the Yellow Ribbon Girls and to those who helped to recruit new AVVA and VVA members. John Wakeley brought to the attention of the members that Simpson’s Funeral Home has a very nice pamphlet for families regarding what needs to be done ahead of time and at the time of death of a loved one. He will get more information. We welcome new members: Debra Henry, Krista Guandolo, and Lori Guandolo Meeting adjourned.
