IN THE ZONE
Hello Area I Community Members,
Wow, what a month it has been “June!”
We saw Col. Scott’s Farewell on the 18th, Mr.
Giddens’ Farewell on the 25th, the Employee
Appreciation Day on the 20th, the Area I
Change of Command on the 30th, and the final
preparations for the 4 July Celebration!!!
We saw the Child Youth Services Girl’s Softball
Team “lady Monsters” take away an undefeated
Season with the Jamboree Championship Trophy.
We had more than 350 runners participate at the
Army 10 miler. We had full houses at each of our Father’s Day Brunches,
BOSS Beach Blast, the 2nd Cycle for Area I Commander’s Cup ended and
our Golf Courses are looking marvelous this year and the list goes on!!!
In this issue of the ITZ magazine, we feature Mr. Freddie L. Giddens’
(Deputy Garrison Commander) farewell note to Area I Community Members
and Staff. Mr. Giddens departs USAG Red Cloud and Area I for the USAG
Japan as their new Deputy Garrison Commander, our loss will truly be their
gain.
Mr. Giddens leaves Area I on a “high note” as a great leader and
advocate for our community, however, even more so for receiving the
John W. Macy Jr. Award. This Award recognizes demonstrated excellence
in the leadership of civilians by an Army military or civilian supervisor. It
exemplifies the highest traditions established by Mr. Macy during his long
and distinguished career of public service and the Army's philosophy that
leaders are responsible for civilian personnel management; which by the
way, was presented by Honorable Under Secretary Brad R. Carson…. “Way
to go Mr. “G!”
As we begin the month of July; we start it off right with the “Annual 4th
of July Celebration, which features the “shooting of the fireworks” as soon
as the sun goes down. This year will be even more grand than last year;
with more events, competitions, food, beverages, entrainment, bands, static
displays, Flea-market, pony rides and more; so mark your calendars for the
4th and come out to celebrate with us, also we have Unit Level Softball
Tourneys at Camp Stanley 5-7, ROK/US Friendship 4 Man Scramble at CRC
Golf, and much, much more!!!!
Peruse the ITZ magazine for all the events, programs and specials that
are available to you as an Area I Community Member!!! See you out and
about!!!

DMZ Tour Guidelines
- When viewing the Conference Room, do not touch any
equipment belonging to North Korea.
- Do not speak with, make any gesture toward, approach or
respond to personnel from the other side.
- Military or other official considerations may prevent entry
into the JSA.
- Casual clothes, such as ripped jeans, sleeveless shirts,
miniskirts, short pants, military clothes, and sandal/slippers
are not permitted during the tour.
- Shaggy or unkempt hair is not allowed.
- Children under 10 years of age are not allowed.
Observation Post (OP) Dora
As the northernmost observatory in South Korea,
OP Dora is located within the DMZ and provides the
closest view of North Korea. Propaganda Village and
Farmland of North Korea lay in view just ahead as do
some areas of Gaeseong. The Gaeseong Industrial
Complex and a bronze statue of Kim Il Song can be
seen through a telescope.
DMZ Third Tunnel
The Third Tunnel was discovered 52 km away from
Seoul in the administrative district of Paju in 1978.
It is 1,635 meters in length, 2 meters in width and 2
meters in height. The tunnel’s size would allow an
army of thirty thousand fully-armed North Korean
Soldiers to pass through within an hour.
The Third Tunnel is the largest one discovered so
far, indicating North Korea’s desire to invade Seoul
during that time.

The Joint Security Area (JSA)
The JSA resembles a square measuring about 800
meters across. After the Armistice Agreement was
signed, the JSA became a neutral location where
guards from both sides were allowed to move about
freely. It was the only place in the Demilitarized Zone
(DMZ) where the Military Demarcation Line (MDL) was
originally not clearly marked.
That changed after North Korean guards murdered
two United Nations Command (UNC) officers with
axes on August 18, 1976. After the Ax Murder
Incident, the MDL was marked within the JSA, and
that marking system continues until today.
The only place where border crossings are allowed
is inside the conference buildings of the Military
Armistice Commission (MAC). The MDL in the JSA is
marked with one hundred and twenty six one-meter
high white stakes at 10 meter intervals. Throughout
the rest of the DMZ, the boundary is marked with
MDL markers. Each side owns six guard posts in the
JSA and no more than thirty five armed guards can be
present on each side.
The JSA is a venue for exchanges and negotiations
between the North and South. A variety of political
and economic issues, cultural conferences and Red
Cross meetings are held in the JSA.

A
s I departed this great Nation, I would
like to dedicate this article to COL Scott,
Distinguished Guests, Commanders,
Sergeant Majors, Airmen, Directors, Special Staff,
co-workers, Soldiers, Civilians and Families, thanks
for your support. And from afar I would like to do
a “shout out” to my lovely wife, Nelly, my kids and
grandkids Alexis, Joshua, Family and friends. As we
bring this chapter to a close, I would also like to give
thanks to my Savior for providing me the opportunity
and strength to serve with you, and for bringing us
together to celebrate our journey here in Korea.
During the month of June, the Garrison was
extremely busy with several farewells; also we
received a Department of the Army level award, and
we conducted our second Employee Appreciation
Day. Additionally, on 30 June, we conducted a
Change of Command Ceremony with COL John
M. Scott and COL Jack Haefner. The event was
commenced with COL Scott’s award ceremony
and following with the passing of the colors, which
culminated a command tenure of many successes and
accomplishments under COL Scott’s leadership. In
retrospect, several Garrison’s leaders, to include Ms.
Evelyn Faulkner, Directorate of Human Resources,
Ms. Wanda Etheridge, Directorate of Plans, Training,
Mobilization and Security and Mr. Raymond Myers,
Deputy to the Casey Garrison Commander departed
Area I. Each of our departing professionals earned
our gratitude, respect and appreciation for their
contributions and support of our Soldiers, Civilians
and Families.
On 9 June, and on your behalf, during the annual
Kushnick, Macy Hoge awards ceremony, I was
honored to receive the prestigious “John W. Macy,
Jr. Award” at the “Hall of Heroes,” at the Pentagon
in Washington, D.C. The award was signed by the
Secretary of the Army, and presented by the Under
Secretary of the Army, the Honorable Brad R. Carson.
Prior to the award presentations, the Honorable
Carson made the following opening remarks:
stating that The world is rapidly changing, and we
must change with it to remain relevant. To make
that change, Soldiers and Army Civilians should
experiment and try to discover new and innovative
techniques, methods and approaches that can be
applied to “People, Processes and Systems.” He
went on to say that experimentation and innovation
are Distinctly American ideas, deeply ingrained
in our culture and in the Army culture. While all of
the Army's accomplishments are appreciated, even
celebrated, we can't afford to make any of those
accomplishments sacred. Our vision is to recreate our
workforce, not necessarily based on precedent, but to
meet the future requirements and demands that will
come upon us, he said.
Continuing, the Honorable Carson noted the
Army is a massive global enterprise, and that
the responsibilities of the civilian workforce in
underpinning the forces we deploy abroad are
critical.
Recognizing this is a time of opportunity for
Civilians, he went on to say The professionalism
of the force is rising, and the time to make large,
enterprise-wide changes to our processes is upon us.
He encouraged Senior Leaders to give Army Civilians
all of the authorities and the tools they need to
meet the many emerging challenges.
Even though I was your recipient for the award, it
was because of your dedication, team commitment
and hard work that we received that level of Army
Recognition. From my perspective, the award
recognized our exceptional performance and
achievement as the Area l Garrison team. The award
also represents our consistent delivery of exceptional
quality programs and services for 2013.
Additionally, according to the purpose of the John
W. Macy Jr. award, we were honored because of our
ability to achieve mission success at every level of our
organized activity, which requires effective leadership.
While my leadership qualities and accomplishments
were the primary focus of the award, the excellence
of our team’s performance, the growth of our team
members, the dedication and professionalism of
our team, and the esprit de corps of our team were
major indicators of our effectiveness and success.
Previously, we have been recognized on many
occasions for other achievements, some of which have
set standards for others to emulate.
In 1988, the first John W. Macy Jr. award was
presented, and for 2013, we were the twenty-fifth
recipient. Also, this was the first time in the history of
these presentations that two IMCOM employees won
two out of the three 2013 awards presented for that
type and level of recognition.
Ms. Dianne V. Smith, Supervisory Strategic Planning
Specialist, Plans, Analysis and Integration Office, at
USAG Fort A.P. Hill was one of the other IMCOM
winners. Ms. Smith was honored with the Nick Hoge
award for her demonstrated leadership and innovative
skills, coupled with her technical knowledge in
building high-performing teams.
The third recipient was Mr. David A. Helmer,
Human Resources Officer (Labor Relations), Office
of the Deputy Chief of Staff, G-1. Mr. Helmer was
honored with the William H. Kushnick Award, for
his unmatched subject-matter expertise, steady
leadership and results-oriented advice during 2013’s
unprecedented challenges. Being honored at the
Army level was a milestone in my career and for your
efforts and support I am grateful.
On 20 June we conducted our second bi-annual
“Employee’s Appreciation Day,” attended by
approximately 850 employees, who were served
meals by the Area I Garrison Senior Leaders. When

when the rain blesses the earth and the water wipes
away their mark. The effects of some “footprints”
influence others like a chain-reaction. And I believe
that my “footprints,” our actions, will be long lasting
for good or bad, for our caring attitude and support
that we displayed for each other and our customers,
or for our character, perhaps.
It is also valuable not to judge our efforts now,
because in some cases the proof of our decisions
and actions has not yet been realized. Sometimes
good things don't necessarily come out right away;
were over, the Directorate of Public Works captured
the Commander’s Cup Trophy with honors.
My departure is filled with excitement and anxiety,
because I am excited about my new assignment as
the DGC at U.S. Army Garrison Japan. However, I
am also anxious about my pending departure from
my many Korean friends and professional colleagues.
I would like to commend each of you for your
performance, work ethics and your commitment in
support of this command during the past two years.
Each of you has played a vital role in my career and
professional development, and for your efforts and
dedication, I am grateful.
At this time I would like to transition, and take a
moment to focus on how we travel through life, and
the impacts (good or bad, positive or negative) that
we have on the “people” that become a part of our
journey.
I would like to share with you an article that is
titled “Footprints,” and dedicate this article to the
Soldiers, Civilians and Families of Area I. In 2008, a
modified version of this article was dedicated to me,
by Ms. Jannette Yambo, Marketing Assistant, when I
departed from USAG Fort Buchanan, Puerto Rico, as
the former Director of Family, Morale, Welfare and
Recreation.
Our “footprints” are relevant to the endless
opportunities, rewards, achievements and challenges
that each of us encounter during the course of our
life and career. Our “footprints” are a mirror of our
life-long legacy and are a true reflection of our life.
The “steps” we take are captured from all angles,
mentally, physically, emotionally, spiritually and
professionally. Our “footprints” demonstrate who
we are, what we have done, who we helped and
motivated, and how we lead. And sometimes those
that we encounter strive to emulate our journey.
“Footprints.” There are people in this world that
leave meaningful “footprints” behind ……everywhere
they go, very strong, very marked, very deep and very
clear, “footprints” that speak for themselves. The
continuity, the intensity, the passion and compassion
of the steps show their leadership, strength, purpose,
focus and vision.
My Footprints – and Our Journey......who said
that it would be easy to manage People, Processes
and Procedures while providing oversight for
managing money and other resources......? No one.
And no one should assume serving as the Area l
Garrison DGC would be easy, but then again, my
job was easy, rewarding and challenging. It was easy
because of your commitment to Serve Those Who
Serve. It was easy because you performed as a team
to meet standards; it was easy because of your caring
attitudes.
It was rewarding because of our accomplishments,
recognition and many successes. But it is also true
that my job, our jobs, are also challenging, because
to maintain high levels of customer satisfaction is
never easy, it takes time, patience and many sacrifices
have to be made to reach the right balance between
executing the mission and providing exceptional and
sustainable quality customer service.
Some “footprints” disappear when the wind blows,
sometimes it takes a while to see results. We need to
see what was done in the past to understand why it
was done.
My tour here in Korea has been rewarding, because
I was married on 26 April 2013, to my lovely wife Nelly
in San Juan, Puerto Rico, and ventured on my first
cruise with Joshua and her Family to the Caribbean
Islands. And I have learned from the Area l team and
from serving as the interim DGC for three months at
USAG Japan. However, this tour of duty has also
been challenging with the loss of three of my brothers
to various medical illnesses, my oldest and youngest
and Nelly’s brother.
But, we must keep the faith and always remember
that only God has ultimate control, and that He is the
only one that lets situations happen, at a certain time,
for a reason, regardless of our circumstances. And He
never leaves us alone, which is a true testament of his
“footprints.”
Previously, I was assigned to UNC/USFK, J2, as a
soldier from 1974 to 1976, and from 1978 to 1979
I was assigned to Fourth and Seven CAV at Camp
Garry Owens, working for the Staff Judge Advocate
Corps. Subsequently, I was re-assigned to HHC, 2ID,
at Camp Casey as the Second Infantry Division boxing
coach, selected by General David E. Grange, Jr., CG,
2ID. Both assignments were rewarding, because life
is always about change, flexibility and the ability to
adapt to new circumstances.
2928 USAG Red Cloud - Casey and Area I Family and MWR Magazine IN THE ZONE
End
Soldiers, Civilians and Families First...... Quality Programs and Services Always
As we travel through life, we can always count on
change, because change is constant. For the past two
years we were challenged with a Korean-wide, local
national reduction in force, two furloughs, no pay
raises, the uncertainties of transformation, manpower
reductions, limited resources, the threat of hostilities
from the North and the complexities and challenges
of the overseas tour extension program.
However, through it all, we managed those
challenges as opportunities and developed standards,
relocated offices, agencies, changed the names of
facilities, programs and activities, built new barracks,
facilities, fitness and walking trails, while successfully
addressing employee’s problems, concerns,
complaints and misunderstandings. Also, we have
been honored with various individual and team
achievements. And most noteworthy was our “clean
sweep” honors as the “BOSS” of the Pacific Region
“BOSS Program.”
For twenty-five months we did what should have
been done, without hesitation, without doubts, on the
spot, and in any circumstances. What we did, how
we did it, how we serve, who we serve, and what we
achieved, are our greatest accomplishments, and we
should be extremely proud of our success.
Each of you will continue to foster a caring attitude
that exceeds our customers’ expectations, while
maintaining mission readiness. Each day we serve to
protect and defend the freedom of our nation and
the Republic of Korea. And our contributions for the
Korean-American Alliance are in keeping with our
highest traditions and standards of our Army and our
nation.
My commitment and focus as the DGC has always
been to execute and achieve the Area I Garrison
Commander’s intent, by creating efficiencies and
effectiveness. We developed new processes,
procedures and programs, changed policies and
enhanced the way we deliver our services to our
customers. I believe in teamwork, in team building,
in recognition, in awards and rewards to achieve our
program goals and objectives. During my tenure we
trained our leaders to lead with a sense of passion
and compassion for those they serve.
We strived each day to gain the very best from
each other, and to support Second Infantry Division’s
mission readiness and our ability to “Fight Tonight.”
I was charged with the responsibility to manage
and lead, and my decisions and our actions were
always based on regulatory requirements and the
operational needs of Area I and our Army.
To the Area I team, thanks for everything that you
have done and will continue to do, because there is
always a time to learn, a time to give and to receive,
and our time, your time, is not yet done.
Each of you will continue to do what you do, when
you do it and how you do it, for the right reasons
at the right moment. And change will continue,
because some of you will accept new responsibilities,
overcome new challenges and achieve new successes.
But it is also time for me to move on and become
the DGC at USAG Japan, and continue my work with
different “people,” in a different environment, with
a different culture, to develop and execute different
policies and procedures. But I will never forget what
we achieved here in Area I. Many of our “policies and
procedures” have been adopted at other Garrisons,
which is a reflection or our “footprints” and our
success in setting standards and leading from the
front.
As I depart Korea, I would be remiss if I did not take
the time to give several special acknowledgements
and to show my appreciation and gratitude, for their
support and leadership. And there are many others
that I will not mention who have played a valuable
role in our success, and will continue to meet the
ever-changing needs of our Army and our Nation.
First I want to thank COL Scott for his leadership,
flexibility and compassion to serve. He is a “Soldier
of Soldiers” and has earned my respect, appreciation
and lifetime loyalty. Since his arrival, he led from the
front, incorporating the knowledge, skills and abilities
of his workforce for the overall success of the Area l
Garrison team. He believed in training and growing
the Garrison and Area l team, and I am confident that
because of his leadership, tenacity and professional
courage, that Area l is a much better place to live,
work and play.
Command Sergeant Majors Hatfield, Peden and
Quirk. Each of you have served, and will continue to
serve, with dignity and respect by taking care of the
needs of our Soldiers, Civilians and Families. Each
of you effectively serves as the Commander’s Battle
Buddy with honors.
Ms. Kim, Song Ae, without a doubt, is the very best
administrator and administrative team leader that
I have encountered in my 44 years of government
service. That was very easy for me to acknowledge,
because for the past two years she and her team
never missed a beat, while performing multiple tasks
at the same time. Simply said, you are good at what
you do, and how you get the job done. And for her
friendship, courage and professional service I am
honored and forever grateful.
To Mr. Kim (Senior), Young Kim, Mr. Yi and PFC
Jeon, thanks for their daily support and for a job well
done. Mr. Kim, Senior has served with honor as a
driver and interpreter for 18 Garrison Commanders.
To the Casey Command team, the Garrison’s
Directors, Special Staff, and the entire Area l
Garrison workforce; you have earned my respect
and appreciation for a job well done and for mission
success. I am extremely proud to have served with
each of you on the Area l team, and I am confident
that you will continue to offer quality, innovative
programs and services to our customers that will
continue to be truly “Second to None.”
To the good neighbors and private organizations,
through their involvement, contributions and
sponsorship, they ensured the quality of life and
well being of our Soldiers, Civilians and Families was
maintained at the highest standards and truly reflects
our Korean-American alliance.
In closing, on behalf of my lovely wife Nelly, Joshua
and I, COL Scott, distinguished guests, Commanders,
Sergeant Majors, Airmen, Soldiers, Civilians and
Families, thanks for your continuous support in
“Serving Those Who Serve……While Serving The
Needs of Others.”

Volunteer of the Month
Usag Red Cloud - Casey and Area I
Mrs. Angelia Brown, an active volunteer since the beginning of the 2014
tax season in January, has accumulated over 600 hours at the 2ID Tax Center.
Eager to share her experience and expertise in tax preparation with the Area
I Community that she gained while working at the Tax Center in Garmisch,
Germany, Mrs. Brown seized the opportunity to attend the Internal Revenue
Service tax course, held here at Camp Casey.
In addition, she completed several grueling tax certification exams which,
in the end, provided her with credentials to oversee preparation and provide
quality review of over 2,000 tax returns with refunds totaling almost $3,000,000,
a savings of about $176,000 in tax fees to Soldiers and their families.
Each day Mrs. Brown strives to make a difference, taking the initiative, and
finding ways to improve Tax Center functions. She implemented efficient
organization to the filing system, assisted in managing client scheduling, and led tax preparation training
sessions. Mrs. Brown has also traveled with the Mobile Tax Team to the Joint Security Area (JSA) to
prepare tax returns for Soldiers in the United Nations Command Security Battalion. This was significant
because JSA Soldiers did not have easy access to the Tax Center.
Always with a smile and positive attitude, Mrs. Brown goes above and beyond to ensure she does
everything she can to help Soldiers and their families receive their tax entitlements.
Definitely an asset to the 2ID Tax Center, Mrs. Brown’s time and commitment exemplifies the Army’s
Volunteer Corp invaluable service to the Area I Community. For this we are grateful, and say thank you,
Mrs. Brown. Congratulations to Mrs. Brown for being selected “Volunteer of the Month” for June 2014.

If you haven’t been to Army Community Service in awhile, looking to Volunteer or are not sure what Army
Community Service has to offer, stop by and discover what we can do for you. Army Community Service is
hosting a Birthday Open House and information session entitled, “Real Life Solutions for Successful Army Living
on Friday, July 11, 11 a.m. - 2 p.m. The event will allow us to showcase our services and will feature a 15 minute
ACS Informational Brief followed by birthday cake and ice cream sundaes.
The history of the Army Community Service (ACS) is long and varied. For years, Army wives operated lending
closets, thrift shops, and nurseries; raised funds to help the needy; assisted in emergencies; taught and trained
the inexperienced; provided care and comfort to the ill and bereaved; and through a grassroots understanding of
the Army community, contributed significantly to its stability. An adverse aspect of these social service activities
was that they often disappeared or stagnated when their originators transferred or left the service.
Army Community Service (ACS) was designed to eliminate this adverse aspect and provide a flexible
framework for the operation of a viable system of social services. Changes in the Army community have been
substantial and significant, and reflect the changes of the larger society which it serves.
World War II saw the beginning of the Army Emergency Relief (AER) Program in 1941 and first major office
opened in New York City in 1942. This office also drew on volunteers and charities and other civic organizations,
such as psychiatrists, social workers, and lawyers, to ease the hardships of Soldiers and their families.
On 25 July 1965, General Harold K. Johnson, Army Chief of Staff dispatched a letter to all major commanders
announcing the approval and establishment of the ACS Army-wide. By 1969, 155 ACS centers had been
established, with the majority in Germany.
Throughout the decades, ACS has grown and evolved in responsibility and effectiveness. The publication
of a revised version of AR 608-1 introduced new avenues for accomplishment within this viable program and
additional programs were formed under the Army Community Service umbrella. The ACS Centers are now
required to go through a rigorous inspection of 208 items to be considered for Accreditation Certification.
Today, 83 ACS Centers worldwide remain an integral part of the Army Family by supporting the Army
Force Generation Model (ARFORGEN) and unit commanders by identifying quality of concerns and supports
restoration of balance by improving predictable standardized services and programs across the Army. ACS
supports the ARFORGEN through Family Assistance Centers, Soldier Readiness Processing, Deployment Cycle
Support, Operation READY, Family Readiness Groups, Rear Detachments, Military and Family Life Consultants,
and the vFRG.
The core programs and services provided by ACS Centers have grown from its early days to include: Army
Family Action Plan, Army Family Team Building, Army OneSource, Army Volunteer Corps, Exceptional Family
Member, Family Advocacy, Financial Readiness, Information and Referral, Relocation Readiness, Sexual Assault
and Response Program, Soldier and Family Assistance Center, Spouse Employment, Survivor Outreach Services,
Transitional Compensation, and Victim Advocacy. ACS continues to grow and evolve to meet the changing needs
of the global Army Family.
We exist to help you with everyday concerns as well as in your times of need or distress. We operate in real
time and offer Real Life Solutions for Successful Army Living. ACS is still serving the Army Family after 49 years.
We still believe that volunteers are the heart of our programs. Some of the programs and services we provide
are:

5150 USAG Red Cloud - Casey and Area I Family and MWR Magazine IN THE ZONE
Do you have an aspiring little chef at home? Or simply would like to try a new family activity? Then sign your
kids up for one of the Children Cooking Classes provided by the USAG-Red Cloud and Area I Family and Morale,
Welfare and Recreation (FMWR) Department. The classes are held every other Wednesday at 3 p.m. at the Camp
Casey Gateway Club. The $ 5 per student fee includes all materials needed for the class.
“The goal of this program is to get families to spend more quality time together,” says FMWR Chief of NAF
Support Mike Vail, who doubles as the instructor.
“For everything we do we not only give students the recipe, we also give them some of the product, whether
it be cookies or pizza dough, so they can go home and cook it with their families just like they did in class.” he
adds.
Writing for the In the Zone Magazine, I was able to observe and participate in the class as the kids made
calzones. It was evident that Vail’s background in culinary arts is only one part of what makes the class successful.
The connection he makes with the kids and their parents is easy to see.
“I enjoy it. I really like working with kids and of course I enjoy cooking myself, so it’s fun for me but also I
like showing them and the parents just how easy it is to make good food at home,” says Vail.
The cooking classes are relatively new at Camp Casey, but just three classes into the
program it is quickly gaining popularity with not only kids, but with parents as well.
Something Good
In The Gateway Club Kitchen
Anna Smith, whose 4 children have attended all of the classes so far, says that it is not only fun and educational
for them, but it has given them a better understanding of how cooking works.
“They appreciate it when I cook at home more now. They understand the different steps that it takes to make
a meal,” Smith says. “I’m really happy that they have these classes. I wish they had started them long ago,” she
adds enthusiastically.
According to Vail the art of cooking is more than preparing food.
“It involves a certain science to properly mix the ingredients and know what goes with what and that’s part of
what we include in the classes.
“We show them, for example, the way you knead, or handle, bread or how you combine certain things has a
direct outcome on the results,” he says.
As part of the fun, yet educational curriculum in class, children receive a tour of a commercial kitchen and
learn the importance of sanitation and safety while cooking. Students also get to play an important part on what
recipes are offered for each class.
“We made pizza today and they wanted to make it again. I told them that instead I’d show them how to make
something else with the same ingredients, so we made calzone. It’s all part of teaching them how to play around
with ingredients to create different things,” says Vail.
And with the end of class comes the best part of cooking, enjoying the food! Kids and parents were able to
enjoy a taste of the delicious food the kids just prepared.
“It really is a great program. The kids have fun, spouses are able to meet other spouses and, at the end of the
class, they leave with food, ingredients and a recipe and still get home at a reasonable hour,” says Vail with a big
smile.

Scott’s Farewell on the 18th, Mr. Giddens’ Farewell on the 25th, the Employee Appreciation Day on the 20th, the Area I Change of Command on the 30th, and the final preparations for the 4 July Celebration!!! We saw the Child Youth Services Girl’s Softball Team “lady Monsters” take away an undefeated Season with the Jamboree Championship Trophy. We had more than 350 runners participate at the Army 10 miler. We had full houses at each of our Father’s Day Brunches, BOSS Beach Blast, the 2nd Cycle for Area I Commander’s Cup ended and our Golf Courses are looking marvelous this year and the list goes on!!! In this issue of the ITZ magazine, we feature Mr. Freddie L. Giddens’ (Deputy Garrison Commander) farewell note to Area I Community Members and Staff. Mr. Giddens departs USAG Red Cloud and Area I for the USAG Japan as their new Deputy Garrison Commander, our loss will truly be their gain. Mr. Giddens leaves Area I on a “high note” as a great leader and advocate for our community, however, even more so for receiving the John W. Macy Jr. Award. This Award recognizes demonstrated excellence in the leadership of civilians by an Army military or civilian supervisor. It exemplifies the highest traditions established by Mr. Macy during his long and distinguished career of public service and the Army's philosophy that leaders are responsible for civilian personnel management; which by the way, was presented by Honorable Under Secretary Brad R. Carson…. “Way to go Mr. “G!” As we begin the month of July; we start it off right with the “Annual 4th of July Celebration, which features the “shooting of the fireworks” as soon as the sun goes down. This year will be even more grand than last year; with more events, competitions, food, beverages, entrainment, bands, static displays, Flea-market, pony rides and more; so mark your calendars for the 4th and come out to celebrate with us, also we have Unit Level Softball Tourneys at Camp Stanley 5-7, ROK/US Friendship 4 Man Scramble at CRC Golf, and much, much more!!!! Peruse the ITZ magazine for all the events, programs and specials that are available to you as an Area I Community Member!!! • 10. All participants must have their passport or I.D. card on them during the tour. DMZ Tour Guidelines - When viewing the Conference Room, do not touch any equipment belonging to North Korea. - Do not speak with, make any gesture toward, approach or respond to personnel from the other side. - Military or other official considerations may prevent entry into the JSA. - Casual clothes, such as ripped jeans, sleeveless shirts, miniskirts, short pants, military clothes, and sandal/slippers are not permitted during the tour. - Shaggy or unkempt hair is not allowed. - Children under 10 years of age are not allowed. Observation Post (OP) Dora As the northernmost observatory in South Korea, OP Dora is located within the DMZ and provides the closest view of North Korea. Propaganda Village and Farmland of North Korea lay in view just ahead as do some areas of Gaeseong. The Gaeseong Industrial Complex and a bronze statue of Kim Il Song can be seen through a telescope. DMZ Third Tunnel The Third Tunnel was discovered 52 km away from Seoul in the administrative district of Paju in 1978. It is 1,635 meters in length, 2 meters in width and 2 meters in height. The tunnel’s size would allow an army of thirty thousand fully-armed North Korean Soldiers to pass through within an hour. The Third Tunnel is the largest one discovered so far, indicating North Korea’s desire to invade Seoul during that time. D e m i l i t a r i z e d Z o n e DMZ Third Tunnel July 12 26 Saturdays DMZTOUR The Joint Security Area (JSA) The JSA resembles a square measuring about 800 meters across. After the Armistice Agreement was signed, the JSA became a neutral location where guards from both sides were allowed to move about freely. It was the only place in the Demilitarized Zone (DMZ) where the Military Demarcation Line (MDL) was originally not clearly marked. That changed after North Korean guards murdered two United Nations Command (UNC) officers with axes on August 18, 1976. After the Ax Murder Incident, the MDL was marked within the JSA, and that marking system continues until today. The only place where border crossings are allowed is inside the conference buildings of the Military Armistice Commission (MAC). The MDL in the JSA is marked with one hundred and twenty six one-meter high white stakes at 10 meter intervals. Throughout the rest of the DMZ, the boundary is marked with MDL markers. Each side owns six guard posts in the JSA and no more than thirty five armed guards can be present on each side. The JSA is a venue for exchanges and negotiations between the North and South. A variety of political and economic issues, cultural conferences and Red Cross meetings are held in the JSA. • 14. A s I departed this great Nation, I would like to dedicate this article to COL Scott, Distinguished Guests, Commanders, Sergeant Majors, Airmen, Directors, Special Staff, co-workers, Soldiers, Civilians and Families, thanks for your support. And from afar I would like to do a “shout out” to my lovely wife, Nelly, my kids and grandkids Alexis, Joshua, Family and friends. As we bring this chapter to a close, I would also like to give thanks to my Savior for providing me the opportunity and strength to serve with you, and for bringing us together to celebrate our journey here in Korea. During the month of June, the Garrison was extremely busy with several farewells; also we received a Department of the Army level award, and we conducted our second Employee Appreciation Day. Additionally, on 30 June, we conducted a Change of Command Ceremony with COL John M. Scott and COL Jack Haefner. The event was commenced with COL Scott’s award ceremony and following with the passing of the colors, which culminated a command tenure of many successes and accomplishments under COL Scott’s leadership. In retrospect, several Garrison’s leaders, to include Ms. Evelyn Faulkner, Directorate of Human Resources, Ms. Wanda Etheridge, Directorate of Plans, Training, Mobilization and Security and Mr. Raymond Myers, Deputy to the Casey Garrison Commander departed Area I. Each of our departing professionals earned our gratitude, respect and appreciation for their contributions and support of our Soldiers, Civilians and Families. On 9 June, and on your behalf, during the annual Kushnick, Macy Hoge awards ceremony, I was honored to receive the prestigious “John W. Macy, Jr. Award” at the “Hall of Heroes,” at the Pentagon in Washington, D.C. The award was signed by the Secretary of the Army, and presented by the Under Secretary of the Army, the Honorable Brad R. Carson. Prior to the award presentations, the Honorable Carson made the following opening remarks: stating that The world is rapidly changing, and we must change with it to remain relevant. To make that change, Soldiers and Army Civilians should experiment and try to discover new and innovative techniques, methods and approaches that can be applied to “People, Processes and Systems.” He went on to say that experimentation and innovation are Distinctly American ideas, deeply ingrained in our culture and in the Army culture. While all of the Army's accomplishments are appreciated, even celebrated, we can't afford to make any of those accomplishments sacred. Our vision is to recreate our workforce, not necessarily based on precedent, but to meet the future requirements and demands that will come upon us, he said. Continuing, the Honorable Carson noted the Army is a massive global enterprise, and that the responsibilities of the civilian workforce in underpinning the forces we deploy abroad are critical. Recognizing this is a time of opportunity for Civilians, he went on to say The professionalism of the force is rising, and the time to make large, enterprise-wide changes to our processes is upon us. He encouraged Senior Leaders to give Army Civilians all of the authorities and the tools they need to meet the many emerging challenges. Even though I was your recipient for the award, it was because of your dedication, team commitment and hard work that we received that level of Army Recognition. From my perspective, the award recognized our exceptional performance and achievement as the Area l Garrison team. The award also represents our consistent delivery of exceptional quality programs and services for 2013. Additionally, according to the purpose of the John W. Macy Jr. award, we were honored because of our ability to achieve mission success at every level of our organized activity, which requires effective leadership. While my leadership qualities and accomplishments were the primary focus of the award, the excellence of our team’s performance, the growth of our team members, the dedication and professionalism of our team, and the esprit de corps of our team were major indicators of our effectiveness and success. Previously, we have been recognized on many occasions for other achievements, some of which have set standards for others to emulate. In 1988, the first John W. Macy Jr. award was presented, and for 2013, we were the twenty-fifth recipient. Also, this was the first time in the history of these presentations that two IMCOM employees won two out of the three 2013 awards presented for that type and level of recognition. Ms. Dianne V. Smith, Supervisory Strategic Planning Specialist, Plans, Analysis and Integration Office, at USAG Fort A.P. Hill was one of the other IMCOM winners. Ms. Smith was honored with the Nick Hoge award for her demonstrated leadership and innovative skills, coupled with her technical knowledge in building high-performing teams. The third recipient was Mr. David A. Helmer, Human Resources Officer (Labor Relations), Office of the Deputy Chief of Staff, G-1. Mr. Helmer was honored with the William H. Kushnick Award, for his unmatched subject-matter expertise, steady leadership and results-oriented advice during 2013’s unprecedented challenges. Being honored at the Army level was a milestone in my career and for your efforts and support I am grateful. On 20 June we conducted our second bi-annual “Employee’s Appreciation Day,” attended by approximately 850 employees, who were served meals by the Area I Garrison Senior Leaders. • 15. when the rain blesses the earth and the water wipes away their mark. The effects of some “footprints” influence others like a chain-reaction. And I believe that my “footprints,” our actions, will be long lasting for good or bad, for our caring attitude and support that we displayed for each other and our customers, or for our character, perhaps. It is also valuable not to judge our efforts now, because in some cases the proof of our decisions and actions has not yet been realized. Sometimes good things don't necessarily come out right away; were over, the Directorate of Public Works captured the Commander’s Cup Trophy with honors. My departure is filled with excitement and anxiety, because I am excited about my new assignment as the DGC at U.S. Army Garrison Japan. However, I am also anxious about my pending departure from my many Korean friends and professional colleagues. I would like to commend each of you for your performance, work ethics and your commitment in support of this command during the past two years. Each of you has played a vital role in my career and professional development, and for your efforts and dedication, I am grateful. At this time I would like to transition, and take a moment to focus on how we travel through life, and the impacts (good or bad, positive or negative) that we have on the “people” that become a part of our journey. I would like to share with you an article that is titled “Footprints,” and dedicate this article to the Soldiers, Civilians and Families of Area I. In 2008, a modified version of this article was dedicated to me, by Ms. Jannette Yambo, Marketing Assistant, when I departed from USAG Fort Buchanan, Puerto Rico, as the former Director of Family, Morale, Welfare and Recreation. Our “footprints” are relevant to the endless opportunities, rewards, achievements and challenges that each of us encounter during the course of our life and career. Our “footprints” are a mirror of our life-long legacy and are a true reflection of our life. The “steps” we take are captured from all angles, mentally, physically, emotionally, spiritually and professionally. Our “footprints” demonstrate who we are, what we have done, who we helped and motivated, and how we lead. And sometimes those that we encounter strive to emulate our journey. “Footprints.” There are people in this world that leave meaningful “footprints” behind ……everywhere they go, very strong, very marked, very deep and very clear, “footprints” that speak for themselves. The continuity, the intensity, the passion and compassion of the steps show their leadership, strength, purpose, focus and vision. My Footprints – and Our Journey......who said that it would be easy to manage People, Processes and Procedures while providing oversight for managing money and other resources......? No one. And no one should assume serving as the Area l Garrison DGC would be easy, but then again, my job was easy, rewarding and challenging. It was easy because of your commitment to Serve Those Who Serve. It was easy because you performed as a team to meet standards; it was easy because of your caring attitudes. It was rewarding because of our accomplishments, recognition and many successes. But it is also true that my job, our jobs, are also challenging, because to maintain high levels of customer satisfaction is never easy, it takes time, patience and many sacrifices have to be made to reach the right balance between executing the mission and providing exceptional and sustainable quality customer service. Some “footprints” disappear when the wind blows, sometimes it takes a while to see results. We need to see what was done in the past to understand why it was done. My tour here in Korea has been rewarding, because I was married on 26 April 2013, to my lovely wife Nelly in San Juan, Puerto Rico, and ventured on my first cruise with Joshua and her Family to the Caribbean Islands. And I have learned from the Area l team and from serving as the interim DGC for three months at USAG Japan. However, this tour of duty has also been challenging with the loss of three of my brothers to various medical illnesses, my oldest and youngest and Nelly’s brother. But, we must keep the faith and always remember that only God has ultimate control, and that He is the only one that lets situations happen, at a certain time, for a reason, regardless of our circumstances. And He never leaves us alone, which is a true testament of his “footprints.” Previously, I was assigned to UNC/USFK, J2, as a soldier from 1974 to 1976, and from 1978 to 1979 I was assigned to Fourth and Seven CAV at Camp Garry Owens, working for the Staff Judge Advocate Corps. Subsequently, I was re-assigned to HHC, 2ID, at Camp Casey as the Second Infantry Division boxing coach, selected by General David E. Grange, Jr., CG, 2ID. Both assignments were rewarding, because life is always about change, flexibility and the ability to adapt to new circumstances. 2928 USAG Red Cloud - Casey and Area I Family and MWR Magazine IN THE ZONE
  • 16. End Soldiers, Civilians and Families First...... Quality Programs and Services Always As we travel through life, we can always count on change, because change is constant. For the past two years we were challenged with a Korean-wide, local national reduction in force, two furloughs, no pay raises, the uncertainties of transformation, manpower reductions, limited resources, the threat of hostilities from the North and the complexities and challenges of the overseas tour extension program. However, through it all, we managed those challenges as opportunities and developed standards, relocated offices, agencies, changed the names of facilities, programs and activities, built new barracks, facilities, fitness and walking trails, while successfully addressing employee’s problems, concerns, complaints and misunderstandings. Also, we have been honored with various individual and team achievements. And most noteworthy was our “clean sweep” honors as the “BOSS” of the Pacific Region “BOSS Program.” For twenty-five months we did what should have been done, without hesitation, without doubts, on the spot, and in any circumstances. What we did, how we did it, how we serve, who we serve, and what we achieved, are our greatest accomplishments, and we should be extremely proud of our success. Each of you will continue to foster a caring attitude that exceeds our customers’ expectations, while maintaining mission readiness. Each day we serve to protect and defend the freedom of our nation and the Republic of Korea. And our contributions for the Korean-American Alliance are in keeping with our highest traditions and standards of our Army and our nation. My commitment and focus as the DGC has always been to execute and achieve the Area I Garrison Commander’s intent, by creating efficiencies and effectiveness. We developed new processes, procedures and programs, changed policies and enhanced the way we deliver our services to our customers. I believe in teamwork, in team building, in recognition, in awards and rewards to achieve our program goals and objectives. During my tenure we trained our leaders to lead with a sense of passion and compassion for those they serve. We strived each day to gain the very best from each other, and to support Second Infantry Division’s mission readiness and our ability to “Fight Tonight.” I was charged with the responsibility to manage and lead, and my decisions and our actions were always based on regulatory requirements and the operational needs of Area I and our Army. To the Area I team, thanks for everything that you have done and will continue to do, because there is always a time to learn, a time to give and to receive, and our time, your time, is not yet done. Each of you will continue to do what you do, when you do it and how you do it, for the right reasons at the right moment. And change will continue, because some of you will accept new responsibilities, overcome new challenges and achieve new successes. But it is also time for me to move on and become the DGC at USAG Japan, and continue my work with different “people,” in a different environment, with a different culture, to develop and execute different policies and procedures. But I will never forget what we achieved here in Area I. Many of our “policies and procedures” have been adopted at other Garrisons, which is a reflection or our “footprints” and our success in setting standards and leading from the front. As I depart Korea, I would be remiss if I did not take the time to give several special acknowledgements and to show my appreciation and gratitude, for their support and leadership. And there are many others that I will not mention who have played a valuable role in our success, and will continue to meet the ever-changing needs of our Army and our Nation. First I want to thank COL Scott for his leadership, flexibility and compassion to serve. He is a “Soldier of Soldiers” and has earned my respect, appreciation and lifetime loyalty. Since his arrival, he led from the front, incorporating the knowledge, skills and abilities of his workforce for the overall success of the Area l Garrison team. He believed in training and growing the Garrison and Area l team, and I am confident that because of his leadership, tenacity and professional courage, that Area l is a much better place to live, work and play. Command Sergeant Majors Hatfield, Peden and Quirk. Each of you have served, and will continue to serve, with dignity and respect by taking care of the needs of our Soldiers, Civilians and Families. Each of you effectively serves as the Commander’s Battle Buddy with honors. Ms. Kim, Song Ae, without a doubt, is the very best administrator and administrative team leader that I have encountered in my 44 years of government service. That was very easy for me to acknowledge, because for the past two years she and her team never missed a beat, while performing multiple tasks at the same time. Simply said, you are good at what you do, and how you get the job done. And for her friendship, courage and professional service I am honored and forever grateful. To Mr. Kim (Senior), Young Kim, Mr. Yi and PFC Jeon, thanks for their daily support and for a job well done. Mr. Kim, Senior has served with honor as a driver and interpreter for 18 Garrison Commanders. To the Casey Command team, the Garrison’s Directors, Special Staff, and the entire Area l Garrison workforce; you have earned my respect and appreciation for a job well done and for mission success. I am extremely proud to have served with each of you on the Area l team, and I am confident that you will continue to offer quality, innovative programs and services to our customers that will continue to be truly “Second to None.” To the good neighbors and private organizations, through their involvement, contributions and sponsorship, they ensured the quality of life and well being of our Soldiers, Civilians and Families was maintained at the highest standards and truly reflects our Korean-American alliance. In closing, on behalf of my lovely wife Nelly, Joshua and I, COL Scott, distinguished guests, Commanders, Sergeant Majors, Airmen, Soldiers, Civilians and Families, thanks for your continuous support in “Serving Those Who Serve……While Serving The Needs of Others.” 3130 USAG Red Cloud - Casey and Area I Family and MWR Magazine IN THE ZONE

Eager to share her experience and expertise in tax preparation with the Area I Community that she gained while working at the Tax Center in Garmisch, Germany, Mrs. Brown seized the opportunity to attend the Internal Revenue Service tax course, held here at Camp Casey. In addition, she completed several grueling tax certification exams which, in the end, provided her with credentials to oversee preparation and provide quality review of over 2,000 tax returns with refunds totaling almost $3,000,000, a savings of about $176,000 in tax fees to Soldiers and their families. Each day Mrs. Brown strives to make a difference, taking the initiative, and finding ways to improve Tax Center functions. She implemented efficient organization to the filing system, assisted in managing client scheduling, and led tax preparation training sessions. Mrs. Brown has also traveled with the Mobile Tax Team to the Joint Security Area (JSA) to prepare tax returns for Soldiers in the United Nations Command Security Battalion. This was significant because JSA Soldiers did not have easy access to the Tax Center. Always with a smile and positive attitude, Mrs. Brown goes above and beyond to ensure she does everything she can to help Soldiers and their families receive their tax entitlements. Definitely an asset to the 2ID Tax Center, Mrs. Brown’s time and commitment exemplifies the Army’s Volunteer Corp invaluable service to the Area I Community. For this we are grateful, and say thank you, Mrs. Brown. Congratulations to Mrs. Brown for being selected “Volunteer of the Month” for June 2014. • 25. If you haven’t been to Army Community Service in awhile, looking to Volunteer or are not sure what Army Community Service has to offer, stop by and discover what we can do for you. Army Community Service is hosting a Birthday Open House and information session entitled, “Real Life Solutions for Successful Army Living on Friday, July 11, 11 a.m. - 2 p.m. The event will allow us to showcase our services and will feature a 15 minute ACS Informational Brief followed by birthday cake and ice cream sundaes. The history of the Army Community Service (ACS) is long and varied. For years, Army wives operated lending closets, thrift shops, and nurseries; raised funds to help the needy; assisted in emergencies; taught and trained the inexperienced; provided care and comfort to the ill and bereaved; and through a grassroots understanding of the Army community, contributed significantly to its stability. An adverse aspect of these social service activities was that they often disappeared or stagnated when their originators transferred or left the service. Army Community Service (ACS) was designed to eliminate this adverse aspect and provide a flexible framework for the operation of a viable system of social services. Changes in the Army community have been substantial and significant, and reflect the changes of the larger society which it serves. World War II saw the beginning of the Army Emergency Relief (AER) Program in 1941 and first major office opened in New York City in 1942. This office also drew on volunteers and charities and other civic organizations, such as psychiatrists, social workers, and lawyers, to ease the hardships of Soldiers and their families. On 25 July 1965, General Harold K. Johnson, Army Chief of Staff dispatched a letter to all major commanders announcing the approval and establishment of the ACS Army-wide. By 1969, 155 ACS centers had been established, with the majority in Germany. Throughout the decades, ACS has grown and evolved in responsibility and effectiveness. The publication of a revised version of AR 608-1 introduced new avenues for accomplishment within this viable program and additional programs were formed under the Army Community Service umbrella. The ACS Centers are now required to go through a rigorous inspection of 208 items to be considered for Accreditation Certification. Today, 83 ACS Centers worldwide remain an integral part of the Army Family by supporting the Army Force Generation Model (ARFORGEN) and unit commanders by identifying quality of concerns and supports restoration of balance by improving predictable standardized services and programs across the Army. ACS supports the ARFORGEN through Family Assistance Centers, Soldier Readiness Processing, Deployment Cycle Support, Operation READY, Family Readiness Groups, Rear Detachments, Military and Family Life Consultants, and the vFRG. The core programs and services provided by ACS Centers have grown from its early days to include: Army Family Action Plan, Army Family Team Building, Army OneSource, Army Volunteer Corps, Exceptional Family Member, Family Advocacy, Financial Readiness, Information and Referral, Relocation Readiness, Sexual Assault and Response Program, Soldier and Family Assistance Center, Spouse Employment, Survivor Outreach Services, Transitional Compensation, and Victim Advocacy. ACS continues to grow and evolve to meet the changing needs of the global Army Family. We exist to help you with everyday concerns as well as in your times of need or distress. We operate in real time and offer Real Life Solutions for Successful Army Living. ACS is still serving the Army Family after 49 years. We still believe that volunteers are the heart of our programs. • 27. Do you have an aspiring little chef at home? Or simply would like to try a new family activity? Then sign your kids up for one of the Children Cooking Classes provided by the USAG-Red Cloud and Area I Family and Morale, Welfare and Recreation (FMWR) Department. The classes are held every other Wednesday at 3 p.m. at the Camp Casey Gateway Club. The $ 5 per student fee includes all materials needed for the class. “The goal of this program is to get families to spend more quality time together,” says FMWR Chief of NAF Support Mike Vail, who doubles as the instructor. “For everything we do we not only give students the recipe, we also give them some of the product, whether it be cookies or pizza dough, so they can go home and cook it with their families just like they did in class.” he adds. Writing for the In the Zone Magazine, I was able to observe and participate in the class as the kids made calzones. It was evident that Vail’s background in culinary arts is only one part of what makes the class successful. The connection he makes with the kids and their parents is easy to see. “I enjoy it. I really like working with kids and of course I enjoy cooking myself, so it’s fun for me but also I like showing them and the parents just how easy it is to make good food at home,” says Vail. The cooking classes are relatively new at Camp Casey, but just three classes into the program it is quickly gaining popularity with not only kids, but with parents as well. Something Good In The Gateway Club Kitchen Anna Smith, whose 4 children have attended all of the classes so far, says that it is not only fun and educational for them, but it has given them a better understanding of how cooking works. “They appreciate it when I cook at home more now. They understand the different steps that it takes to make a meal,” Smith says. “I’m really happy that they have these classes. I wish they had started them long ago,” she adds enthusiastically. According to Vail the art of cooking is more than preparing food. “It involves a certain science to properly mix the ingredients and know what goes with what and that’s part of what we include in the classes. “We show them, for example, the way you knead, or handle, bread or how you combine certain things has a direct outcome on the results,” he says. As part of the fun, yet educational curriculum in class, children receive a tour of a commercial kitchen and learn the importance of sanitation and safety while cooking. Students also get to play an important part on what recipes are offered for each class. “We made pizza today and they wanted to make it again. I told them that instead I’d show them how to make something else with the same ingredients, so we made calzone. It’s all part of teaching them how to play around with ingredients to create different things,” says Vail. And with the end of class comes the best part of cooking, enjoying the food! Kids and parents were able to enjoy a taste of the delicious food the kids just prepared. “It really is a great program. The kids have fun, spouses are able to meet other spouses and, at the end of the class, they leave with food, ingredients and a recipe and still get home at a reasonable hour,” says Vail with a big smile. For more information, or to register your child for a class, please call the Gateway Club at 730-4795.
