Union of the Baltic Cities Sustainable Cities Commission

The city of Espoo, Finland has taken several steps to address climate change at the local level. It has implemented energy saving and efficiency measures since the mid-1990s. Espoo has committed to reducing CO2 emissions per capita by 28% by 2020 as part of the Covenant of Mayors and to reducing energy consumption by 9% by 2016 through an energy efficiency agreement. Espoo's current climate action plan for 2012-2014 was developed through a participatory process and coordinates climate and energy issues across departments with political support.

Session 3 focuses the types of data and information that are generally used to support climate change adaptation project proposals. The session also addresses the distinction between traditional development projects and climate change adaptation projects so that participants can make a compelling case in the proposal that the project is indeed an adaptation project and therefore eligible for “new and additional” financing. • Part 1: Introduction to Climate Change and its Impacts: Describes the types of climate information generally used in adaptation projects, where to find the information, and how to use it. Also addresses uncertainty and how to address uncertainty in the project. Family-friendly practices at Finnish workplaces were investigated in 2014 and in 2015 with a questionnaire survey which was sent to all Finnish workplaces employing more than 10 employees. Altogether 2718 Occupational Safety representatives of 2345 workplaces responded to items related to family-friendly practices at different organizational processes, and family-supportive culture at their own workplace. The results are reported according to employer sector, size of the organization, and gender distribution.

In 2010, the OECD presented the Environmental performance review of Ireland. This review included 38 recommendations intended to contribute to further environmental progress in Ireland, to address issues such as water, air, biodiversity and international environmental co-operation. Five years later, in March 2014, Ireland presented a mid-term review to the OECD Working party on Environmental performance. This mid-term review, a voluntary contribution, provides a timely opportunity to take stock of the progress made and the remaining challenges. Ireland's actions have included : the reform of the waste sector, the reform of the water sector, the planned introduction of domestic water charge, the introduction of a carbon tax, substantial reform of the local government system.

This brochure describes the practical experiences of the cities’ introduction and extension of the usage of sharing schemes with traditional bicycles, electric bicycles as well as with electric and hybrid cars. Numerous advantages of sharing schemes are pointed out in the brochure. Besides saving money for the individual and improving the environment, the concept paves the way for multi-modal use of transport systems since the vehicle-sharing concept excels at high flexibility due to the independency of timetables and predetermined routes. Automated sharing systems can reliably be in operation year-round, day and night. Furthermore, the user freely chooses the fastest route to his destination not being bound to bus or train lines. In other words, a vehicle-sharing system adds customer value to the whole transport chain. DYN@MO (2012-2016) is part of the CIVITAS Initiative, supporting cities to introduce ambitious transport measures and policies towards sustainable urban mobility.

Union of the Baltic Cities Sustainable Cities Commission

In this edition the focus is Sustainable Urban Mobility. Our region has several good examples of how we can reduce the use of fossil fuels within sustainable urban mobility systems and create liveable cities. The Bulletin both provides examples of technical solutions and innovative campaigns from the UBC member-cities as well as displaying several externally co-funded mobility projects that covers a series of cities around the Baltic Sea Region. In the editorial Mr Siim Kallas, EU Commissioner on transport and vice president for the EU Commission, stresses the importance of acknowledging also the economic benefits of developing sustainable urban mobility systems. He further on emphasise the necessity to stimulate markets that foster sustainable mobility supplies and the unpredictable future of fossil fuel as the dominant source for our vehicle fleets.
