• In the rush to comply with SGR performance monitoring
guidance, danger of setting off down the wrong path
exists
• A commercial-off-the-shelf (COTS) EAM system should
be at the core of your agency’s SGR and asset
performance measurement strategy
• Why EAM? EAM consolidates vital data into a single
“living” system, by being:
• Agency-wide
• Dynamic
• Integrated
… with built-in reporting and analysis capabilities

Things EAM Systems Do Well
• Track detailed data to increase efficiency and reporting capability
– Data is power! … “whoever has the best data tends to win”
– Track all assets across the organization
– Track detailed data (static and dynamic)
– “What gets measured, gets managed”… whether a maintenance goal or
an asset management goal
• Group similar equipment together for analysis
– Asset Breakdown Structure, Asset Classes, Component Relationships
– Refurb/overhaul and replacement planning
• Automate as much as possible
– PM/inspection scheduling
– Telematics/ITS, capturing usage
– Asset Condition Assessments/Inspections

Things EAM Systems Do Well
• EAM is a tool to support asset management best
practices… a continually-improving system that can:
– Plan: Establish goals (metrics) regarding asset standards
– Measure: Track adherence to plans/achievement of goals
– Evaluate results
– Improve; Propose, test, and implement changes

• EAM systems track and consolidate the “vital signs” of your
infrastructures health…
EAM System “DNA”: Asset Data Supports
Performance Measurement
… from the static Basic Information (Age, Manufacturer, etc.)
… to dynamic (real-time) data that are indicators of “condition”
• Telematics (“Health monitoring” event data), etc.
• Remote condition monitoring
• Geometry car
• Asset hierarchy data tracked:
– Agency organization structure
– Asset Breakdown Structure (series, classes)
– Asset hierarchy (parent-child relationships)
• This data is essential for grouping, analyzing and reporting on
asset health and performance

• Separate, standalone systems for SGR and performance
monitoring are not ideal
– Asset conditions and performance indicators constantly change
over time
• Custom-developed solutions are isolating and resistant to
change
– Staying “looped in” with peer agencies is critical
• Transit-focused EAM systems continue to evolve with
industry standards (MAP-21, etc.)
Conclusions
• A commercial-off-the-shelf (COTS) EAM system should be
at the core of your SGR and asset performance
measurement strategy
