Two masses are pulling together but if they are not large it’s not a strong enough pull to pull them together. Newton figured out why the moon doesn’t crash into the earth, he figured that the moon is spinning so fast that it doesn’t crash into the earth. For example if you had a bucket full of water and you were spinning it around your head fast enough the water won’t spill.
