The Missing Element
Many countries in Africa have abundant freshwater resources (water stress of 10% or
less), yet water availability does not necessarily result in water security.
• Africa still has the lowest levels of water infrastructure: dams, intakes, pumping
stations, water treatment plants, pipes, reservoirs, etc.
• There is lack of knowledge & technologies for promoting water security
What often holds back the development of large-scale water & sanitation projects that can
significantly advance water security in the region is FINANCING.
• Designated fund or grants for the preparation of Feasibility Studies and Project Design
• Financing for Project Development - EPC

Objective: provide irrigation for 8,500 ha of agricultural activities & restoration of critically
degraded sub-catchments
Main Components: a multipurpose concrete dam (height 20m; length 700m), hydropower
plant (2.8 MW), water storage and irrigation infrastructure: concrete conveyance canal
(length 66km), flood protection, pipelines, etc.
Value: ~300M EUR
Italy-Israel Cooperation
• Financing: Insurance by SACE (Italy) & ASHRA (Israel); Loans by Italian and
Israeli Banks
• Italian, Israeli, & local sub-contractors
• Equipment & technology: Italian and Israeli
