FROM 1ST APRIL 2013 TO 23RD MARCH 2014.
2. INTRODUCTION:-
People’s awareness & Hilly Area Development (PAHAD), a registered non
profit, voluntary organization is involved in the programmes and activities for socio-
cultural integration , environ-friendly economic development with participation of
empowered people including children ,adolescents, youths, women, farmers, artisans
living in some of remote pockets of hilly and tribal area in Kandhamal.
Vision:-
The founders of PAHAD have envisioned a society freed form illiteracy, ill-
health, hunger, injustice. But it must be established on humanitarian values of
justice, equality and friendship in general and it is envisaged that the
Tribals, Dalits, Minority, other backward Caste communities and weaker sections of the
society should have a just, dignified and peaceful way of living in harmony with all forms
living in the nature.
Mission :-
The mission of PAHAD Voluntary Organization is to work for socio cultural
integration as well as upliftment of the marginalized people of S.T, S.C. ,OBC Minority
communities with focus on primary education, community health, women
empowerment, safeguarding constitutional & fundamental human rights, livelihood
promotion and sustainable management of natural resources.
3. BROD OBJECTIVES:-
- Developing the livelihood supporting system of the target people belonging to S.C, S.T.,OBC
& minority communities based on locally available resources such as land, water & forests.
- Promoting income generation activities and employable skills among the need young men
and women, particularly, school dropouts and illiterate fellows.
- Empowering women for active and effective participation in decision-making processes in
socio-economic activities and local self-governance system.
- To developing integrated agriculture in remote area of Tribal villages of Kandhamal district.
- To develop the standard of living of the under-privileged people living in interior pockets of
tribal area by promotion of education and health status.

6. Micro Planning and strengthening through meetings and trainings for VSS & SHGs through
Orissa Forestry, Sector Development Project.
7. Women Empowerment & Strengthening Self Help Groups .Agro-Horticulture-Fishery
Development Programmed for Food Security, Health Education Campaigns for checking
Malaria, Diarrhea, T.B., HIV/AIDS etc.

4. MAJOR ACTIVITITES:- Diversion Based irrigation programme :-
Implementing PAHAD organization to Strengthening Community Based Organization (CBOs)
for societal peace and development work on Diversion Based Irrigation . This DBI Programme
fund supported by SIR DORABJI TATA TRUST Bombay.. PAHAD has experienced and realized
that people’s participation, involvement and contribution as per their capacity was basic and
paramount requisite for both societal peace as well as individual’s development. Therefore
Community Based Organizations of different peer groups such as Women’s Self Help
Groups, Farmers Clubs etc. have been formed as per specific need and interest of these
groups.
:- Diversion based Irrigation (DBI) was simple and cost effective method that applies
gravitational force to guide water from adjacent streams and rivers to the cropping field
areas. Hence, DBI also known as “Gravity Flow Systems was suitable for irrigation propose in
hilly and mountain area. Capacitating organizations to implement DBI schemes which will
enhance the irrigation potential and increase income of the community by ensuring irrigation
and promoting second crop Or more.
A diversion based irrigation system diverts a portion of water from a natural source
like spring/ mountainous stream or any Water Harvesting Structure and uses it with or
without intermediate storage for the purpose of irrigating crops. The system consists of three
main components namely inlet/storage structure, conduit for conveying water to the farm
from the inlet and an outlet for discharging water into field.
5. -All surface flow irrigation schemes which are exclusively based on irrigation by gravity
flow could be covered under this theme. It can be broadly classified in three categories
namely flow, storage and lift based DBI.
It is used to assist in the growing of agricultural crops, maintenance
of landscapes, and re vegetation of disturbed soils in dry areas and during periods of
inadequate rainfall. Additionally, irrigation also has a few other uses in crop production,
which include protecting plants against frost , suppressing weed growth in grain
fields, and preventing soil consolidation, In contrast, agriculture that relies only on direct
rainfall is referred to as rain-fed or dry land farming. Irrigation systems are also used
for dust suppression, disposal of sewage, The implementing agency PAHAD is
coordinating and monitoring the DBI sites of village Gumurikhol , Rajikakhol and
Baptingia in Kandhamal district. The partner NGO PAHAD was provides assistance to
villages in the programme for training and capacity building , technical expertise in
design and implementation of DBI structure.
- Technical support was provided by secretariat Livolink Foundation to assess the
feasibility and to design the structure of DBI. ‘PAHAD’ was sanctioned Rs.15.17 Lakhs for
a period of 1 year for 3 Sites PAHAD organization submitted a purposal for 3 DBI
structures in Kandhamal district The Sr Programme Officer, SDTT, Mr. Sinha and his
Staffs and Livolink foundation staffs came and visited the feasible sites before
launching DBI project in Kandhamal district.
6. The PAHAD organization selected feasibility site, awarded people on benefit of
DBI project. Organized meetings, digging pipe lines, laying pipes and Constructed pipe
lines and Intake structure by villagers/Farmers of concern villages .We organized training
Programmes for integrated agriculture in command area of DBI in take structure. After
DBI structure Every house hold are cultivating Paddy ,maize , Beans, tomato
, Brinjal, potato, Ladies finger ,Radish, Cabbage ,Cauliflower ,Mustard etc.
1ST SITE(Gumurikhol Village)-. In Gumurikhol Village kharif season 35 acre paddy
cultivating, 34house holds,10 acre mango plant cultivating 11 house hold and They also
cultivating integrated corps. In the mango field. In this village total house hold 34.
All the families are Scheduled Tribe (S.T) ,Kandha . All families are farmers. They are
depending on cultivation and labour work.
- - In Rabi season the Self help group (SHG) cultivated 4 acres Potato supported by
horticulture in subsidized rate .After water supply the villagers were very interested to
cultivate vegetables .In Rabi season all the house hold of Gumurikhol village cultivated
seasonal crops Potato, Brinjal, tomato mustard, and small patches of radish
,chili, onion, Kosala saga, etc.
7. - In this village all the outlet low label constructed by cement and concrete. There are 11
outlets for agriculture proposes and 5 outlet for drink water propose. Developing
volunteers from among the user community and trained them on repair and
maintenance of the structures and pipe line• Sensitizing community on judicious use of
water and safe disposal• Provisioning tools and implements to each community for
repair/maintenance of DBI structures• Converging DBI with agro-horticultural program
to bring a continuity in the program. The farmers were very happy for supply of water in
their agricultural field and house hold .It was critical area up and down and stony area.
When digging the pipe line the villagers blasting the stones and faded in tied .They had
not believed the water come and cultivate their land and house hold water supply in
village. After completion of this DBI work .When the water come out through outlets.
Then Villagers/ Farmers were happy and pleased.
Training Programme-Organized training programme on date-22-07-2013 at Gumurikhol
village on integrated agriculture. Mr Lalit kumar panda ( Additional Horticulture Officer)
phulbani was attended as a chief guest of honor. He explained on agro-horticulture and
integrated agriculture. Mr panda explained on seasonal cultivation and disease of vegetables
plants and their curable medicine .He also explained on distance of planting from one plant
to second plant. The Ex- sarpanch Mr. Sapteswar Mallick of Gumurikhol G.P attended and
pressed for DBI work of Gumurikhol Village Mr Sarbeswar Majhi told on the DBI programme
and gave thanks to all participants and guests for their presence and co-operations. After
training seeds distributed to all households on Potato, Brinjal, Radish, Ladiesfinger, tomato
and chili. In this training programme participated male-22 and female-11.
8. - Convergences work:- The PAHAD staff and Gumurikhol people contacted with
Horticulture department and watershed department of Khajuripada Block of
Kandhamal district to start developmental work of their department. After completion
of DBI work the department of Horticulture staffs came this village for organized
meeting, they went field and saw the water facility of DBI programme. Then the
horticulture staff pleased and They were decided to select beneficiary . The 11 farmers
selected to plantation mango plants through National Horticulture mission.
The villagers of Gumurikhol had taken interest to constructed a pond in DBI
intake area for available water in their mango plantation area . So they complained to
Mr Dikhit why development work of watershed was not beginning in our area. We will
complain the District magistrate cum collector and The PIO of khajuripada block came
and saw DBI Intake area .They decided this area is suitable for water source for construct
pond. Now they are digging pond. After completion of pond the water available in intake
structure of DBI .The farmers will use water all over the year.
CASE STUDY OF DBI FARMERS:-
The Gumurikhol is a small backward tribal Village in Pirikudi G.P in Khajuripada block
of Kandhamal district has 34 house hold. They all are ST people called Kandha or Adibasi. The
village is around 19km away from the Block head quarter and 15km away from district head
quarter . All households were depended on rainfed agriculture and wage labour for their
livelihoods.
9. - The PAHAD Organization is motivating and creates interest to villagers and The
organization is advocating and mobilizing to Horticulture Department for mango
plantation in DBI area of Gumurikhol village. The Horticulture Department visited the
plantation area and discussed with villagers about mango plantation. The Horticulture
Department satisfied and organized meeting with PAHAD staff and decided to planted
2000 mango plants in 10 acres and the Department supplied ware fences , manure
,medicine, labour cost in planting time and mango plants. The villagers/ farmers take all
responsible. The farmers cultivated integrated vegetable in mango field. The farmers
were taking interest to cultivate paddy and verity vegetable cultivation .
These cultivations are Beans , Brinjal , Ladies
finger, Radish, Tomato, Potato, maize , papaya, mustard chilly, and onion etc. The
horticulture department supplied pipes for drop water supply. For summer season the
department used dropping system survive of mango plants. The SHG members
cultivating vegetable in their kitchen garden also. This Rabi season the villagers earned
vegetables Rs:-50,000/- (Fifty thousand only).
10. 2ND SITE- In Rajikakhol village :- Rajikakhol is a small backward tribal village situated
under a hill top in Araboka G.P in Chakapada Block of Kandhamal District. In this village
they all are ST people called Kandha or Adibasi. The village has 38 households . All of
them are farmers and wage labours. All households in the village depend on rainfed
agriculture and wage labour for their livelihood. They are depending on agriculture and
labour work. They have not any other income source.
The farmers are constructing intake length-5 feet, wide-4feet and hight-
5feet. The intake face cover constructed and finished the intake work. The pipe line
laying 110 mm. pipe 800mtr. and 90 mm. pipe 1000 mtr. from Intake point to Village end
point. The 5 outlets was fitting for agriculture activities. The 7 outlet was fitting for
house hold supply . All outlets are coming water high speed. Now the farmers are
using water for agriculture and house hold purpose. The partner NGO PAHAD Provided
assistance to the farmers to successes their DBI programme or training and capacity
building, technical expertise in design and implementation of DBI Structure and enables
overall monitoring of the programme in the operational area.
11. Now the partner ‘PAHAD’ has completed the construct work of two
sites/Villages and supplied the agricultural inputs to the Farmers.
- In kharif season 17 acres paddy ,1 acres Maize cultivated, they cultivated
Coupe, beans ,cauliflower, Cabbage, Brinjal, tomato, potato. etc
- In Rabi season they are started vegetable cultivation on 21 household- potato,12
house hold Brinjal ,9 house hold cauliflower and cabbage ,10 house hold mustard. All
families are cultivating a small patches of chili ,onion, radish, kasala saga etc.
- In Rajikakhol village constructed an intake on the hilly point of forest. The command
area of the intake was 68 acre above, but the villagers were not interested to cultivate
that land. Now we were creating interest to cultivate all lands.
- For this command area 5 outlet constructed agriculture purpose and 7outlet
constructed for household water supply with drink purpose and kitchen garden. Now
we are going to construct the outlet low level cement work and filtration process of
water for drink purpose. Developing volunteers from among the user community and
train them on repair and maintenance of the structures• Sensitizing community on
judicious use of water and safe disposal• Provisioning tools and implements to each
community for repair/maintenance of DBI structures• Converging DBI with agro-
horticultural programme to bring a continuity in the program. They already started
integrated crops
12. 3RD SITE(Baptingia)- In Baptingia village organized meeting to start pipe line digging and
formation village development committee for DBI programme. This site was completed
90% of work within 31st march 2014 we try to complete. The Communal problem (Two
portion death). So we cannot proceed the DBI work .The villagers had gone exposure
visit to completed site of PAHAD organization. 40 house hold are staying in this village.
All are S.T family, their main source of income cultivation and labour work.
Outcome-1 - Exposure is the strongest source of motivation, Unused land became
productive, Unemployed youth involved in agriculture Reduced Distress migration
Solidarity Unity felt among the villagers , Surplus production of vegetable supplied to
district market through vegetable cooperative Improved , standard of living Reduce
dependency on forest . Easy to promote kitchen garden with all families reduced women
drudgery (household water supply) Proper capacity building of local youth, reduces load
of the implementing agency. (LEARNING )..
- On DBI programme 112 backward tribal house hold have benefitted water source for
agriculture and house hold use purpose in 3 villages.
- Reach the inaccessible forest villages to lessening from Govt. Schemes Initial
motivation to community members to make them believe the system Clearance from
Forest. Department.( CHALLENGES -)
- Achievements. -3 villages of household are benefited water for kharif , Rabi and
summer Season for irrigated and domestic use.
13. - Innovations…Farmers practiced vegetable cultivation in a compact patch in organized
way under common fencing for management convenience other than individual farming
in both villages.
- There is co-habitation among the people of different religions.
- Some of the conflicts have been resolved through dialogues and discussion.
- The conflict-stricken people are aware of the root causes and the responsible factors &
forces.
- The youths are taking alternative leadership in socio-cultural and political affairs.
- People are participating in socio-economic development activities with cooperation of
the NGO and line department.
Visited the DBI sites by Livolink Foundation- Mr Kamakshi Prasad Padhy on
date-10-10-2013. He visited two sites such that Gumurikhol and Rajikakhol. After visited
2 sites he give some suggestions to draw a social map ,outlet proper cement work ,fillet-
ration the domestic use water, filletration process explained, create aware on
agriculture improvement to give toolkit sets and Account open of the VDC.etc
Now the farmers are interested and happy to do vegetable cultivation and
marketing to Phulbani Town . The phulbani town is 15 kilometers distance from this
Gumurikhol village. The Rajikakhol village has nearest market Tikabali , Udayagiri and
phulbani for marketing facilities bus communication is available. The farmers believe
and satisfied this irrigation system gave more and more income for sustaining their
livelihood.
14. PAHAD realized that for sustainability of any development effort people’s
participation is essential and people could be mobilized through community Based
Organizations of women, farmers, artisans, youths, adolescents as per their specific
needs and interests. Thus People’s Institution Building nee to emphasized. It is through
such community based People’s Institutes, Organizations and Federation greater cause
and issues could be addressed through people’s Organizations , Human Rights,
Constitutional Provisions Government Schemes could be better ascertained through
such strong People’s Organization building from the grass root level. Irrigation is the
artificial application of water to the land or soil.
In the fourth coming days we are going to take initiatives for popularizing the
newly passed Act called Right of Children for Free and Compulsory Education (RTE) with
demand for equal educational opportunities and quality education to all children of
school going age. Simultaneously, vocational Education and entrepreneurial skill to the
school dropouts and illiterate young men and women for their employment/self-
employment and self-reliance and dignity of life with secured livelihood.
