body has a broad scope of high level
responsibilities
NRs change fast and not all NRs can develop
deep knowledge in all CNR matters
Being volunteers, NRs have limited time for
the CNR and cannot be experts in everything
CNR spends significant time focusing on
internal procedures and insufficient time on
strategic development of ESN
