Seizing the Potential in Buildings
1. Seizing the Potential in Buildings
• EU-China Conference on Quality and Energy Efficiency in Buildings
• 29-30 January 2008
• Beijing, China
• Horst Biedermann
2. REEEP
Renewable Energy and Energy Efficiency Partnership
1. REEEP is a global private public partnership launched
by the UK government at the WSSD
2. REEEP currently comprises more than 224 partners
representing 38 governments, businesses and NGOs all
committed to accelerating the uptake of renewable energy
and energy efficiency
3. REEEP is funded by the EU and 11 governments: Austria,
Australia, Canada, Germany, Ireland, Italy, the Netherlands,
Norway, Spain, US, and UK, the major donor of REEEP
3. REEEP Partners are businesses, the G7 countries,
NGOs, Brazil, SA, Mexico and developing countries
Currently more than 224 partners:
• 38 Governments
• International organizations,
NGOs and companies
4. REEEP is a Partnership for Delivery
1. REEEP acts as a facilitator and enabler and is profiled as a change agent
towards clean energy systems
2. REEEP aims to reduce market barriers for renewables and energy
efficiency systems in transition and developing countries
3. REEEP believes in action on the ground via project activities
that are targeted on policy improvements and innovative
finance mechanisms
4. REEEP is recognized in the international political arena - G8, UNFCC,
APEC
5. REEEP delivers value via Regional Secretariats

6. REEEP Global Review on Energy Efficiency 2008
1. First Status Report on Energy Efficiency Markets under the guidance
of the Energy Efficiency Coalition
2. Provide an up-to-date characterization of the markets, policies &
incentive systems and involved stakeholders
3. Target OECD countries and the emerging market economies of Brazil,
China, India, Mexico and South Africa
4. Thermal and electrical EE, Demand-Side and Supply-Side EE
5. Project partner: Ecofys
7. International Cooperation is important to make energy
efficiency the mainstream
Initiation of the Energy Efficiency Coalition : A REEEP initiative
and driven by the industry - will comprise of a wide group of
relevant stakeholders in energy efficiency
Global approach with focus on OECD and Plus Five countries
Sustainable platform which increases advocacy for EE and
helps to bridge the gap between quot;talkingquot; and implementation
Sharing of best practices and finance solutions
Coalition will be launched at COP 13 end of 2007
9. Trias Energetica
quot;the most sustainable energy is saved energyquot;
3rd: efficient use of fossil energy sources
2nd: use renewable energy sources
1st: minimise energy loss

21. Key points
1. It can be done
2. Tenure matters, regions don’t
3. Hidden barriers
4. Help me - don’t tell me
5. Money isn’t everything but it helps
6. Organisational structures are key
22. Recommandations
G8
• Provide a strong signal that energy efficiency in buildings must be a priority
European Union
• Extend the buildings directive so that no component of a house can be
renovated without an energy efficiency upgrade taking place
National
• Implement nation energy efficiency action plans with clear barrier analysis
Local
• Provide organisational support
26. New standards for all buildings in Europe
• Recommended U-values
based on cost effectiveness
and climate protection (post
Kyoto target).
Ecofys VII
• Integrated approach with the
European Directive on the
Energy Performance of
Buildings.
27. New recommendations to respond to
heating and cooling demands
