The Extractive Industries Transparency Initiative (EITI) is geared towards improving governance in the oil, gas and minerals sector. The EITI currently includes 53 countries across the world, half of which are in Africa. It is governed by multi-stakeholder coalitions representing business, governments and civil society organisations. The EITI started out in 2007 by disclosing payments made by companies to governments in the form of license fees, taxes and other payments. Governments in turn disclosed payments they received from companies to identify possible discrepancies in reported revenues. Disclosures under the EITI are now increasingly fine-grained, focusing on identifying beneficial owners, publicising contracts, commodity trading transparency and project level investments. The EITI seeks to tackle corruption, promote accountability, strengthen institutions, and contribute to domestic resource mobilisation. The current approach also highlights gender and environmental considerations in government and company reporting. Many EITI countries are currently facing a triple crisis occasioned by the Covid-19 pandemic: a health emergency, a massive fall in government revenues triggered by oil and commodity price falls, and an economic crisis caused by a huge reduction in global demand. This lecture explores the continued salience of governance and transparency work in the extractives sector during a period of acute global crisis, amid growing constraints on government budgets and capacity, and increasing limitations on civic space and advocacy. This Sussex Development Lecture addresses this set of issues to place the EITI in a broader perspective as a leading global transparency and accountability initiative. To gain better understanding of prospects and challenges of AEC, the paper examines whether and how exporters actually respond to tariff preferential schemes of AEC. The core analysis in this paper is an analysis of FTA administrative records of Thailand over the decade ending in 2015. Firms applying AEC preferential schemes were for market access into the original ASEAN members. Products exported under the FTA preferential schemes are highly concentrated, dominated by 4 sectors, i.e. Automotive (both vehicles and auto parts), electrical appliances, petrochemical products, and processed foods. Among ASEAN members, Indonesia had the highest utilization rate, followed by the Philippines and Vietnam. By contrast, Malaysia, another major trading partners of Thailand within ASEAN, recorded rather low utilization rate, i.e. about one-fourth of total export. The high cost of compiling with ROO would explain the low utilization rate to a certain extent. There are also cumbersome in government procedures. The key policy inference is that ROO and their related administrative procedures would be an area where policy makers should pay attention.

The economy of Italy is 7th largest in the world; adjusted for purchasing power parity, 10th. The country is as rich in technology and entrepreneurship as it is in history and culture. Yet despite its profile of quality and innovation, Italy has grown slowly during the past decade – slower, indeed, than Germany, France or the UK. And its competitiveness – its unit labor costs – has slipped, as wages rose but productivity stagnated. As a consequence, Italian firms and Italian savers chose attractive opportunities elsewhere, and net direct investment turned outward. Italy’s investment reputation, however, is far worse than the reality. To mitigate these problems, the government of Italy must make changes in national policy. The regulatory and institutional factors that damage productivity must change. Real wages must stop growing, at least for a time, until productivity accelerates. And fiscal policy – the relationship between spending and revenues – must change, so that deficits decline, eventually along with debt and debt service. The remainder of this paper examines Italy’s macroeconomic environment and the structural problems that inhibit competitiveness; the microeconomic structure of Italy, together with its strengths in R&D, informational technology, design and engineering; the recent record of inbound foreign investment, and the exports associated with it; and finally, a series of recommendations for the government and a forecast of prospects for growth.
