- The document discusses open and transparent government, analyzing promises and policies of Justin Trudeau's Liberal government in Canada since 2015.
- It examines areas where the Liberal government has failed to deliver on promises of transparency, such as appointing officials without disclosure, withholding information from access to information requests, and gagging government scientists from speaking publicly.
- The document also analyzes broken election promises on transparency and issues like carbon tax disclosure, and how Canada has slipped in international rankings of economic freedom and press freedom in recent years under the Trudeau government.

8. GAGGING SCIENTIST
Source - http://www.torontosun.com/2016/08/08/muzzled-scientists-trudeau-carries-on-just-like-harper
Mind you, data quietly tabled in the House of Commons earlier this summer suggests that Harper's
"muzzle" appeared to be ineffective. That data shows that federal government scientists gave nearly
1,500 media interviews in the 12 months prior to last October's election.
Nonetheless, the Professional Institute of the Public Service of Canada (PIPSC) -- the union that
represents tens of thousands of federal government scientists -- says the Trudeau government is
continuing a Harper government communications policy that prevents scientists from participating in
conferences.
Moreover, "a communications policy was issued by (the Trudeau government) with the intention to end
'muzzling' but its implementation remains uneven across science-based departments," PIPSC says in a
submission to Finance Minister Bill Morneau.
The union is calling on Morneau to hire another 1,500 federal government scientists and to open
collective agreements to include a clause to "enshrine the principles of scientific integrity."

9. ACCESS TO INFORMATION

government-report/article36407309/?ref=http%3A%2F%2Fwww.theglobeandmail.com&cmpid=rss1&click=sf_globefb
Canada's access-to-information system has only gotten worse under Prime Minister Justin
Trudeau's government, and a new Liberal bill intended to fix the problems has "worrisome"
elements, a new report has found.
A freedom-of-information audit from News Media Canada, a national association representing the
Canadian news media industry, gives the federal government a failing grade for timely disclosure of
information. It also said its performance in this year's audit "was even worse than in the latter years
of the former Stephen Harper government.“
Opinion: Trudeau needs to deliver on his access-to-information promises
"The results are not encouraging and show a system that seems as broken as ever," said a report
on the audit by journalist and professor Fred Vallance-Jones and Emily Kitagawa, a freelance
journalist and social worker.
Nathan Cullen, the NDP democratic reform critic, called the findings "shameful."
10. ACCESS TO INFORMATION

watchdog/?utm_source=GlobalNews&utm_medium=Facebook
A government bill intended to increase transparency for Canadians would actually do
the opposite, the federal information watchdog said Thursday.
In a report presented to Parliament, information commissioner Suzanne Legault said
the bill tabled in June, which amends the Access to Information Act, would take people’s
right to know backwards rather than forward.
Liberals say Harper government to blame for ‘F’ grade on access to information
Legault, an ombudsman for users of the access act, has long advocated strengthening
the 34-year-old law that gives people who pay a $5 application fee a right to ask for
federal files ranging from expense reports to briefing papers.
