                    ”The State shall comply with all its international
                    obligations   under      various  human     rights
                    instruments relative to reproductive health and
                    women's empowerment including the Universal
                    Declaration of Human Rights, International
                    Covenant     on    Civil   and   Political Rights,
                    International Covenant on Economic, Social and
                    Cultural Rights (ICESCR), Beijing Declaration, UN
                    Declaration on the Elimination of Violence Against
                    Women (DEVAW), Convention on the Elimination
                    of All Forms of Discrimination Against Women
                    (CEDAW), International Conference on Population
                    and Development (ICPD) and the Millennium
                    Development Goals (MDGs).”

Recognizing Reproductive Health
 and Reproductive Rights for all
        would Sexually
 Empower the youth, unmarried
   person and homosexuals.
IN THE ICPD PROGRAM OF ACTION, 'REPRODUCTIVE HEALTH' IS DEFINED
AS:
“A STATE OF COMPLETE PHYSICAL, MENTAL AND SOCIAL WELL-BEING
AND...NOT MERELY THE ABSENCE OF DISEASE OR INFIRMITY, IN ALL
MATTERS RELATING TO THE REPRODUCTIVE SYSTEM AND ITS FUNCTIONS AND
PROCESSES. REPRODUCTIVE HEALTH THEREFORE IMPLIES THAT PEOPLE ARE
ABLE TO HAVE A SATISFYING AND SAFE SEX LIFE AND THAT THEY HAVE THE
CAPABILITY TO REPRODUCE AND THE FREEDOM TO DECIDE IF, WHEN AND HOW
OFTEN TO DO SO.
                IMPLICIT IN THIS LAST CONDITION ARE THE RIGHT OF
MEN AND WOMEN TO BE INFORMED [ABOUT] AND TO HAVE ACCESS TO SAFE,
EFFECTIVE, AFFORDABLE AND ACCEPTABLE METHODS OF FAMILY PLANNING OF
THEIR CHOICE, AS WELL AS OTHER METHODS OF BIRTH CONTROL WHICH ARE
NOT AGAINST THE LAW, AND THE RIGHT OF ACCESS TO APPROPRIATE
HEALTH-CARE SERVICES THAT WILL ENABLE WOMEN TO GO SAFELY THROUGH
PREGNANCY AND CHILDBIRTH AND PROVIDE COUPLES WITH THE BEST CHANCE
OF HAVING A HEALTHY INFANT.
Sec 4. of SENATE BILL 2865

 (o) Reproductive Health (RH) - refers to the state
  of complete physical, mental and social
  wellbeing and not merely the absence of disease
  or infirmity, in all matters relating to the
  reproductive system and to its functions and
  processes. This implies that people are able to
  have a safe and satisfying sex life, that they have
  the capability to reproduce and the freedom to
  decide if, when, and how often to do so. This
  further implies that women and men attain equal
  relationships in matters related to sexual
  relations and reproduction;
UNDERSTANDING REPRODUCTIVE
         HEALTH
        “a state of complete physical, mental and
social well-being and...not merely the absence of
disease or infirmity, in all matters relating to the
reproductive system and its functions and
processes.”-ICPD


 Sex is the first stage of the process of
 reproduction.

 Reproductive health delves deeply on the
individuals sexual attitude and conduct.
THE SECOND SENTENCE
    PARTICULARIZES THE FIRST
     PART OF THE DEFINITION
“Reproductive health therefore implies that people are able to
  have a satisfying and safe sex life and that they have the
  capability to reproduce and the freedom to decide if, when
  and how often to do so.”- ICPD



  FACT: Nobody can get pregnant exactly at the time
         desired , but a person can make ways to
         avoid pregnancy .
REPRODUCTIVE HEALTH
    IS THE ABILITY TO HAVE A
 SATISFYING AND SAFE SEX LIFE .
    AND EVADE OR AVOIDE
 PREGNANCY /REPRODUCTION.
NOTE:   Does not distinguish whether married or
        unmarried, young or old, male or female or
        hetero or homosexual
Objection No. 2

 Government will be spending
  millions, even billions, of tax
payers money for the purchase of
  condoms and contraceptives
REPRODUCTIVE RIGHTS
              Implicit in this last condition are the right of men and women to
    be informed [about] and to have access to safe, effective, affordable and
     acceptable methods of family planning of their choice, as well as other
     methods of birth control which are not against the law, and the right of
    access to appropriate health-care services that will enable women to go
   safely through pregnancy and childbirth and provide couples with the best
                    chance of having a healthy infant.-ICPD



Essentially Reproductive Health Rights does not only
empowers the citizens to be “Reproductively healthy”
but also grants the right to government subsidized
contraceptives. (Some countries include abortion)
SENATE BILL 2865
(The Reproductive Health Act of 2011)

 Reproductive Rights - refers to the rights of
  individuals and couples, to decide freely and
  responsibly whether or not to have children;
  the number, spacing and timing of their
  children; to make other decisions concerning
  reproduction, free of discrimination, coercion
  and violence; to have the information and
  means to do so; and to attain the highest
  standard of sexual health and reproductive
  health;

Sec 4.

(e) Family Planning - refers to a program
which enables couples and individuals to
decide freely and responsibly the number
and spacing of their children and to have
the information and means to do so, and
to have access to a full range of safe,
affordable, effective, and modern methods
of preventing or timing pregnancy;
SEC. 9. Family Planning Supplies as
Essential Medicines
The National Drug Formulary shall include
hormonal contraceptives, intrauterine devices,
injectables and other safe, legal and effective
family planning products and supplies in
accordance with Section 17 (d). These products
and supplies shall also be included in the regular
purchase of essential medicines and supplies of all
national and local hospitals, provincial, city, and
municipal health offices, including rural health
units.

Although it is difficult to obtain an actual value of world
population at the time of the flood, 5 to17 billion people would
appear to be reasonable populations, with an average of around
10 billion.
HUMAN POPULATION WAS GREATER BEFORE THE GRAT
    FLOOD BECAUSE MEN LIVED UPTO 900 Years


     “This variation could make the estimate of 1,656 years
     between the creation and the flood off by a few years.
            If we assume that the average life span was only
     400 years (a very generous estimate), and that the
     average family only had 6 children (again a generously
     low estimate) starting at the age of 80, then we can
     calculate the population of the world just before the
     flood to be about 7 billion people! This is greater than
     the current world population. The population before
     the flood was so high because the people lived so
     long.”

Contraception Ban on Women and Families

    “Likhaan, ReproCen, and the Center for Reproductive
    Rights are working to ensure that Manila residents have
    easy and affordable access to a full range of family
    planning options, in accordance with the Philippines’
    obligations under constitutional, national, and international
    law. In addition, these three organizations have called on
    the new mayor, Alfredo S. Lim, who took office this July, to
    revoke the ban.”

The Reproductive Health Act of 2011 SEC 2. ”The State shall comply with all its international obligations under various human rights instruments relative to reproductive health and women's empowerment including the Universal Declaration of Human Rights, International Covenant on Civil and Political Rights, International Covenant on Economic, Social and Cultural Rights (ICESCR), Beijing Declaration, UN Declaration on the Elimination of Violence Against Women (DEVAW), Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), International Conference on Population and Development (ICPD) and the Millennium Development Goals (MDGs).”

IN THE ICPD PROGRAM OF ACTION, 'REPRODUCTIVE HEALTH' IS DEFINED AS: “A STATE OF COMPLETE PHYSICAL, MENTAL AND SOCIAL WELL-BEING AND...NOT MERELY THE ABSENCE OF DISEASE OR INFIRMITY, IN ALL MATTERS RELATING TO THE REPRODUCTIVE SYSTEM AND ITS FUNCTIONS AND PROCESSES. REPRODUCTIVE HEALTH THEREFORE IMPLIES THAT PEOPLE ARE ABLE TO HAVE A SATISFYING AND SAFE SEX LIFE AND THAT THEY HAVE THE CAPABILITY TO REPRODUCE AND THE FREEDOM TO DECIDE IF, WHEN AND HOW OFTEN TO DO SO. IMPLICIT IN THIS LAST CONDITION ARE THE RIGHT OF MEN AND WOMEN TO BE INFORMED [ABOUT] AND TO HAVE ACCESS TO SAFE, EFFECTIVE, AFFORDABLE AND ACCEPTABLE METHODS OF FAMILY PLANNING OF THEIR CHOICE, AS WELL AS OTHER METHODS OF BIRTH CONTROL WHICH ARE NOT AGAINST THE LAW, AND THE RIGHT OF ACCESS TO APPROPRIATE HEALTH-CARE SERVICES THAT WILL ENABLE WOMEN TO GO SAFELY THROUGH PREGNANCY AND CHILDBIRTH AND PROVIDE COUPLES WITH THE BEST CHANCE OF HAVING A HEALTHY INFANT.

Sec 4. of SENATE BILL 2865  (o) Reproductive Health (RH) - refers to the state of complete physical, mental and social wellbeing and not merely the absence of disease or infirmity, in all matters relating to the reproductive system and to its functions and processes. This implies that people are able to have a safe and satisfying sex life, that they have the capability to reproduce and the freedom to decide if, when, and how often to do so. This further implies that women and men attain equal relationships in matters related to sexual relations and reproduction;

UNDERSTANDING REPRODUCTIVE HEALTH “a state of complete physical, mental and social well-being and...not merely the absence of disease or infirmity, in all matters relating to the reproductive system and its functions and processes.”-ICPD Sex is the first stage of the process of reproduction. Reproductive health delves deeply on the individuals sexual attitude and conduct.

THE SECOND SENTENCE PARTICULARIZES THE FIRST PART OF THE DEFINITION “Reproductive health therefore implies that people are able to have a satisfying and safe sex life and that they have the capability to reproduce and the freedom to decide if, when and how often to do so.”- ICPD FACT: Nobody can get pregnant exactly at the time desired , but a person can make ways to avoid pregnancy .
  • 10. REPRODUCTIVE HEALTH IS THE ABILITY TO HAVE A SATISFYING AND SAFE SEX LIFE . AND EVADE OR AVOIDE PREGNANCY /REPRODUCTION. NOTE: Does not distinguish whether married or unmarried, young or old, male or female or hetero or homosexual
  • 11. Objection No. 2 Government will be spending millions, even billions, of tax payers money for the purchase of condoms and contraceptives
  • 12. REPRODUCTIVE RIGHTS Implicit in this last condition are the right of men and women to be informed [about] and to have access to safe, effective, affordable and acceptable methods of family planning of their choice, as well as other methods of birth control which are not against the law, and the right of access to appropriate health-care services that will enable women to go safely through pregnancy and childbirth and provide couples with the best chance of having a healthy infant.-ICPD Essentially Reproductive Health Rights does not only empowers the citizens to be “Reproductively healthy” but also grants the right to government subsidized contraceptives. (Some countries include abortion)

SENATE BILL 2865 (The Reproductive Health Act of 2011)  Reproductive Rights - refers to the rights of individuals and couples, to decide freely and responsibly whether or not to have children; the number, spacing and timing of their children; to make other decisions concerning reproduction, free of discrimination, coercion and violence; to have the information and means to do so; and to attain the highest standard of sexual health and reproductive health;

(e) Family Planning - refers to a program which enables couples and individuals to decide freely and responsibly the number and spacing of their children and to have the information and means to do so, and to have access to a full range of safe, affordable, effective, and modern methods of preventing or timing pregnancy;
  • 15. SEC. 9. Family Planning Supplies as Essential Medicines The National Drug Formulary shall include hormonal contraceptives, intrauterine devices, injectables and other safe, legal and effective family planning products and supplies in accordance with Section 17 (d). These products and supplies shall also be included in the regular purchase of essential medicines and supplies of all national and local hospitals, provincial, city, and municipal health offices, including rural health units.
