4. On March 10, 1990, RA 6939 became effective creating
the CDA to promote the viability and growth of
cooperatives as instruments of equity, social justice and
economic development and to create an agency, in
fulfillment of the mandate in Section 15, Article XII of the
Constitution. Initially, there were seven extension offices in
the Cities of
Dagupan, Manila, Naga, Iloilo, Cebu, Cagayan de Oro and
Davao who implemented this Act.

5. CDA was among the 12 agencies placed under the supervision
of Cabinet Secretary Leoncio Evasco Jr, who will have the power to
'evaluate existing poverty reduction programs' and streamline them
