3. FITS VEHICLE IDENTIFICATION
The FITS VEHICLE IDENTIFICATION is a system designed for detection and identification of vehicles in
motion performed on basis of their image from a video camera. The system detects and monitors vehicles
passing through the measurement point. Equipped with cameras, the FITS VEHICLE IDENTIFICATION
allows for vehicle identification by recognition of the number plates. The central element of the system
is an industrial computer which controls and supervises measurement process and enables direct
transmission (in real time) of measurement data to the central management system or its direct
distribution to predefined groups of recipients.
The system consist of - in the simplest configuration (one lane, one direction) - the following components:
• overview camera (optional) 1. monitoring events, aimed at the intersection,
• measurement camera 2. for vehicle identification by recognition of number plates; mounted on
a pillar/gantry over the lane(s) of monitored traffic direction; on the basis of images sent by the
camera the vehicle is identified,
• system controller with the Terminal software for system management; the controller is mounted
in a telecommunication cabinet.
The central element of the system is the FITS VEHICLE IDENTIFICATION Terminal that locally manages
the operation of both types of cameras.
4. Here is an example of the system’s logic diagram for detection and identification of vehicles.
The function of the measurement camera is registering images of vehicles driving along traffic lanes. The
speed of data transmission from the camera is minimum 25 frames per second. Data from the camera
(photographs of vehicles) is transmitted to the control unit, where the process of vehicle recognition is
performed.
1. Detection and identification of vehicles - Measurement camera monitors up to 2 traffic
lanes in motion by performing constant analysis of images provided by video cameras. Video
stream supplied by the camera is converted into individual images. Each image receives a
precise time stamp and is sent to the control unit.
5. 2. Data documentation - The control unit is responsible for registration and analysis
of measurement data as well as for their transmission to the central system. Generated
measurement data is transmitted by secure (encoded) communication link to the central
system. Form and way of data transmission is dependent on requirements of overriding
systems responsible for data processing. It is possible to transmit each package (record) of data
(registering the measurement) separately (PUSH) or as a summary sheet sent at time intervals
defined by the central system (PULL – every 6 hours, daily, weekly).
3. Displaying data - FITS VEHICLE IDENTIFICATION Terminal - Process of detection,
identification and classification of vehicles is carried out by FITS VEHICLE IDENTIFICATION
Terminal. Terminal is accessed through the Internet. Each of Terminal Software tabs, displaying
information, is automatically refreshed (AJAX technology) when a new event appears, e.g. after
registering a new vehicle. Access to functions of Terminal, e.g. viewing vehicles and camera
images, depends on the local ICT infrastructure as well as on the user’s requirements. Data may
be transmitted by GSM (4G), optical fibers or by the Internet connection cables, e.g. DSL. The
main function of Terminal is monitoring vehicles at designated measurement points.
All measurement data is sent to the central data repository, where it is archived and subjected to
statistical analysis. Access to the central system is available through the Internet. The role of the central
system is to manage all measurement stations and to archive and display data aggregated from the
measurement stations.
Additional type of information is also provided on basis of measurement data; e.g. traffic volume, traffic
structure; division into vehicle classes or into local, transit and international traffic. Among others,
statements regarding frequency of offences are also available.

6. FITS RED LIGHT
FITS RED LIGHT is a stationary registering device that automatically reveals violations of traffic rules
committed by drivers not complying with traffic lights. The system using artificial neural networks does
not require any interference in the road surface or traffic light controller. FITS RED LIGHT is used to
improve road safety at intersections with traffic lights. For each offense there is automatically created
electronic ID, which includes:
• sequence of vehicle images (video recording)
• registration number of the vehicle (with the image of the plate)
• type, make , model and color of the vehicle
• the exact date, time, and the designation of the infringement.

7. FITS SECTION CONTROL
FITS SECTION CONTROL is a system for measuring the average speed of vehicles on the designated
road section.
In contrast to the dominant point speed control (speed cameras), FITS SECTION CONTROL system
requires drivers to move in accordance with the traffic regulations on the entire route. The system
registers every vehicle passing through the measurement point. The identification material consists of
an image with the timestamp and localization (UTC, GPS).
Advantages of the system:
• possible control of all vehicles passing through the measurement point
• exact identification of the vehicle by the license plate recognition and the make and model
recognition
• safe, encrypted data transmission to preconfigured recipients
• elimination of the so-called kangaroo effect (sudden stop in front of the camera and a sharp

8. FITS WIM
FITS WIM (Vehicle dynamic weigh in motion) is a system for the detection and identification of oversized
vehicles. The FITS WIM has had a direct impact on the protection of road infrastructure by registering
overloaded and oversized vehicles.

9. FITS ACCESS CONTROL
FITS ACCESS CONTROL is an automatic system which allows for the control and monitoring of vehicles
in demarcated zones, on the basis of video-identification (ANPR, MMR).
Entry and exit control of the zones is based on the software using artificial neural networks. Due to the
use of video-detection the system recognizes registration number, make and model of the vehicle. The
technology of vehicle’s make and model recognition together with its classification is a unique solution
in a video-detection systems market. The system guarantees full security of correct reading and data
transmission.

10. FITS MONITOR
FITS MONITOR is a centralized city traffic monitoring application and speed camera control system.
It is applicable to two separate traffic monitoring objectives: speed cameras and traffic surveillance.
The application is designed to process speed limit violations, store and analyze traffic information for
statistics, detect and report wanted vehicles, control the speed and video surveillance cameras.
Speed cameras:
When a speed limit violation is detected, the camera sends an image of the car to FITS monitoring
system, where the picture data (time, vehicle information, place, and traffic violation type) is processed
and sent to storage. FITS monitoring system can automatically compose fine slips containing this
information and send it to email address, if such functionality is required.
Traffic surveillance:
FITS monitoring system also provides traffic load and structure information storing and analysis. It may
also assist the police in searching for a certain vehicle by sending out notifications when a wanted car
is recognized from the watch lists.
FITS monitoring system allows, for example, to change the speed limit set or angle of the camera.
In addition, the speed and video surveillance cameras are regularly contacted to ensure that they
working properly. If a camera detects heat changes or physical impacts, the monitoring system receives
automated notification and sends out alarm messages to corresponding institutions to prevent violation
to the cameras.

13. FITS TICKET CONTROL
FITS TICKET CONTROL is a public transport payment control mobile application for tablets, with the
centralized backend solution.

• The ticket control inspector can access a person’s payment violation history to see which payment
rate applies to that particular person (smaller fine for first-time public transport ticket payment
violation, larger fine for frequent riding without a ticket)
