Note:
Immunization Technical Support Unit (ITSU) is a strategic arm of Ministry of Health and Family Welfare
(MoHFW) that works towards strengthening of Universal Immunization Program (UIP).
ITSU reviews the reported data on Child Immunization (service delivery) that is captured in Health
Management Information System (HMIS) and Mother and Child Tracking System (MCTS). The same is
analyzed, developed into immunization dashboards on monthly basis, program gaps are identified and
state specific feedback is provided. Dashboards provide state wise performance on various immunization
component (timeliness, coverage, VPD cases, etc.) and concurrent feedback regarding reported
immunization data to MoHFW, partner organizations and immunization program managers at state level.
Additionally these dashboards collate data provided by World Health Organization – National Polio
Surveillance Project (WHO-NPSP) and National Cold Chain & Vaccine Management Resource Center –
National Institute of Health & Family Welfare (NCCVMRC – NIHFW) related to concurrent monitoring and
immunization trainings.
As per the HMIS guidelines, it is mandatory for all the states to upload monthly data of the preceding
month on or before the 20th
of each month. After this deadline, ITSU downloads the HMIS and MCTS
data, analyzes the data including data from other sources and prepares the dashboards. For example,
data for the month of April 2016 is downloaded after 20th
of May 2016, collated, analysed and published
as “Immunization Dashboard June 2016”.
On a monthly basis, a group of states is provided detailed feedback on immunization coverage and data
quality issues. The following table explains the framework for categorization of states and union
territories for providing the feedback.

coverage performance of all the states/ UTs.
Immunization dashboards aim to improve quality and use of reported data on immunization to promote
concrete programmatic actions for addressing the challenges in strengthening UIP.

0 – 11 Months Vaccination
 Till September, 2016, the nation's Full Immunization Coverage was 86%.
 National coverage for BCG was 86%. States/ UTs that have reported coverage more than
100% were Puducherry (168%), Chandigarh (146%), Mizoram (112%), Meghalaya (105%),
Jammu & Kashmir (103%), Manipur (102%) and Delhi (101%) while Sikkim (61%), A & N
Islands (64%), Arunachal Pradesh (67%), Daman & Diu (69%), Lakshadweep (70%), Madhya
Pradesh (73%), Himachal Pradesh (74%), Kerala (74%), Rajasthan (78%), Nagaland (79%),
Telangana (79%) and Odisha (79%) were the states/ UTs with low coverage.
 National coverage for Penta-3 was 79%. Mizoram (103%) reported coverage more than 100%
while Nagaland (46%), Arunachal Pradesh (58%), Uttar Pradesh (62%), Puducherry (62%),
Daman & Diu (65%), Sikkim (66%), Dadra & Nagar Haveli (68%), Rajasthan (69%), Madhya
Pradesh (71%), Kerala (73%), Manipur (77%), Chandigarh (78%), Himachal Pradesh (78%),
Odisha (79%) and Tamil Nadu (79%) were the states/ UTs with low coverage.
 National coverage for JE-1 was 81%. Uttarakhand (104%) reported coverage more than 100%
while Kerala (8%), Tripura (8%), Meghalaya (48%), Arunachal Pradesh (56%), Jharkhand (56%),
Nagaland (58%), Andhra Pradesh (59%), Telangana (72%), Uttar Pradesh (73%), Maharashtra
(74%) and Assam (77%) were the states/ UTs with low coverage.
 National coverage for MCV-1 was 87%. Delhi (112%), Mizoram (103%), Bihar (102%) and
Punjab (101%) reported coverage more than 100%. Arunachal Pradesh (65%), Puducherry
(70%), Nagaland (70%), Sikkim (72%), Rajasthan (75%), Dadra & Nagar Haveli (76%), Kerala
(77%), A & N Islands (77%), Uttar Pradesh (78%), Madhya Pradesh (78%), Odisha (79%) and
Daman & Diu (80%) were the states/ UTs with low coverage.
 Hep-B birth dose is to be given within 24 hours of birth and is mandatory for all institutional
deliveries; however, it was given in 71% of institutional deliveries in the country. Tamil Nadu
(128%) reported coverage more than 100%. Jharkhand (45%), Mizoram (45%) and Assam
(46%) were three lowest reporting states.

Above One Year
 National coverage for MCV-2 was 76%. Delhi (116%) reported coverage more than 100%
while lowest coverage reported by A & N Islands (33%).
 National coverage for DPT Booster (16-24 months) was 79%. Delhi (112%) reported coverage
more than 100% while lowest coverage reported by Arunachal Pradesh (45%).
 National Coverage for JE 2nd dose (in JE-endemic districts) was 79%. Arunachal Pradesh
(290%), Jharkhand (199%), Manipur (172%) and Telangana (110%) were the states/ UTs that
reported coverage more than 100%. Tripura (2%) reported lowest coverage from JE-endemic
districts.
 National Coverage for DPT Booster (5-6 years) was 70%. Tamil Nadu (162%), Sikkim (125%),
Andhra Pradesh (113%) and Madhya Pradesh (108%) were the states/ UTs that reported
coverage more than 100%. Arunachal Pradesh (15%) reported lowest coverage of DPT
Booster (5-6 years).
Drop-out Rate (Penta1 –Penta3)
 National level drop-out for Penta1-Penta3 was 2%. States / UTs that reported negative drop-
out were Andhra Pradesh, Assam, Bihar, Delhi, Goa, Himachal Pradesh, Jharkhand, Punjab,
Sikkim, Telangana, Uttarakhand and West Bengal. Bihar reported highest negative drop-out
(-10%) while Nagaland reported highest drop-out of 19%.
New Vaccines
 Inactivated Polio vaccine (IPV) (Fractional doses or full doses) introduced in all states. Till
September 2016, Total 12,21,588 infant vaccinated for Fractional dose-1 and 3,13,380 infant
vaccinated for Fractional dose-2 in the states of Andhra Pradesh, Goa, Haryana, Karnataka,
Kerala, Maharashtra, Odisha, Puducherry, Tamil Nadu, Telangana and West Bengal. Haryana
did not report any coverage for Fractional dose-2. Total of 81,26,140 infants vaccinated for
Full dose in rest of the states.
 Rota Virus Vaccine (RVV) introduced in Andhra Pradesh, Haryana, Himachal Pradesh and
Odisha in March-April 2016. Till September 2016, Total 8,09,368 (Andhra Pradesh – 2,86,636,
Haryana – 1,75,973, Himachal Pradesh – 40,016 and Odisha – 3,06,743) RVV doses
administered.

Other Feedback
 Most of the states still reporting coverage data on HepB 1, 2 and 3 that is mentioned in
“Administrative Data – Needs Review”.
 Most of the states still reporting coverage data on DPT 1, 2 and 3 that is mentioned in
“Administrative Data – Needs Review”.
 The country continues to be polio free for more than three years; however, the HMIS data
pertaining to polio cases remains an issue and needs immediate attention at all levels. Till
September 2016, 9 polio cases (2 from Andhra Pradesh, 1 from Chandigarh, 1 from Gujarat, 2
from Karnataka and 3 from Uttar Pradesh) were reported in HMIS data. The details are
mentioned in “Administrative Data – Needs Review”.
 Arunachal Pradesh (290%) and Jharkhand (199%) reported a very high coverage of JE second
dose. It needs to be reviewed and corrected immediately.
 Lowest percentage of children fully immunized: Haryana (65%).
 State with high percentage of planned immunization sessions not held: Chhattisgarh (22%).
 States with high percentage of immunization sessions where due list was not available: Delhi
(79%), Meghalaya (50%) and Kerala (44%).
 States with high percentage of immunization sessions where all vaccines were not available:
Tamil Nadu (62%), Jammu & Kashmir (61%), Himachal Pradesh (49%) and Madhya Pradesh
(46%).

Andhra Pradesh, Arunachal Pradesh, Chandigarh, Dadra & Nagar Haveli, Daman & Diu, Delhi, Goa,
Haryana, Lakshadweep, Madhya Pradesh, Maharashtra, Meghalaya, Nagaland, Punjab, Sikkim
and Tripura are migrating to RCH Portal, so data analysis has not been done for these states.
 Only 42.67% of data entry for infant was done for the year 2016-17 on pro-rata basis at MCTS
portal till September 2016, with lowest 16.53% being in Odisha.
 Percentage of villages not mapped with any facility at MCTS portal: Total of 13.60% villages
were not mapped in India. Rajasthan (100.0%), Assam (57.68%) and A & N Islands (42.69%)
were the three states with highest percentage of villages not mapped at MCTS portal.
 All-India coverage for FIC was just 0.36%. Only Chhattisgarh, Gujarat and Tamil Nadu reported
more than 1% coverage.
 Antigen-wise all-India coverage against registered children in 2016-17:
- Hep B birth dose: 39.58% (Assam, Mizoram and Rajasthan reported less than 20%
coverage)
- BCG: 59.30% (Assam, Bihar, Odisha, and Rajasthan reported less than 50%).
- Penta 3rd
dose: 41.57% (A & N Islands, Karnataka, Odisha and Tamil Nadu reported less
than 1.00%).
- Measles 1st
dose coverage was just 0.96%. Only Chhattisgarh, Gujarat, Karnataka,
Mizoram and Tamil Nadu reported more than 1% coverage.
- DPT Booster coverage for the country was 6.93%. Immediate attention required to
correct the data by Gujarat and Karnataka which have reported coverage as 16100% and
Karnataka 551.43% respectively.

Immunization Dashboard November 2016

  • 2. Note: Immunization Technical Support Unit (ITSU) is a strategic arm of Ministry of Health and Family Welfare (MoHFW) that works towards strengthening of Universal Immunization Program (UIP). ITSU reviews the reported data on Child Immunization (service delivery) that is captured in Health Management Information System (HMIS) and Mother and Child Tracking System (MCTS). The same is analyzed, developed into immunization dashboards on monthly basis, program gaps are identified and state specific feedback is provided. Dashboards provide state wise performance on various immunization component (timeliness, coverage, VPD cases, etc.) and concurrent feedback regarding reported immunization data to MoHFW, partner organizations and immunization program managers at state level. Additionally these dashboards collate data provided by World Health Organization – National Polio Surveillance Project (WHO-NPSP) and National Cold Chain & Vaccine Management Resource Center – National Institute of Health & Family Welfare (NCCVMRC – NIHFW) related to concurrent monitoring and immunization trainings. As per the HMIS guidelines, it is mandatory for all the states to upload monthly data of the preceding month on or before the 20th of each month. After this deadline, ITSU downloads the HMIS and MCTS data, analyzes the data including data from other sources and prepares the dashboards. For example, data for the month of April 2016 is downloaded after 20th of May 2016, collated, analysed and published as “Immunization Dashboard June 2016”. On a monthly basis, a group of states is provided detailed feedback on immunization coverage and data quality issues. The following table explains the framework for categorization of states and union territories for providing the feedback. States/ UTs that have reported coverage more than 100% were Puducherry (168%), Chandigarh (146%), Mizoram (112%), Meghalaya (105%), Jammu & Kashmir (103%), Manipur (102%) and Delhi (101%) while Sikkim (61%), A & N Islands (64%), Arunachal Pradesh (67%), Daman & Diu (69%), Lakshadweep (70%), Madhya Pradesh (73%), Himachal Pradesh (74%), Kerala (74%), Rajasthan (78%), Nagaland (79%), Telangana (79%) and Odisha (79%) were the states/ UTs with low coverage.  National coverage for Penta-3 was 79%. Mizoram (103%) reported coverage more than 100% while Nagaland (46%), Arunachal Pradesh (58%), Uttar Pradesh (62%), Puducherry (62%), Daman & Diu (65%), Sikkim (66%), Dadra & Nagar Haveli (68%), Rajasthan (69%), Madhya Pradesh (71%), Kerala (73%), Manipur (77%), Chandigarh (78%), Himachal Pradesh (78%), Odisha (79%) and Tamil Nadu (79%) were the states/ UTs with low coverage.  National coverage for JE-1 was 81%. Uttarakhand (104%) reported coverage more than 100% while Kerala (8%), Tripura (8%), Meghalaya (48%), Arunachal Pradesh (56%), Jharkhand (56%), Nagaland (58%), Andhra Pradesh (59%), Telangana (72%), Uttar Pradesh (73%), Maharashtra (74%) and Assam (77%) were the states/ UTs with low coverage.  National coverage for MCV-1 was 87%. Delhi (112%), Mizoram (103%), Bihar (102%) and Punjab (101%) reported coverage more than 100%. Arunachal Pradesh (65%), Puducherry (70%), Nagaland (70%), Sikkim (72%), Rajasthan (75%), Dadra & Nagar Haveli (76%), Kerala (77%), A & N Islands (77%), Uttar Pradesh (78%), Madhya Pradesh (78%), Odisha (79%) and Daman & Diu (80%) were the states/ UTs with low coverage.  Hep-B birth dose is to be given within 24 hours of birth and is mandatory for all institutional deliveries; however, it was given in 71% of institutional deliveries in the country. Delhi (116%) reported coverage more than 100% while lowest coverage reported by A & N Islands (33%).  National coverage for DPT Booster (16-24 months) was 79%. Delhi (112%) reported coverage more than 100% while lowest coverage reported by Arunachal Pradesh (45%).  National Coverage for JE 2nd dose (in JE-endemic districts) was 79%. Arunachal Pradesh (290%), Jharkhand (199%), Manipur (172%) and Telangana (110%) were the states/ UTs that reported coverage more than 100%. Tripura (2%) reported lowest coverage from JE-endemic districts.  National Coverage for DPT Booster (5-6 years) was 70%. Tamil Nadu (162%), Sikkim (125%), Andhra Pradesh (113%) and Madhya Pradesh (108%) were the states/ UTs that reported coverage more than 100%. Arunachal Pradesh (15%) reported lowest coverage of DPT Booster (5-6 years). Drop-out Rate (Penta1 –Penta3)  National level drop-out for Penta1-Penta3 was 2%. States / UTs that reported negative drop- out were Andhra Pradesh, Assam, Bihar, Delhi, Goa, Himachal Pradesh, Jharkhand, Punjab, Sikkim, Telangana, Uttarakhand and West Bengal. Bihar reported highest negative drop-out (-10%) while Nagaland reported highest drop-out of 19%. New Vaccines  Inactivated Polio vaccine (IPV) (Fractional doses or full doses) introduced in all states. Till September 2016, Total 12,21,588 infant vaccinated for Fractional dose-1 and 3,13,380 infant vaccinated for Fractional dose-2 in the states of Andhra Pradesh, Goa, Haryana, Karnataka, Kerala, Maharashtra, Odisha, Puducherry, Tamil Nadu, Telangana and West Bengal. Haryana did not report any coverage for Fractional dose-2. Total of 81,26,140 infants vaccinated for Full dose in rest of the states.  Rota Virus Vaccine (RVV) introduced in Andhra Pradesh, Haryana, Himachal Pradesh and Odisha in March-April 2016. Till September 2016, Total 8,09,368 (Andhra Pradesh – 2,86,636, Haryana – 1,75,973, Himachal Pradesh – 40,016 and Odisha – 3,06,743) RVV doses administered.

Prepared by ITSU-MoHFW Other Feedback  Most of the states still reporting coverage data on HepB 1, 2 and 3 that is mentioned in “Administrative Data – Needs Review”.  Most of the states still reporting coverage data on DPT 1, 2 and 3 that is mentioned in “Administrative Data – Needs Review”.  The country continues to be polio free for more than three years; however, the HMIS data pertaining to polio cases remains an issue and needs immediate attention at all levels. Till September 2016, 9 polio cases (2 from Andhra Pradesh, 1 from Chandigarh, 1 from Gujarat, 2 from Karnataka and 3 from Uttar Pradesh) were reported in HMIS data. The details are mentioned in “Administrative Data – Needs Review”.  Arunachal Pradesh (290%) and Jharkhand (199%) reported a very high coverage of JE second dose. It needs to be reviewed and corrected immediately.  Lowest percentage of children fully immunized: Haryana (65%).  State with high percentage of planned immunization sessions not held: Chhattisgarh (22%).  States with high percentage of immunization sessions where due list was not available: Delhi (79%), Meghalaya (50%) and Kerala (44%).  States with high percentage of immunization sessions where all vaccines were not available: Tamil Nadu (62%), Jammu & Kashmir (61%), Himachal Pradesh (49%) and Madhya Pradesh (46%). Prepared by ITSU-MoHFW *MCTS Portal as on 21 st October 2016 Andhra Pradesh, Arunachal Pradesh, Chandigarh, Dadra & Nagar Haveli, Daman & Diu, Delhi, Goa, Haryana, Lakshadweep, Madhya Pradesh, Maharashtra, Meghalaya, Nagaland, Punjab, Sikkim and Tripura are migrating to RCH Portal, so data analysis has not been done for these states.  Only 42.67% of data entry for infant was done for the year 2016-17 on pro-rata basis at MCTS portal till September 2016, with lowest 16.53% being in Odisha.  Percentage of villages not mapped with any facility at MCTS portal: Total of 13.60% villages were not mapped in India. Rajasthan (100.0%), Assam (57.68%) and A & N Islands (42.69%) were the three states with highest percentage of villages not mapped at MCTS portal.  All-India coverage for FIC was just 0.36%. Only Chhattisgarh, Gujarat and Tamil Nadu reported more than 1% coverage.  Antigen-wise all-India coverage against registered children in 2016-17: - Hep B birth dose: 39.58% (Assam, Mizoram and Rajasthan reported less than 20% coverage) - BCG: 59.30% (Assam, Bihar, Odisha, and Rajasthan reported less than 50%). - Penta 3rd dose: 41.57% (A & N Islands, Karnataka, Odisha and Tamil Nadu reported less than 1.00%). - Measles 1st dose coverage was just 0.96%. Only Chhattisgarh, Gujarat, Karnataka, Mizoram and Tamil Nadu reported more than 1% coverage. - DPT Booster coverage for the country was 6.93%.
