Safe City
1. Introduction
Cities are the usual scenario where the events that bring together large masses
(sport competitions, cultural activities, etc.) take place. Ensure the safety of
everyone attending these events is a major challenge for municipal managers and
event organizers, so many of them have deployed numerous systems (typically
CCTV solutions) to guarantee the integrity of persons. However, there is a great
risk of creating isolated security infrastructures, causing that each entity take
decisions unilaterally. An example of this are the football matches. A different
agency is in charge of the people in each moment depending if they are travelling
in the public transport, inside the stadium or outside the enclosure. It is therefore
necessary to provide to Law Enforcement agencies the solutions that allow them
to act in a coordinated manner, sharing resources in order to improve the
actuations and reduce response time.

Solution
IKUSI's Smart Safe City solution allows interoperability between different urban
security platforms. Each LEA operates its own video system but, in the case that a
threat or incident is detected, sharing of information between platforms is
possible. Following the approach presented in the Introduction, in front of an
incident occurring in the stadium, the security operator can share remotely
images and actuations with the local police to arrest the suspects at the exit.
Every connected platform includes the next components:
• Security control center.
• CCTV system with video analysis functionalities.
• IP based incident response solution..
• Multiservice secure network.
The video surveillance solution integrates the latest scanning and image
processing technologies for the recording, analysis and real-time monitoring of
the captured images. As a result of that analysis, the system allows the execution
of a specific protocol, that can be managed by the security operator. Information
sharing and real-time connectivity between security systems facilitates the
expansion of these protocols (more effective actuations).

2. How it works
Security cameras detect potential threats through video analytics. The incidents
detected are managed from the local control center via a PSIM platform and
response is coordinated following an actuation protocol. In case that participation
of another control center results necessary, the local center can share the protocol
and its status with the second center. This casuistic is shown in the figure below,
where the police inside the stadium and the urban one collaborate to solve a
robbery.

The sequence shown in the figure is the following:
1. A theft is detected in the entrance to the stadium.
2. The security staff inside the stadium activates the actuation protocol.
3. First actuations are applied by the local police.
4. Because the suspect leaves the stadium, the municipal police is informed.
5. The PSIM platform allows sharing information in real time between both
centers (including the actions performed).
6. Operators and agents are coordinated through the IP telephony system.
7. The suspect is caught outside the stadium by the urban police.
