6. By topics:
Most actions focus on municipal buildings and facilities and on public lighting, even
though they aren’t the greatest emitters. Most actions for residential and tertiary
sectors are based on communication, dissemination and raising awareness.

Low cost actions
Based on the knowledge of the final users and managers and
in behavioural changes.
-Euronet 50/50 (IEE, finished): Participation of 13 schools of 13
municipalities in Barcelona. 9 countries involved and 50
schools.
- Euronet 50/50max (IEE, ongoing) 13 countries, 500 schools
and 48 municipal buildings/facilities. In Barcelona 100 schools
and 10 municipal buildings from 50 municipalities.
- Support to municipal energy management:
-Energy accounting in 10 municipalities, it will be
extended to 10 more.
-Study on the energy consumption of 100 buildings of
several municipalities.

12. ENERGY EFFICIENCY AND SAVINGS IN MUNICIPAL BUILDINGS AND FACILITIES
- Loan of equipments to assess energy performance of
municipal buildings or facilities: smart meters, grid
analyzers, luxometers, thermographic camera...
68 municipalities (>30% signatories) have had different
devices: smart meters and grid analyzers mainly
-Financial support (2011 to 2013) to implement energy
accounting and remote management systems to 33 LG :
95.100€ (Final cost 231.425€)
- Financial support for energy accounting and
management through the aids given every 4 years by
DIBA : 117.116€.

Support given through the REDIBA (ELENA) project:
-Energy savings and efficiency in buildings: 38 studies, total cost of the studies: 418.000€,
which generated a turnover of 5,45M€.
-Public lighting: 75 studies, total cost of the studies: 992.000€,
turnover: 83,5M€
- RES: 63 studies, total cot of the studies: 456.000€; turnover: 5,45M€
- Furthermore: 14 legal studies and other transversal topics: 145.000€

Financial support through the aids given by DIBA every year
- Energy savings and efficiency in buildings: 46 Local Authorities; support of 143.192€ to carry out
projects with a total investment cost of 723.204€.
-Public lighting: 54 Local Authorities; 201.800€ to carry out projects with a total investment cost of
1,8M€.
- RES: 10 Local Authorities; 42.450€ to carry out projects with a total investment cost of 603.812€
Total aids: 387.442€ to carry out projects with a total investment cost of 3,1M€

17. ACTIONS IN BUILDINGS, PUBLIC LIGHTING AND RES
BUT............................. Where does the money come?
- Own funds (some cases)
- Subsidies and aids from other administrations, among them DIBA
If a municipality spends its investment capacity, possibility of borrowing and grants and subsidies from
other administrations in projects that do not generate savings, it can only use it "once" and probably
increase its current cost spending.
If instead of that, the municipality prioritizes projects that generate savings, it can capitalize them and use
that money “twice”
- Third parties: private-public partnerships (some examples):
- Maintenance + investments contract (duration: around 6 years)
- Equipment leasing or renting (duration: from 5 to 10 years)
- ESCo contract (EPC, i.e.)(duration : > = 10 years)

18. CONCLUSIONS
What are the main barriers?

19. But there are some other barriers that have to be overcome:
- Small projects have few interest for private investors
- Lack of knowledge of new financing mechanisms and how they fit
in public administration legal procedures by technicians, secretaries
and legal services of LG
-Lack of coordination between different departments
- Lack of knowledge of the real energy consumption of most buildings, facilities
and other infrastructures by the Town Council. Drafting a SEAP helps updating this
information and makes clear how energy is being managed.
- Maintenance: the great forgotten. Right now it is more based on correction than
on prevention.
- Good practices are not widespread enough
-In Spain: energy rules and RES rules change too often.

20. SOME HOPEFUL CONCLUSIONS..
• Even in nowadays complicated circumstances, it is not only possible but
also an opportunity to implement energy efficiency projects by the
municipalities.
• There is a clear opportunity for the municipalities to implement low cost
or non investment actions: in some cases savings up to 30%
• Projects that need investments can often be paid by themselves with the
savings generated, through public private partnerships schemes of
funding
