3. Strategic Partnerships Initiative (SPI)
With 13 partnering federal departments and agencies, SPI is an innovative,
Horizontal program intended to coordinate federal efforts with respect to
supporting Aboriginal participation in complex economic opportunities –
particularly in the natural resource sectors.
Focused on supporting community readiness, the program provides a
mechanism for federal partners to collectively identify opportunities for
investment, assess and make project approvals, leverage non-federal
sources of funding, monitor progress and report on outcomes.
Since its launch in 2010, SPI has proven to be a catalyst for organizing
Government departments to increase Aboriginal participation in some of the
largest resource development opportunities across Canada, including the
Ring of Fire in Northern Ontario and the Lower Churchill Hydroelectric
Project in Atlantic Canada.
In the BC Region: SPI is being invested in Tourism, Mining,
Shipbuilding, Liquefied Natural Gas.
4. SPI Key Priorities 2013-2014
With significant investments in major projects anticipated in the next 10
years, SPI will focus increasingly on supporting community readiness
activities so that communities are better prepared to engage with partners
and participate fully in these developments.
To further support a comprehensive approach to addressing Aboriginal
participation in large resource developments, we are currently seeking to
expand SPI to include additional signatories (Health Canada and
Environment Canada).
We are also leading discussions with federal partners, including Treasury
Board, to establish a process that will enable a single window approach for
multiple departments to provide funding to a recipient using the SPI
umbrella terms and conditions.
Products are being developed in order to promote accomplishments to
date, including an annual report and success stories. In addition, we will
be working with regions and OGD partners to identify further
communications opportunities to highlight our successes.
5. SPI Governance
Unlike other government programs, SPI investments involve multiple federal
partners in the decision making process. In addition, investments are often
multi-year in order to enable longer term planning and certainty for Aboriginal
communities pursuing complex economic opportunities.
Investments are prioritized by a DG level inter-departmental committee
which includes representation from the following departments:

Human Resources and Skills Development Canada
Natural Resources Canada
Canadian Northern Economic Development Agency
The Committee also includes a representative from the National Aboriginal
Economic Development Board.
Final decisions on funding are made by the Federal Coordination Committee
on Aboriginal Economic Development – a committee of Assistant Deputy
Ministers representing departments and agencies with a mandate in
Aboriginal economic development.
