1. Overall Architecture Design Concept
We will suggest the partial distributed system as implementation manner of NIEMS on Phase 1, 2 in consideration of various situation such as
number of emergency call, number of user, network bandwidth and etc. And also we will guarantee to operate IP-PBX and TRS when network
between each 911 center is disconnected. But In Phase 3 which NIEMS will be implemented on a national scale, it should change the entire
distributed system.

EMS is main system of Paraguay NIMES and managing emergency situation such as disaster, crime and demonstration from creation to closing. Also
EMS is critical to achieve the goals of the NIEMS. To achieve this, EMS solution and related equipments are implemented in Asuncion 911 center as well
as police dispatch center, police station, and on-field patrol car. Details of function are described in the below.

ARS(Alarm Receiving System) can be considered as generalized emergency call taker system that enables emergency identification through SMS, E-
Mail, CCTV alarm event, ANPR(Automatic Number Plate Recognition). Call takers at 911 center receives the emergency or incident report or alarm
signal from other multi-media devices, and can identify the emergency or incidents to transfer the case to appropriate agency; Police, Fire, and
Ambulance.

Alarm Receiving System(ARS) receives and monitors the emergency alarm in integrated way that enables comprehensive emergency identification and
incident monitoring. Based on alarm source(SMS, E-Mail, ANPR, CCTV), the details and attributes of the alarm will be different to each media type.
Using this alarm, call taker will be able to create one emergency or incident case to transfer it to appropriate agency for post response action.

Call Taking System(CTS) is compactly integrated with IP-PBX and IP-Phone to handle the emergency call that enables the call taker to do call handling
using application system instead of physical phone dialing action. CTS has phone call verification and filtering function as well that makes the call
receiving to be more effective and efficient. Call taker can register the phone call as emergency/incident case to transfer it to appropriate dispatch
center.

Dispatch Taking System(DTS) will be installed in police station, fire station, and ambulance house. After responding to the emergency, station-side
will do the incident report after finishing on-field response action that includes incident investigation and closure report.
DTS will be linked with light strobe and buzzer to give a notification of dispatch command in office conditions.

DTS will have embedded digital map that can show the incident location, patrol cars and fire engine locations. Station-side dispatch command
receiver can check full incident and caller information that was given by dispatcher. CTS also have individual field report function instead of mobile

MRS(Mobile Response System) is a system module that will be installed in mobile terminal in police patrol car, fire engine, and ambulance. For
police, the regular patrol activity report will be included, which is not required in fire engine, and ambulance. Regarding to the emergency
response activity, dispatch command receiving, response status report, and incident closure report will be all similar to each agency, and
comprehensive and standardized procedure will be applied for the emergency response.
